물관리체계 변화의 영향요인 분석 : 공공선택론적 관점에서 = Explaining chang of water management system: A public choice approach

다국어 초록 (Multilingual Abstract)

Korea has been established water management system by trial and error of administration and management. First, it built a Infrastructure like a construction of dam and water related facility as a result of radical economic development in 1970's - 1980's. Second, it built a water administraion system in environmental and qualitical aspect because of the environmental pollution and accident related to water resource after 1990's. Therefore, it is managed in balance between development and administration now.
Water management of development and administration can be analyzed in two aspects, quality and quantity, and it has not only lots of merits but also a plenty of negative effects. Among a lot of causes, what this research puts emphasis on is a inefficiency of interministerial self-centeredness and personal behavior and try to analyze the inefficiency in public choice theory.
It is measured that although there is a research in regard to behavior of public sector, there isn't a public theoretical research of water administration system. Therefore, it is meaningful that it can be seen in different view of aspect to doing the study of water administration system unification and effective water management.
The following is a content of this research : First is a performed advanced research about for-profit personal behavior assumed in public choice theory to analyze the cause of water management system. Second is a study about change of water management system by historical analysis and present condition research. And finally by an analysis of change by the advanced research, it studied the stakeholders in water management system what they behave to persue their profit. The analysis composes an example about the behavior, purpose and condition by the stakeholders; officiary, politician, NGO and so on.
The result of this analysis is that stakeholders' behave to pursue their profit, and by the result, it isn't resolved inefficient problems in dualised water management system. In the end, it is known that resolution about water management system cannot applied in real-world because of a transactor's who administers water management system problem public theorethical behavior even with alternative to resolve water management system related problems.
