온실가스 목표관리제와의 연계를 고려한 국내 배출권거래제 세부운영방안 연구 = Greenhouse Gas Emissions Trading Scheme Design considering Target Management System

In May 2012, pursuant to Article 46 of the Framework Act on Low Carbon, Green Growth, as The Law on the Allocation and Trading of Greenhouse Gas Emissions passed by the National Assembly, Domestic Emissions Trading Scheme(ETS) planed to introduce in January 2015 was confirmed. The Presidential Committee on Green Growth noticed legislation of Draft Enforcement Decree of the Law on the Allocation and Trading of Greenhouse Gas Emissions. And November this year, the enforcement of the regulation is expected to be confirmed after collecting some advices and comments from stakeholders as well as going through consultation process among relevant ministries. In this study, detailed operational plan was presented to be utilized for confirming the Decree and enacting the enforcement rule(General Planning, Allocation Plan). Based on the previous domestic researches related to ETS and existing and proposed ETS of the major developed countries, Target Management System Operating Guidelines and ETS Draft Decree in Korea were analyzed. Then, the specific key decisions and alternatives to design the ETS were drawn and the each alternative in a view of efficiency, acceptability and effectiveness was evaluated. The key elements of Korea ETS can be divided into two types, depending on the direction of the basic complement. First, the elements and specific key decisions that are needed to be clarified in the Draft Decree are as follows: The reference period in Grandfathering approach, the types and selection criteria in Benchmarks approach, the selection criteria and reflection level of Growth Rate, the decision measures of Potential for Reduction, the project types and allowed upper limit adjustment of Offsets, the assessment, insurance and excess/deficiency handling measures of New Entrants Reserve, the interperiod and quantity limitation of Banking and Borrowing. Second is the elements and specific key decisions that are needed to be applied and/or complemented in accordance with the Draft Decree: the decision criteria, eligibility criteria and free allowance discrimination of Carbon Leakage, the credit types and allowed upper limit by installations of Offsets, the regulation law and market surveillance bodies of Market Surveillance, the decision criteria and stabilization measures of Market Stabilization, the standards, subjects and handling measures of Withdrawal, the standards and handling means of Cancellation, and the Early Action related to recognition period, types of actions, crediting method, accounting discrimination, total crediting upper limitation and crediting upper limitation by installation. Implications based on the results of the study are as follows: First, in the course of confirming the Decree and making the enforcement rule, it is useful to access to the elements applied the Draft Decree, the elements needed to be clarified and the elements needed to be linked with other elements separately. Second, based on the alternatives by the elements presented in this study, the basic design direction would be planned. Meanwhile, it needs to be approached by stages, especially for the elements about the industrial competitiveness securing measures, market stabilization measures to secure market liquidity and linkage with international ETS by compliance period when making the General Planning and Allocation Plan. Also it is important to reflect mutual relations among the elements. Third, before confirming the Decree and in the course of developing the rule, it is needed to carry out the empirical analysis for decision-making through evaluating the alternatives, and pilot projects like simulated trading.
