특수교육 분야 장애인재활상담사의 역할과 직무영역의 탐색

The purpose of this study is to explore and analyze the role of rehabilitation counselors for the disabled in the special education field in order to clarify the role of rehabilitation counselors for the disabled in the special education field to help students with disabilities in career and vocational support and to lay the foundation for activities. The Delphi survey method was used to conduct the study. Based on the analysis of previous studies, the first Delphi survey consisted of 41 task contents in 6 areas, collected opinions on the question, and conducted the survey by reviewing the appropriateness of academic experts in vocational rehabilitation, scholars in special education, and rehabilitation counselors for the disabled in special education before the first Delphi survey was conducted. In addition, to increase the completeness, content validity (CVR), convergence, and consensus were derived. The 2nd Delphi survey was composed of 5 work areas and 28 task contents by collecting the results of revised opinions and content validity obtained from the 1st Delphi survey, and the survey was organized by deriving content validity, convergence, and agreement. Finally, as a result of extracting the results of the 2nd Delphi survey, it consisted of 5 work areas and 17 tasks to conduct an importance survey and derive results. Overall, it is analyzed that the role of rehabilitation counselors in the special education field mainly plays a role in vocational counseling, vocational evaluation, business development, employment support, and post-employment support. In a large framework, it is not significantly different from the scope of the role of rehabilitation counselors for the disabled who work in the welfare field for the disabled.
However were some differences in the scope of some roles as they were limited to the role of supporting career and vocational activities of students with disabilities within the scope of not overlapping the role of special teachers in the special education field. Through vocational counseling and vocational evaluation, case management and case meetings can help special teachers establish an individualized education plan (IEP), and externally, the role of special education students in cooperation with local community-related organizations was mainly identified. However, in the field of special education, the role of rehabilitation counselors in the field of rehabilitation administration and rehabilitation policy was found to be limited. The results of this study could be the basis for the expansion of rehabilitation counselors for the disabled in the field of special education and could serve as the basis for further research such as the development of work manuals necessary for the field

국문 초록 (Abstract)

본 연구에서는 장애학생들의 진로⋅직업지원을 돕기 위해 배치되는 특수교육 분야의 장애인재활상담사 의 역할을 분명히 하고 활동 기반을 마련하기 위하여 특수교육 분야 장애인재활상담사의 역할을 탐색하고 분석하는 것에 목적이 있다. 해당 연구를 진행하기 위하여 델파이 조사 방법을 활용하였다. 1차 델파이 조사는 선행연구 분석을 바탕으로 6개의 영역에 41개의 과업내용으로 적합도 설문지를 구성하고 해당 문항에 대한 의견을 수집하였으며 1차 델파이 조사 실시 전 직업재활분야 학계 전문가, 특수교육분야 장학사, 특수교육 분야 장애인재활상담사들에게 적절성을 검토 하여 조사를 실시하였다. 또한 완성도를 높이고자 내용타당도(CVR), 수렴도, 합의도 등을 도출하였다. 2차 델파이 조사는 1차 델파이조사에서 얻어진 수정의견, 내용타당도 등의 결과를 수렴하여 5개 업무영역, 28개의 과업내용으로 구성하였으며, 내용타당도, 수렴도, 합의도를 도출하여 조사를 정리하였다. 마지막으로 2차 델파이 조사 결과 추출한 결과로 5개의 업무영역과 17개의 과업으로 구성하여 중요도 조사를 실시하고 결과를 도출하였다. 종합적 으로 특수교육 분야 재활상담사의 역할을 보면 직업상담, 직업평가, 사업체개발, 취업지원, 취업 후 지원 을 주로 수행하는 역할을하는 것으로 분석되어 큰 틀에서는 장애인복지분야에서 활동하는 장애인재활상 담사의 역할범위와 크게 다르지 않다. 그러나 특수교육분야의 특수교사의 역할과 중복되지 않는 범위에 서 장애학생들의 진로⋅직업 활동을 지원하는 역할로 한정되어 일부 역할 범위의 차이를 보이는 것도 있었다. 직업상담과 직업평가를 통해 사례관리 및 사례회의 통해 특수교사에게 개별화교육계획(IEP) 수 립에 도움을 줄 수 있으며, 외적으로는 지역사회 유관기관과 협력하여 특수교육대상 학생의 취업에 도움 을 주는 역할이 주로 확인되었다. 그러나 특수교육 분야에서 재활행정과 재활정책 분야의 재활상담사의 역할은 제한적인것으로 나타났다. 이 연구 결과가 특수교육 분야에서의 장애인재활상담사의 확대배치의 근거가 되고 현장에 필요한 업무 매뉴얼 개발 등의 추후 연구의 기반이 될 수 있을 것이다.
