In July 2021, 「National and Autonomous Police Organization and Operation Act」 came into force according to the aim that the state and local authorities should establish and implement the policies needed for protecting the life, body and property, public security, maintaining the public security and order. Accordingly, although the Autonomous Police Commission has been launched in the regions, some defects related to the autonomous police system are revealed now, two years passed.
Therefore, the study analyzed the composition of the Autonomous Police Commissioners and policies since the introduction of the autonomous police system and presented the development issues.
First, explaining the operation model for the autonomous police system, the study emphasized the needs of the establishment of the legal system certainly reflected the character of the office work like the investigation in the aspect of the legal system based on the defect of the operation model. It emphasized the change of the office work responsibility reflecting the character of the organizational system.
Second, the study analyzed the legal suitability of the composition of the Autonomous Police System Commissioners and proposed to amend the declarative regulation of the composition of the Commission to a mandatory regulation. Also, it suggested the legislative and institutional development issues for the commissioners’ professionality and the political neutrality of the Commission.
Last, the study noted that the Autonomous Police Commissions of the 18 local authorities were making efforts to communicate with the local people and suggested that the Autonomous Police Commissions need to cooperate with the Police Agencies smoothly to link the efforts to the implementation of a practical localized security strategy. It needs to evaluate the diverse security strategies of the 18 Autonomous Police Commissions and interact with each other. The study emphasized activating the interaction and cooperation between the Autonomous Police Commissions.
