1. 2010 협동연구의 방향과 목적
○다문화사회의 전개에 있어 문화적 다양성이 지니는 의미
-이주민의 증가는 사회, 경제, 문화, 정치 등 광범위한 영역에서 상당한 변화를 가져오는데, 여기에는 긍정적, 부정적 측면이 혼재되어 있음
사회, 경제적으로 적지 않은 갈등, 부작용 야기 가능성/ 사회 전반에 걸쳐 긍정적으로 작용하여 새로운 발전의 가능성을 찾는 계기 가능성 공존
-다문화사회의 긍정적 전개 가능성을 높이고 이를 계기로 새로운 사회발전의 계기를 마련하며, 다문화사회에서 제기되는 부정적 문제를 해결하는데 있어 문화적 다양성은 중요한 의미를 지님
세계화 시대에 그 중요성이 커지고 있는 다양한 언어?문화 자원의 발굴, 언어?문화적 역량을 지닌 인적 자원의 형성, 사회 전반의 문화적 역량 제고 등의 측면에도 긍정적 계기로 작용할 수 있음
다문화사회의 고질적인 문제로 지적되는 이주민의 빈곤화나 사회적 고립문제를 극복하는 데에도 기여할 수 있음

○다문화사회 전개에 있어 과도기적 단계에 접어들고 있는 한국사회에서는 생산적 다양성 전략에 주목할 필요가 있음
-다문화사회의 전개에 있어 한국사회는 이주민을 둘러싼 갈등과 사회 문제가 점차 본격화되는 과도기적 단계로 접어들고 있음
-이주민의 증가가 사회적 차원에서 미치는 영향에 본격적 관심을 기울이고 가급적 부정적 측면은 최소화하고 긍정적 효과는 확대하려는 노력이 필요한 시점임
-생산적 다양성(productive diversity) 전략
이주민의 존재를 계기로 사회적 관심사로 대두된 문화적 다양성이 사회 전반에 긍정적인 방향으로 작용할 수 있도록 하고 이를 통해 이주민의 증가가 가져올 수 있는 부정적 효과를 줄여가기 위한 접근
생산적 다양성은 자연스럽게 성취되는 것이 아니라, 이주민의 문화적 특수성이나 사회 전반적인 문화적 다양성이 긍정적, 생산적 방향으로 작용할 수 있도록 하는 제반 여건이 마련될 때 비로소 실현될 수 있음
○협동연구의 방향과 목적
-한국사회는 이주민 가운데에서도 한국인과 가족관계를 맺고 있는 결혼이민자를 중심으로 문화적 다양성, 다문화사회에 대한 관심이 형성되어 있다는 점에서 특수성 보임
사회적 관심과 정책적 지원이 집중되어 있는 결혼이민자와 그 자녀를 중심으로 문화적 다양성이 개인적 역량, 사회적 자원으로 발전되어 관련자 개인은 물론이고 사회 전반에 긍정적 방향으로 구현될 수 있는 가능성 파악 ⇒ 가능성을 높이기 위한 정책의 접근 방안 모색 ⇒ 생산적 다양성을 구현하기 위한 실천이 활발하게 이루어지는 ‘생산적 다문화사회’의 기반을 확립

다국어 초록 (Multilingual Abstract)

An increase of immigrants brings about substantive changes in the extensive areas such as population composition, social relationship, economy, culture, politics and etc. On one hand, it will cause social conflicts and economic problems. On the other hand, it will be a turning point for a new social development. Multicultural societies have common interests to improve positive aspects of multiculturalization and solve its negative aspects at the same time.
Cultural diversity related to immigrants means a lot in dealing with the task. As diverse languages and cultural resources are more important in globalization process, enlarging cultural repertory is a positive motivation for the society. In addition, developing human resources with diverse languages and cultural skills are another positive aspect of the multicultural society, which will help to solve immigrants' poverty and social isolation.
The Korean society is increasingly likely to meet the conflicts and social problems related to immigrants in the development process of multicultural society. This is time for Korean society to make efforts to minimize negative effects of the multiculturalization. and to maximize its positive aspects. At this point, 'productive diversity' strategies are noteworthy which means practical efforts to improve cultural diversity and increase possibility for the multicultural society to turn into a positive way.
KWDI has carried out the cooperative research project "Policy Paradigm for Transition to Multiethnic/Multicultural Society in Korea" from 2007. In this year, the 4th-year research is proceeded with the purpose to establish the basis of policy measures to realize 'Productive Multicultural Society'.
The Korean society has its special characteristics in respect of importance of so-called 'multicultural family' including marriage-based immigrants and their children in expanding social attention to cultural diversity and multicultural society. Cooperative research in this year tries to approach the possibility for marriage-based immigrants and their children to develop interlingual/intercultural competence based on their linguistic/cultural specificity and realize the competence in a positive and productive way in social arena, and to grasp main obstacles which they meet in doing so. The policy measures are also pursued to support marriage-based immigrants and their children to overcome the obstacles and develop interlingual/intercultural competence, and to enhance the positive aspects of cultural diversity at the social level as well as the individual level.
The research outcome proves that marriage-based immigrants and their children have very limited possibility to develop interlingual/intercultural competence. Because they are imposed by various obstacles as follows:
- Dominant belief in cultural homogeneity and negative values on cultural specificity of multicultural family
- Limited opportunities to use minor languages and culture in family daily lives
- Strong division of linguistic and cultural spheres between main society and ethnic groups, limited opportunities of intercultural communication between marriage-based immigrants and main society
- Low practical values of interlingual/intercultural competence

Most multicultural families have serious limitation in improving their linguistic/cultural specificity as positive assets. Especially, multicultural families with low socio-economic position and marginalized cultural status is almost impossible to achieve that. They are likely to see their own cultural specificity as negative and even try to remove them as much as possible.
However, on the other hand, there are actual cases to overcome such obstacles and succeed in realizing their interlingual/ intercultural competence. At present, these movements are in the beginning steps and has not yet shown any foreseeable results. Nevertheless, these movements prove possibilities to look forward to positive improvemen
