Modern society is defined as Information society. The information technology and related services are changing every side of people's life. But the benefits of this technology are not distributed fairly. As 'digital divide' spreads over the society, the number of 'digital poor' are also increasing. Social welfare center have taken a new role of the times to prevent the spread of digital divide.
This changes of social environment make the internet homepage become a essential service of social welfare center. The homepage of social welfare center is very important, because of next three reasons. First, internet homepage has great advantages in promoting the center. Second, general internet users who have no experience of participating the welfare activities before can visit the center more easily through the center's homepage, so that their opportunities of participating increase. And last, center's homepage is major passage between offline society and online space. The information of offline welfare services runs through the homepage. The Resources of internet users like money and welfare volunteers can be used for real operations of center.
<그림생략>The homepage of social welfare center must be built by user-based perspective. By characteristics of internet homepage visitors, we can divide then into three classes, general user, social work related user, and subject of social welfare services. Each of classes wants a different contents and services from the others. So social welfare center should try to find want they really want, and give them in the homepage.

The next diagram is the evaluation model for social welfare center's homepage. It is based on the Structure Model of homepage and related discussion about homepage evaluation. Model is consist of five categories, Contents, Services, Design/Technology, Interface, and Promotion/Management. The Contents category shows the quality of information which is provided by homepage. The Services category reflects the fullness of homepage's services except Text-oriented material. The Design/Technology category examines basic elements of homepage's design and used technology. The Interface category examines whether user can easily move the inside of homepage and find what they want in the homepage. The Promotion/Management category indicates intensity of center's effort after initiating the homepage service to inform the existence of homepage and to keep it fresh and new.
