The three factors of production are labor, capital and land (resources). In principle, these factors are used to produce the communities for men. However, we tend to rely on economic efficiency and logic to turn the human labor forces into resources and thereby, identify them with the capital.Unlike ordinary capital or commodities, the labor can be neither accumulated nor stored, so the labor should be reproduced outside of the process of the direct capital accumulation (M-C-M'), namely within the broader concept of the national frameworks including families and schools. Hence, in order to recover the responsibilities of the national economic operation or the raison d'etre for existence of nation, it is deemed necessary to operate the national economy centered about the people within a positive cyclic structure based on the domestic markets, while practicing the distributional justice through fair taxations.This study discusses one of the basic production factors or the full-time and part-time workers combined and thereupon, addresses the problems of the flexible labor markets from the perspectives of the non-decision structure about the socio-economic power or the vulnerable aspect of Korea's democracy, and suggests the ways to solve the problems of the flexible labor markets and deconstruct the non-decision structure of our politics and thereby, create an economic ground for a sound capitalism.During the second world war, the German theologist Martin Niemoeller argued that if we should turn our backs from our neighbors' pain, nobody would help us when we need a help. The reason why we should pay attention to the problem of part-time workers is that the absolute majority of them are the socially week classes including women, unemployed youth, retired old people and unskilled construction workers. After all, the problem of part-time workers is equated with human right problem or national/social problem.With such basic conceptions in mind, this study reviewed government's active employment insurance policies, daily workers' career management DB at job stability centers, expansion of retirement mutual fund systems and increase of their installments and basic safety elements by industry, and thereupon, examined such employment stability measures as fund-raising for and operation of additional pension systems, and then, suggested the ways to activate the social and human networks enhancing individuals' productivity and ensuring part-time or daily workers' living security.In addition, this study examined how to specify more licenses for the construction industry, make clear the relationship of employment for stability of employment, suggest the prospects for jobs and thereby, reviewed relevant government authorities' roles for improvement of the employment from the perspective of the labor welfare. As a result, it was deemed necessary to segment the career management DBs for part-time workers and thereupon, implement an employment policy flexible functionally to meet individuals' needs and expand and establish the top 4 social insurances (national pension, medical insurance, industrial accident insurance and employment insurance). If a workers' career management DB system should be constructed efficiently, the employment management systems would be integrated to be firmly established to expand the social insurances. In addition, the current social security net or subscribers' management system covering the full-time workers would be expanded to cover daily workers and petty businessmen alienated so far. Under such active social insurance policy system, the part-time or daily workers should be reeducated through a social security system, in consideration that they would be likely to be aided by a public subsidy program operated by the government.In 2000, Korea had already advanced into an aging society, and it is expected that she would advance into an aged society before 2020. Accordingly, it is deemed necessary to regard the retired labor forces as old-age people functionally vulnerable to the flexible labor market and thereby, arrange some measures to subsidize their living for 20~30 years after their retirement. On the other hand, as the labor forces on the construction and industrial fields are being aged rapidly, it is necessary to be prepared for shortage of labor in the near future. So, it is deemed essential to implement some differentiated social employment policies for those aged between 56 and 80 to survive in the aged society, while creating the opportunities for quality social jobs and encouraging daily construction workers and part-time workers to participate in the society for their productive welfare and enhance their roles in the aged society.
