國際聯合에의 南北共同加入에 관한 硏究 = A Study on Comembership of South and North Korea in the United Nations

The Kepublic of Korea has always asserted a special claim to the United Nations membership, for it had been established and preserved as an independent state under the auspices and assistance of the United Nations.
The General Assembly, on four separate occasions, determined that the Republic of Korea was fully qualified for membership in the United Nations, and overwhelming majorities of the Security Council, though obstructed by the repeated Soviet Vetoes, have also supported such claims to membership. But for the USSR, which vetoed Korean admission as much as four times, or had the Republic of Korea at the proper time accepted the simultaneous admission with the North Korea as proposed on several occations by the USSR, she could have, already acquired the membership in the United Nations.
It is interesting to note that while South Korean policies have been switche from the single admission to the realistic approach of dual membership in the United Nations, the North Korean anthorities have retreated from the ealier pursuit of simultaneous admission to an uncompromising position that neither the United Nations as separate states. The North Korean authorities denounced the Republic of Korean for the United Nations policy as "the two Koreas' plot aimed at freezing and perpectuating the division."
Membership of universal political organizations, the United Nations is commonly restricted either so "States." However, it is clear that such admission does not constitute recognition by the other members as a whole, or, it seems, even by those voting in favour of admission. By the admissions practice of the United Nations, the admissions constitute recognition by the organization only. Thus the denounce of North Korea authoities deos not have legal basis.
