로마는 어떻게 제국이 되었는가 = The Perception of Romans on the Causes of Success of the Roman Empire

로마를 역사상 가장 위대한 제국이라고 불러도 과언은 아닐 것이다. 로마 시대의 역사가였던 폴리비오스 이래로 이에 대해서 이의를 제기한 사람은 거의 없었다. 그런데 지금까지 사람들은 대개 로마 제국의 성공 비결보다는 로마 제국의 멸망에 대해서 더 많은 관심을 기울여왔다. 영국의 대역사가 기번 이래 수많은 학자들이 로마제국의 멸망에 대해서 수백 개의 이론을 제기해왔다. 그러나 로마제국의 성공 원인은 그다지 큰 관심을 받지 못하였다. 이 문제를 전문적으로 다룬 근대의 연구가 너무나 빈약하기 때문에 올바른 답을 얻고자 한다면 우리는 로마인에게 직접 물어보아야 한다. 다행히 로마 시대에 이미 로마의 성공 원인은 주요 담론 가운데 하나였다. 이 논문은 이런 문제의식을 갖고 로마제국의 성공 원인에 대한 로마인의 인식을 살펴보고자, 로마사의 중요 순간에 로마 제국에 성공 이유에 대해서 의견을 피력했던 로마인들의 의견을 고찰했다. 먼저 기원 후 48년 클라우디우스 황제의 연설을 살펴보았다. 그는 로마가 대제국이 될 수 있었던 원인은 피정복자들을 적극적으로 포용했기 때문이라고 주장했다. 그의 말대로 로마는 적극적으로 개방 정책을 펼쳤고 그 덕분에 계속해서 인적 자원을 넓힐 수 있었다. 두 번째, 기원전 210년 포에니 전쟁 시에 콘술이었던 라이비누스의 연설을 살펴보았다. 그는 로마의 귀족들에게 “만약 여러분이 여러분보다 열악한 상황에 있는 시민들에게 의무를 부과하려면 여러분과 여러분의 가족이 먼저 그 의무를 져야하지 않겠습니까.”라고 연설하였다. 그의 연설에 고무된 로마의 귀족들은 ‘노블레스 오블리주’의 덕목을 살려서 먼저 자신들의 재산을 국가에 헌납하였다. 로마 귀족의 이런 ‘노블레스 오블리주’는 일회적인 것이 아니었고 로마사 전체에 흐르는 주요 덕목이었다. 세 번째 포에니 전쟁 시에 카르타고 사절에게 행한 카이소의 연설을 살펴보았다. 그는 로마인이 배우는데 뛰어나기에 당장은 해군이 없다고 해도 곧 해군을 육성하여 카르타고 군을 격파할 수 있다고 주장하였다. 카이사르 또한 같은 맥락의 주장을 펼쳤다. 그들의 주장대로 로마인은 독창성은 뛰어나지 않았지만 늘 배우려는 자세를 가지고 있었고 그 때문에 뛰어난 문명을 만들 수 있었다. 네 번째로 공화정 말기 위기의 순간에 로마의 대표적인 지식인인 키케로가 행한 연설을 살펴보았다. 그는 로마인이 신앙심이 두터웠기 때문에 세계를 재패할 수 있었고 역설하였다. 기독교 세계에 살고 있는 현대인은 로마인의 신앙심이 두터웠다는 것을 이해하기 힘들겠지만 그들의 신앙심은 고대 세계에서 가장 ‘특이한’ 것으로 여겨졌다. 그들은 신의 명령을 세계를 지배한다고 생각했다. 로마인의 주장을 액면 그대로 받아들여서 로마 제국의 성공 원인을 파악하는 것은 분명 편향된 일이다. 그러나 이 문제를 고찰하고 논의하는 출발점으로 삼는 것은 타당할 것이다.
더보기It goes without saying that Rome is the greatest Empire in the history of mankind. Since Polybius most people acceded to it without doubt. It not only ruled vast territory including Europe, Asia and Africa but also established ‘Universal Empire’ which were of longer duration than any other Empire. All people who lived in the Empire were able to receive the protection of common law, and make careers according their natures and abilities. Furthermore Rome laid foundations of our civilization in many fields such as law, literature, engineering. As human kinds have lived still now under the shadow of Rome, many people were keen to know all aspects of it. Especially the question of the decline and fall of it has attracted many people's interest since Gibbon. But the causes of success of it have not received due probes and discussions. I think we should give more attentions to it than now and make new momentum to study the problem. As a first step to achieve this goal I examined the discourses of Roman on this subject. The great success of Rome was a marvel and a significant issue to Romans themselves. Various causes of it were suggested and discussed from time to time. This paper examined the argument of Claudius, Kaiso, Caesar, Laibinus, Cicero. Claudius sought to give Gallia Comatans the right to be a senator. He argued that Romans since Romulus accepted neighbors and even the conquered as citizens. They who became Roman citizens were given opportunities to service for Rome and to seek happiness according to their abilities. Rome enlarged the body citizens in this way and acquired so many patriots. No other nation has tales of heroism and patriotic devotion to compare with the Romans. Such as the stories of Horatius at bridge, Curtius leaping into the gulf etc. show us that the leaders of Rome were the exemplary model of noblesse oblige. The speech of Laibinus, the consul in B. C. 210, “If there is a duty which you wish to lay upon an inferior, you first set up the same obligation as against your self and your family” shows well this attitude. Kaiso and Caesar emphasized the attitude of romans to imitate and learn actively foreign civilization. According to their argument Romans didn't hesitate or shy to learn other's advantages. For example before the first war against Carthage Romans didn't have any naval forces and battleships. But as soon as the war was broken out they bettered Carthaginian battleships and won by using them. In fact Romans borrowed many factors of their civilization such as religion, literature, engineering from other nations. Cicero says “We are the most religious of all nations.” Religion of Rome gave Romans the conviction that they are the best and the most powerful nation, the power to conquer the evil. So many contemporary outsiders and Romans themselves thought that Romans did have distinctive piety. According to the opinions of Romans the main cause of Roman success were their openness to outsider and the exemplary attitude of Romans nobles, their desire to learn advantages of others and their piety of Religion. Of course there were many other causes as such roman virtue. I expect further debates on this subject from now on.
