Ⅰ. Introduction
Korea has achieved remarkable accomplishments by implementing policies led by the government in the process of its drive for rapid urbanization and industrialization since the 1960s.
However, there had been undesirable changes from intended policies frequently coming along with unexpected adverse and side effects when policies were made and conducted. It was because of the lack of prior researches related to the policy implementation and methodical analysis of references.
Desirable changes in the policies followed appropriate processes heighten the impact of policies by reflecting requests and opinions of groups effectively. Otherwise, it causes a great loss to the country along with a distrust of the government and social conflicts.
As for the policy of venture business, it had been established under the governmental initiative in 1997, but domestic economy and civic virtues did not support its implementation in the early stage of the policy.
Just in time, with the sudden emergence of IT industry in the world it seemed like venture business was at the height of its prosperity but it was followed by the venture bubbles that quickly were led to collapse. This chain of incidents caused to shrink the whole industry of venture business, and the responsibility for corruption scandals involving venture business and private losses became an issue.
Then the government realized how serious the situation was and started to modify related laws and regulations.
The purpose of this study is to obtain the desirable policy direction by identifying the character of the original policy of venture business through the analysis of the variable factors and the process of the policy of venture business based on the awareness of matters described above.
Studies on venture business have been conducted in many domains, but most of them were about the effectiveness, application, improvement and international comparative study on the venture business policy.
This study has its significance in that there were no instances which covered the variable factors in the process of the overall policy changes.
'Policy stream model' of Kingdon(1984) has its strengths in perceptive contemplation of the whole policy process, not of the each phase respectively.
Therefore, the variable factors and the process of the policy of venture business were analyzed in this thesis by using 'Policy stream model' of Kingdon.
Dividing the overall duration of Korea's venture policies from 1986 to 2007 into three spans, which are the embryonic stage, the foundation stage and the modification stage, I analysed those policies by appling 'Policy stream model' of Kingdon.
Firstly, during the embryonic stage, the government realized keenly the limitation of the conglomerate-oriented economic policy and the importance of the knowledge-intensive technical skills, and as of the 1986 Asian Games and the 1988 Summer Olympics, requests of venture business leaders emerged and the government acceded to those demands and started to establish policies.
As a result,「Support for Small and Medium Enterprise Establishment Act」was enacted in 1986. This was when the development of venture capitals was made in earnest.
Secondly, during the foundation stage, the government of the people promoted the policy of venture business with determination and strong support for it undergoing the change of economic conditions due to Korea's entrance into OECD and the IMF crisis.
In addition, the foundation of the Korea Venture Business Association and the voluntary and active efforts of venture business leaders stimulated the government's will for the policy implementation.
In result,「Act on Special Measures for The Promotion of Venture Businesses」 that could be called an authentic supporting Act was enacted.
Thirdly, during the modification stage, the Participation government constituted at the time when unprecedented bubbles of the KOSDAQ and venture business frenzy burst and it was faced with the dilemma of whether to continue the supporting policy for venture business.
However, the Participation government had to maintain the policy for venture business because the government chose it as a breakthrough for the innovation driven economy.
Venture business leaders also campaigned actively to improve their public image, whereupon the government drew up plans for sound, revitalized and supplementary venture businesses.
Futhermore,「Act on Special Measures for The Promotion of Venture Businesses」 with 10-year expiration date was prolonged to the year of 2017 by amending to add it 10 more years.
This study found out the significant fact as below.
The fact was that introduction of policy for venture business in Korea was led by the government officials such as the president and policy makers well aware of difficulties caused in the change of social and economical conditions due to the transition from the traditional industrial society to the knowledge-based one.
The background of the rapid growth of venture business in Korea was as below. Korea became a member of OECD in 1996, opened full-scale market and then recognized the limitation of economic policies. Besides, Korea had to adapt to the domestic and foreign changes of economic conditions caused by the IMF crisis occurred soon after the OECD entrance and swept in Korea. So measures needed to be taken to overcome the financial crisis and one of them was to boost venture businesses in a short period.
The government understood that Korea's national competitiveness had weakened with high-cost and low-efficiency industrial structure which led to economic crisis, and that there should be a measure to cope with these difficulties. It also recognized that venture businesses would produce a substantially positive effect. Consequently, the government chose promotion of venture business as one of countermeasures.
