냉전검열의 변용, 파국, 재편― 1980년대 출판검열과 책의 운명 = The transformation, catastrophe, and reorganization of Cold War censorship ― 1980s Publication censorship and the fate of Books

국문 초록 (Abstract)

이 글은 냉전검열사의 관점에서 출판(도서) 검열과 금서의 상관성을 중심으로 1980년대 냉전검열의 파국과 그 재편의 진상을 복원하는 것을 목적으로 한다. 당대 책의 문화사에 대한 거시적인 조감이다. 제5공화국 정권은 1970년대 유신체제의 검열 유제가 계승되는 한편 법제의 확충, 일련의 자율화ㆍ개방화 조치 등 새로운 검열기예를 입안ㆍ시행하는 가운데 권위주의적 사회문화 통제정책을 시행했다. 그러나 이러한 검열의 기조는 세계 냉전체제의 데탕트 추세, 미국의 거세진 지적재산권 압력, 사회변혁 운동의 고조와 문화적 민주주의 요구의 팽배, 무크지를 비롯한 대항미디어의 확산에 따른 검열체제 교란 등 대내외적 정세 변동으로 인해 지배적으로 관철되기 어려웠다. 검열의 강화/유연화의 교체ㆍ반복이 불가피했는데, 이는 검열의 정당성 및 사회문화적 통제 효력의 약화뿐만 아니라 장기간 축적돼 온 냉전검열의 총체적 파국을 초래했다. 이로부터 촉발된 냉전검열의 내파, 즉 변용, 파국, 재편의 압축적 분출과 그 해결을 둘러싼 쟁투는 냉전검열의 해체와 탈냉전기 검열체제로의 변용ㆍ재편을 동시적으로 추동하는 동력이었다.
이 모든 과정을 전형적으로 드러내주는 지점이 금서(책)의 존재방식이다. 당대 출판검열은 국가보안법, 출판사 및 인쇄소 등록에 관한 법률 및 시행령, 언론기본법, 경범죄처벌법 등의 법적 기제와 이에 근거한 출판사 등록제도와 납본제도를 활용한 미디어 통제가 주된 방식이었다. 텍스트생산(자)의 사회문화적 기반을 붕괴시키는 전략이다. 물론 법적 규제의 공백지대는 과도한 행정단속(사후검열)으로 제어했다. 서점이 검열의 표적으로 새롭게 대두한 것도 이 때문이다. 그 결과로 금서의 전성시대가 도래한다. 특히 1985년 유화국면의 철회를 기점으로 공안기관이 출판검열을 주도하는 가운데 필화와 사법적 이적도서가 급증했다. 식민지 출판경찰제도의 복사판이었다. 그것은 불온출판물에 대한 공안당국의 포괄적인 자의성이 전폭적으로 개입될 여지를 확대하는 과정이었다. 이후 출판통제는 금제의 유효성이 상실된 금서의 해제와 동시에 냉전 사상전의 최후적 대결 구도에서 불온성(좌경ㆍ용공)을 과격 혁명이론 및 급진좌경이론 서적으로 축소ㆍ집약시켜 민주화운동과 계급운동의 분리주의에 입각해 후자의 반체제성을 집중적으로 분쇄하는 방향으로 전환된다. 그 흐름은 1987년을 경과하며 오히려 확대 강화되기에 이른다. 제6공화국의 검열체제가 보수적으로 재편되는 과정의 중심에 국가보안법의 존속과 공안기관의 출판경찰제도가 존재했던 것이다. 요컨대 1980년대 금서의 양산은 출판물의 양적 팽창이란 객관적 조건 속에서 검열기관들의 좌경ㆍ용공에 대한 판단 기준의 차이에 따른 무분별한 금서 지정, 출판경찰제도의 부활로 인한 사법적 이적 도서의 급증과 이에 대응한 출판주체들의 의도된 반검열이 교차하며 동반상승한 시대적 산물이다. 이 같은 금서의 양면성과 생산 경로의 다양성은 당대 책의 문화사를 이해하는 데 유용한 참조점이 된다.

다국어 초록 (Multilingual Abstract)

The purpose of this article is to restore the truth of the catastrophe and reorganization of the Cold War censorship in the 1980s, focusing on the correlation between publication censorship and prohibition from the perspective of Cold War censorship history. It is a macroscopic bird's eye view of the cultural history of contemporary books. Censorship in the Fifth Republic used an authoritarian social and cultural control policy in the 1970s while implementing new censorship techniques at the same time as the Yushin regime's censorship system was inherited. However, this basis of censorship was difficult to carry out due to internal and external changes such as the detente trend of the global Cold War system, the mounting pressure on intellectual property rights in the United States, the rising social transformation movement, the widespread demand for cultural democracy, and the disturbance of the censorship system caused by the spread of counter~media, including Mook. Reinforcement of censorship and replacement and repetition of flexibility were inevitable. This not only weakens the legitimacy of censorship and the effectiveness of socio~cultural control, but also leads to a total catastrophe of Cold War censorship that has been accumulated for a long time.
The point that typically reveals all of these processes is the way of existence of banned book. The main method of publication censorship at the time was media control using the publisher registration system and the presentation system. It was a strategy to collapse the socio~cultural foundation of text production. As a result, the golden age of the book arrives. In particular, with the withdrawal of the appeasement phase in 1985, public security agencies are leading the publication censorship, and the number of serious slip of the pen and judicial benefits the enemy books increases rapidly. It was a copy of the colonial publication police system. It was a process to expand the scope for the comprehensive arbitrariness of the public security authorities to be fully involved in disturbing publications. Since then, publishing control has shifted toward intensively crushing the latter anti~establishment based on the separatism of the democratization movement and the class movement by reducing and concentrating the instability in the final confrontation structure of the Cold War ideological war with radical revolutionary theory and radical leftist thinking theory books. The trend has been expanded and strengthened since 1987. At the center of the process of conservatively reorganizing the censorship system of the Sixth Republic, the existence of the National Security Law and the publishing police system of public security agencies existed. In short, the mass production of forbidden books in the 1980s was a product of the times when the objective conditions of the quantitative expansion of publications intersected by the indiscriminate designation of prohibited books due to the difference in the criteria for judging left~wing and publication by censors, the surge in judicial transfer books due to the revival of the publishing police system, and the intended anti~censorship of publishing entities in response. This ambivalence of prohibition and diversity in production channels serve as a useful reference point for understanding the cultural history of contemporary books.
