1945년 이전 영국기업의 인도 진출 사례: 면사제조업체 제이 앤 피 코우츠의 기업활동 = A British Company in British India before 1945 : The Case of J. & P. Coats

본 논문은 영국의 선구적 다국적기업인 면사제조업체 제이 앤 피 코우츠(J. & P. Coats)가1945년 이전 인도에서 어떤 기업활동을 하였는지를 고찰한다. 17세기 초 영국동인도회사(East India Company)가 인도의 동쪽 및 서쪽 해안에서 무역을 시작하면서 영국은 인도에 대한 영향력을 행사하기 시작하였으며, 18세기 중엽 이후 지배 지역을 본격적으로 확장하였다. 19세기 중엽부터는 동인도회사를 대신해서 영국왕실에서 직접 통치하였다. 영국이 지배하는 지역은 브리티시 인디아(British India)로 불리었으며, 20세기 초에는 전 인도 면적의 절반 이상, 그리고 전인도 인구의 3/4 이상을 차지하였다. 버마(Burma) 또한 브리티시 인디아의 일부였다. J. & P. Coats는 19세기 후반부터 근동 (Near East) 에서 극동 (Far East) 에 이르는 약 19개의 아시아국가 또는 지역에 다양한 면사제품을 수출하였다. 수출 대상 국가 또는 지역은 다음과 같다: 터키(Turkey), 아라비아(Arabia), 시리아(Syria), 페르시아(Persia), 브리시티 인디아(British India), 버마 (Burma), 실론(Ceylon), 코친 차이나(Cochin China), 더치 인디즈(Dutch Indies), 사이암(Siam), 스트레이트 세틀먼츠(Strait Settlements), 브리티시 보르네오(British Borneo), 더치 인디즈 브로네오(Dutch Indies Borneo), 호주(Australia), 뉴질랜드(New Zealand), 필리핀(Philippines), 중국(China), 일본 (Japan), 그리고 한국(Korea). 브리티시 인디아는 1920년대까지 호주, 중국 및 일본에 버금가는 큰 수출 시장이었다. 1908년까지는브리티시 인디아가 호주, 중국 및 일본 다음의 네 번째 수출시장이었으며, 1909년부터는 일본을 추월하여 세 번째 수출시장이 되었다. 또 1916년에는 중국을 한 때 추월하기도 하였다. 브리티시 인디아에 대한 수출금액은 1920년에 첫 번째 절정에 달하였으며, 이후 감소하였다가 다시 증가하여 1925년에 두 번째 절정에 이르렀다. 1920년대 후반에는 다시 감소하는 추세를 보였다. 1915년부터는 인도 전역을 중부(Central), 동부(Eastern), 서부(Western) 등 세 구역으로 나누어 보다 효율적으로 판매를 관리하였는데, 각 지역의 거점 도시인 수도 델리(Delhi), 캘커타(Calcutta) 및 봄베이(Bombay)에는 물류기지가 설치되었다. 버마에 대해서는 이들과는 별도로 수출금액이 기록되었다. 인도의 인구는 1901년 2억 4천 만 명이던 것이 1951년까지는 3억 2천 만 명으로 1/3 가량 증가하였다. 이에 따라, 필수품인 의류에 대한 수요가 증가하였고, 의류의 중간 재료로 사용되는 면사에 대한 수요 또한 꾸준히 증가하였다. 하지만, 면사 수요에 영향을 미치는 또 다른 두 요인인 1인당 국민소득과 면방직공업 발달 정도는 고무적이지 못하였으며, 이에 따라 코우츠의 면사 판매 또한 순조롭지는 못하였다. 이러한 어려움에도 불구하고, 인구 크기 자체가 매우 크다는 점 그리고 영국의 오랜 식민지로서 다른아시아 국가들에 비해 상대적으로 안정적인 시장이라는 점 때문에, J. & P. Coats는 인도시장을 지속적으로 공략하였으며 결국 1930대 말과 1940년대 초에 제조시설을 확보하기에 이르렀다. 먼저, 1938년 수도 델리에 소규모 제조공장을 확보하였다. 인도시장은 1930년대 후반 들어 보다 경쟁이 치열해졌으며 이에 따라 J. & P. Coats는 1937년 11월 현지생산을 하기로 최종 결정하였다. 공장 규모는 소규모로 하고 인도 현지 방식에 따라 영국에서 수입하는 반제품을 완제품으로 가공하도록 하였다. 이 공장은 1938년 7월까지는 완공되어 가동에 들어갔으며, 처음에는 Ball Sewings Factory로, 그리고 이후에는 Jumna Thread Mill로 불리었다. 이어, 1942년에는 봄베이에 중간재인 튜브(tube)를 제조하는 공장을 짓기로 결정하고 델리 공장과 보조를 맞추면서 운영하기로 하였다. 또, 같은 해 인도에서 생산되는 모든 제품을 관리하기 위해 델리에 현지 자회사(Jumna Thread Mills Limited)를 설립하기로 하였다. 이 회사는 공칭 자본금은 2백만 루피(rupees)였으며, 초기 납입자본금은 1/4인 50만 루피였다. J. & P. Coats는 인도의 현지 제조시설에 대한 후속 투자를 계속하고 경영진을 지속적으로 보강하였으며, 1947년 인도가 영국에서 독립된 이후 보다 활발하게 기업활동을 전개하였다. 본 논문은 기업 내부문서를 바탕으로 영국의 주요 다국적기업인 J. & P. Coats가 인도에서 어떤 기업 활동을 하였는지를 학계 최초로 고찰하였다. 또 본 논문은 인도에 진출했던 제조 관련 영국다국적기업들 중 최초의 사례연구이기도 하다. 하지만 자료의 제약으로 기업활동의 구체적인 모습을 제대로 밝히기에는 어려움이 있었으며, 앞으로 보다 다양한 내부문서를 발굴함으로써 이러한 제약이 극복될 수 있을 것으로 기대된다. J. & P. Coats의 인도 진출 사례는 1945년 이전 J. & P. Coats가 생산 또는 판매를 위해 직접투자를 한 아시아의 다른 국가들 즉 일본(만주와 한국 포함), 중국 및 호주에서의 사례와는 다른 귀중한 경험이었으며, 이들 4개국에서의 사례들을 비교, 분석하여 J. & P. Coats의 아시아에서의 기업활동을 재구성하면서 인도에서의 경험을 재조명하는 작업이 필요할 것으로 생각된다. 또, J. & P. Coats의 인도 진출 사례는 1945년 이전 인도에 진출한 영국 주요기업들의 활동 내용을 밝히는데 주요 비교 대상으로 활용될 수 있을 것으로 기대된다. 당시 인도에는 다양한 산업에 종사하는 50여 개의 영국 자회사들이 있은 것으로 파악되고 있지만, 이들에 관한 정보는 거의 없거나 매우 제약적인 상황이다.
더보기This paper attempted to construct a general true picture of how J. & P. Coats, the British leading multinational enterprise manufacturing cotton thread, did business in British India before 1945. From the late 19th century, J. & P. Coats had exported, through its British selling arm, the Central Agency Ltd., its products to some 19 countries and regions, from Near East to Far East, throughout Asia: Turkey, Arabia, Syria, Persia, British India, Burma, Ceylon, Cochin China, Dutch Indies, Siam, Straits Settlements, British Borneo, Dutch Indies Borneo, Australia, New Zealand, Philippines, China, Japan and Korea. British India was the fourth largest market, following Australia, Chinaand Japan, for British-made Coats`s thread until 1908. However, in 1909, the export to British India surpassed that to Japan, where Coats`s thread began to be locally produced in 1907, and, in 1916, had once surpassed that to China. The export to British India reached a first peak in 1920 and, after a period of fluctuation, a second peak in 1925, having gradually decreasing in the second half of the 1920s. A first foreign direct investment by J. & P. Coats in Asia was implemented in Japan in 1907 and, by 1942, a total of 10 investments, for both sale and manufacture, occurred for the six Asian markets - Japan (3 investments), Manchukuo (1), Korea (1), Australia (1), China (1), and British India (3). By the first half of the 1930s, the British Indian market had been served by J. & P. Coats from three bases, Delhi in the north, Bombay in the west, and Calcutta in the east, which were locally supervised by British employees of the Central Agency Limited, the British selling subsidiary of J. & P. Coats. In the second half of the 1930s, the market of British India appears to have become more and more competitive and, thus, in late 1937, it was decided to set up a small factory in Delhi on the Indian model to undertake winding, ticketing etc. of twisted thread imported from Britain. By the middle of 1938, the factory, known as first the Ball Sewings Factory and then Jumna Thread Mill, had been completed and duly in operation. And, in early 1942, two important developments took place. First, it was decided to install in Bombay a plant to produce tube requirements for all India and the new plant was to be run on the lines of Jumna Thread Mill in Delhi. And, second, more importantly, it was decided to form a company, to be known as Jumna Thread Mills Limited, to handle all goods of local production. The company was to operate for its own account, while its production was to be sold by the Central Agency Limited. The authorized capital was to be 2 million Rupees, of which one fourths, 0.5 million Rupees, would be issued. This paper attempted, for the first time on the basis of the company`s internal materials, to reveal the ways in which J. & P. Coats, the leading British multinational enterprise, did business in India. Also, the paper appears to be a first detailed case study of ‘British multinational enterprises in India before 1945’. To that extent, this paper will, it is hoped, contribute to the two related studies of J. & P. Coats on one hand and the British multinational enterprises on the other before 1945. More detailed analysis is required with regard to J. & P. Coats in not only British India but also the three other countries, Australia, China, and Japan together with its colonies, Manchukuo and Korea. Then, the case studies of the individual countries could naturally lead to a more satisfactory and concrete picture of J. &P. Coats`s involvement in the Asian markets. This paper was a preliminary analysis of the subject and will be surely revised and enlarged to address more fully the origins, performance and management of ‘J. & P. Coats both in British India and in Asia before 1945’. Meanwhile, it has been suggested that, in India before 1945, some 52 subsidiaries of British multinational enterprises had been established in a variety of industries such as chemicals, processed foods, pharmaceuticals, paints, and varnishes. However, details of what these local subsidiaries looked like and how they did business have yet to be subject to research. It is expected that this paper on J. & P. Coats will a useful case study for future studies of other British multinational enterprises in India before 1945.
