생산의 세계화와 노동의 정치 = 비교적 시각에서 독일 적응 전략의 유효성 검토

Recently, corporations in the advanced capitalist countries have increasingly organized various inputs including labor, components and new technology, across the national borders. Although the overseas production of the national corporations may improve their competitiveness by using better inputs, it causes many threats to their national economies, such as the hollowing-out of domestic production and race to the bottom. In particular, prevalent views on the globalization of production are that advanced economies will converge downward the bottom or Anglo-Saxon-style free market, due to competition of production sites.
However, this paper holds that the ways of globalization are different across countries, even though globalization is a common trend due to pressure of global competition. This paper attempts to find an effective alternative to the American way of globalization by exploring the German flagship industries’ globalization. German corporations’ globalization did not incur the reduction of domestic employment. Instead, it caused the growth of value-added jobs and upgraded domestic production. By contrast, American globalization causes the reduction of domestic employment. These differences of both globalizations are related to their ways of building international division of labor.
This paper emphasizes that the differences of globalization mainly result from politics of main actors related to the globalization of corporations, including managements, works councils and trade unions. In the case, as in the US, in which labor does not have an institutional access to the corporation’s decision-making, they passively resist the global competition of production sites. However, like in Germany, where worker organizations have an institutional access to corporations’ decision-making, works councils and trade unions are actively involved in the process of their corporations’ globalization and continuously upgrade their domestic production by building strategic cooperation with managements. Otherwise they dampen the competition of production sites by building international labor alliances like European Works Councils.
