1. In the introduction, divergent phenomena on party system in the leading countries are compared with one another; also, the conception on Bi-Party System and Multi-Party System is clarified.
2. The Effect of Bi-Party System in comparison with Multi-Party System is discussed with the emphasis on the following points:
a. Difficulties in Coalition Cabinets under Multi-Party System: Goalition Cobinets under Multi-Party System do so much harm but not any good except during war-time because of uncertainty of political power and responsibility compulsion. It is, therefore, self-evident that Bi-Party System is favoured
b. Two Big Parties as National Parties in the U.S. and England: Minority under Bi-Party System in America and England is not neglected by two parties, but as a factor of balance of power it is much accounted of. The reason of this is detailed.
c. The Injurious Effect of Multi-Party System:
Multi-Party System brings the uncerainty of political power, the improbability of imposing political responsibility, and the split of society, disorder, and chaos by stimulating conflicting views among social hierarchy and many interest groups.
d. Changes of Views on Election:
After world war first when the views on election was fair, proportional representation played the part of "Trojan horse of Democracy" which made democracy die out,, under the republic of Weimar. Since this bitter experience, after world war second election was considered as a means of attaining the political unification.
e. Superiority of Bi-Party System:
Superiority of Bi-Party System by Maurice Duverger, R. Mckenzie, H.J. Laski, H. Savelkouls, and A.L.Lowell is stated: also practical protection for Bi-Party System by Blachely, Ilbert, and Rappard is introduced.
f. The Effect of Bi-Party System in America:
E.E. Schattschneider's opinion about the effectof Bi-Party System in America, and the comparison of merits and demerits between Bi-Party System and Multi-Party System by D.D.Mckean are introduced.
3. In a conclusion, It is stated that it is more desirable and better for the democracy of Korea to strive for establishing and rearing a real Bi-Party System in the sense that it can absorb all the national political will, not for the sake of formality. It is also asserted that the only way to get Bi-Party System is single-member constituencies, as, under the present political situation in which Korea is divided into two, Simple Plurality System of single-member constituencies appears to be better fitting than proportional representation of Multi-Member constituencies.
