특수교육 실태조사 조사도구 개발

국문 초록 (Abstract)

이 연구는 2011 년도부터 실시될 ‘특수교육 실태조사’에서 사용할 타당성과 신뢰성，응답 용이성이 높은 조사도구의 개발을 목적으로 수행되었다. 연구방법으로는 선행 연구 분석， 협의회 개최， 예비조사 등을 사용하였다. 선행 연구 분석에 사용된 자료는 2001 년도부터 2009년도까지 국립특수교육원에서 실시한 특수교육 실태조사를 비롯하여 한국보건사회연구원의 장애인 실태조사， 한국장애인고용공단 고용개발원의 장애인고용 실태조사, 교육과학기술부와 한국교육개발원에서 수행한 평생교육 통계 자료집 및 평생학습 실태조사， 교육과학기술부의 특수교육 통계 동의 보고서에 나타난 조사부분과 조사항목들이었다. 이 연구에서는 선행 연구 분석을 통하여 2008년도 조사항목에 대해서는 시계 열적 조사가 필요한 항목을 추출하는 한편 새롭게 포함되어야 할 조사문항을 개발하고， 포함하는 일을 하였다. 개최된 협의회는 공동연구자협의회， 자문위원협의회， 현장전문위원협의회 퉁이었다. 공동연구자협의회는 특수교육 실태조사에 전문성을 가진 원내외 전문가 9명으로 구성되었으며, 조사부문의 선정，조사항목의 결정, 조사문항의 개발 둥 전 부문에 걸쳐 협의와 검토를 담당하였다. 자문위원협의회는 특수교육 관련학과 교수 및 특수학교 관리자 동으로 구성되어 있으며, 공동연구자 협의회에서 개발한 조사문항과 조사표의 내용을 검토하였다. 현장전문위원협의회는 공동연구자 협의회에서 개발한 조사문항과 조사표의 내용에 관하여 현장에서 응답할 수 있는 지 여부를 중심으로 검토하였다
이 연구의 결과는 다음과 같다.
첫째， 이 연구는 ‘장애인 등에 대한 특수교육법’에 규정된 특수교육 실태조사 8가지 부문 중 7가지 부문에 대한 조사표를 개발하였다. 그 내용을 살펴보면 특수교육대상자의 성·연령·장애유형·장애정도별 현황, 특수교육기관 및 그 교육과정의 운영 실태, 특수교육 관련서비스의 제공현황，특수교육 지원을 위한 행정조직 및 지원 현황， 특수교육재정의 확보·분배·활용 현황,장애인 평생교육과정 및 장애인 평생교육시설의 운영 현황，특수교육대상자 및 그 보호자，특수교육에 관한 전문가 퉁 특수교육 관련자의 특수교육 지원에 대한 만족도 조사 등이다. 둘째，이 연구에서 개발한 조사표는 특수교육대상학생 보호자용，미취학 장애학생 보호자용，장애 성인용 둥 개인 응답자와 특수학교 유·초·중·고등학교 교사용 및 관리자，유·초·중·고등학교 특수학급 교시용 및 관리자 장애인 평생교육기관 담당자용 둥 20종이다. 특수교육대상학생이라고 할 수 있는 장애 영아와 장애 대학생의 실태를 조사하기 위한 조사표를 개발하지 않은이유는 교육과학기술부에서 별도로 실시하는 조사에서 그 실태를 파악할 수 있기 때문이었다.

다국어 초록 (Multilingual Abstract)

The aim of this study is to develop survey tools that are feasible, reliable, and enable an easy response, which can be used for an investigation of the actual conditions of special education that is planned for 2011.
For this study, previous studies were analyzed, conferences were held and preparatory surveys were executed.
For the analysis of previous studies, surveys of special education conducted by Korea National Institute for Special Education from 2001 to 2009, investigations of the disabled executed by the Korea Institute for Health and Social Affairs, employment surveys of the disabled by the Employment Development Institute of the Korea Employment Agency for the Disabled, statistical data of life education executed by the Ministry of Education, Science & Technology and Korea Educational Development Institute, and parts of surveys and other items in the Ministry’s reports on the statistics of special education were used. of the survey items from 2008, items requiring time-series surveys were extracted, and questions that had to be newly added were developed and included through an analysis of previous studies.
The committees held included a committee of joint researchers, consultants and on-site professional committee members. The committee of joint researchers consisted of 9 internal and external experts with expertise in special education investigation, and they took charge of a committee and reviews regarding overall parts, such as the selection of surveyed paπs, decisions regarding survey items and the development of questions. The committee of consultants consisted of professors of departments related to special education and managers of special schools, and they examined questions and checklists developed by the committee of joint researchers. The committee of in-site special committee members focused on studying whether questions and checklists developed by the conference of joint researchers could be answered immediately in the field.
The results of this study were as follows; First, through this study, checklists were developed on seven out of the eight sectors of surveys on the actual conditions of special education prescribed by the law on special education for the disabled.
Details include the gender, age, type of disability and conditions by degree of disability of those who should receive special education, the present conditions of special educational institutions, the educational programs of those institutions, the provision of services related to special education, the administrative structure for special education assistance, the security, distribution and utilization of special education funds and the operation of life education courses and facilities for the disabled, and satisfaction surveys relating to special educational assistance for special education stakeholders, including the subjects of special education, their parents, and experts in the field.
Second, there were 20 groups of respondents to the checklists developed by this study, including individuals, such as parents of students receiving special education, parents of preschool-aged disabled children and disabled adults, teachers and managers at special schools, kindergartens, elementary, middle and high schools, teachers and managers at special classes of kindergartens, elementary, middle and high schools, and related instructors at life education institutions for the disabled. Checklists to investigate the conditions of disabled infants and college students who can be considered target students of special education haven't been developed, as such conditions can be known through surveys separately conducted by the Ministry of Education, science and echnology.
