농촌공간계획의 상향식 계획제도 확대를 위한 거버넌스 추진체계 개선에 관한 연구 = A Study on the Improvement of the Governance Promotion System for the Expansion of the Top-Up Planning System for Rural Spatial Planning

(Background and Purpose) The Rural Space Restructuring and Regeneration Support Act (abbreviated as the Rural Space Restructuring Act) provided the legal basis for rural space planning and advocated the establishment of a bottom-up plan, but in the field, there are limitations such as the complexity of the implementation system of this Act, the lack of capacity of the supporting entity for the operation of the implementation system, and complaints about heavy work and waste of budget due to overlapping implementation systems in planning or individual projects. Therefore, this study critically examines the governance promotion arrangement under the Rural Space Restructuring Act, rural agreements, and individual projects to diagnose effectiveness gaps and to propose directions for more effective future policy application. (Method) The study compares and analyze the governance promotion system -including implementing entities- embedded in rural laws, institutional frameworks, and projects in effects as of March 28, 2023, the enactment date of the Rural Space Restructuring and Regeneration Support Act. (Results) Summarizing the improvement directions and effective measures derived from the review of the Rural Space Restructuring Act, rural agreements, and restructuring and regeneration projects. First, implementation system should be unified and its roles and resposibilities clearly delineated across all stages of rural spatial planning and restructuring and regeneration projects. Second, in order to strengthen cooperation between local governments in the central government, , metropolitan government, and , a consultative body between the councils should be formed and ‑ organized. Third, a local government framework specifying mechanisms for securing human resources and expertise should be established to ensure the sustainability of intermediate support organizations. Fourth, in order to expand and strengthen the participation of residents in the city, county, and , local governments should support local governments and institutionalize regulations on participation in projects for the revitalization of local governments. Fifth, local governments are required to form integration platforms (integrated organizations) with various actors participating in rural space planning to share information and expand participation. These platforms should be expanded and reorganized to provide comprehensive digital information system in the future. (Conclusion) After reviewing the definition of the governance promotion system of rural space planning, related laws, and actual cases, this study concluded a direction that determined that the correlation between the related promotion systems could be secured based on the Rural Space Restructuring Act. In the future, it is expected that the Rural Restructuring Act and the governance promotion system proposed in this paper are expected to enhance the effectiveness of rural spatial plans by efficiently harmonizing the Rural Restructuring Act
