A Study on the Crime Prevention in the U. S.

국문 초록 (Abstract)

최근 미국에서는 범죄건수와 증가율이 급증하고 있으며, 이로 인하여 범죄가 심각한 사회문제 로 대두되고 있다. 따라서, 범죄를 예방하기 위한 다양한 정책들이 시도되고 있다. 범죄예방 활 동은 시민들의 안전 서비스에 대한 욕구를 충족시키기 위하여 안전에 대한 위협요소를 사전에 파악하여 조기에 대응함으로써 범죄를 미연에 방지하는 모든 사전활동을 의미한다. 이 연구의 궁극적인 목적은 최근에 미국 범죄의 양상을 고려한 미국 사회의 다양한 범죄예방정 책들을 고찰하고, 한국에게 주는 정책적 함의를 제시하는 것이다. 여기에는 한국에서도 활발하 게 시행하고 있는 환경설계를 통한 범죄예방(CPTED), 범죄분석(Crime Analysis), 이웃감시 프 로그램, 문제해결지향 순찰활동, 범죄 스토퍼(crime stopper) 등이 포함되어 있다. 특히, 시민의 가장 근접한 곳에서 범죄를 예방하는 임무를 가진 형사사법기관인 경찰은 국민으 로부터 단절되어서는 안되고, 국민들의 신뢰와 지지 속에서 그들의 권위가 창출되어야 한다. 또한, 모든 범죄예방 프로그램은 궁극적으로 지역사회의 지원 없이는 성공할 수 없다. 따라서, 지역사회의 다양한 기관들과의 협력이 필수적이다.

다국어 초록 (Multilingual Abstract)

Traditional policing methods to combat and address crime are increasingly beingcomplemented by more innovative and creative crime prevention strategies. The police who are not separated from the people lead their authority from volitionand agreement of them. The police are the instrument that makes people to keep andmaintain order : their efforts are based on principles of public service and curriaryresponsibility to the public. Police cannot be successful in resolving or preventing crime without the community'ssupport. Crime prevention programs have to involve the community and have to dealwith community problems to be effective. And while agencies should act individuallyto reduce crime and disorder, liaison between them is necessary to plan strategicallyand to tackle particular problems. The multi-agency approach to crime prevention isseen as a promising and systematic way of mobilizing the support of relevantagencies in the fight against crime. Finally, fear of crime is a very real and powerful force that can shape people'slives. Fear of crime can be heightened in people's minds by adverse media coveragein the newspapers, radio and TV. There is, therefore, a need for the media to acceptresponsibility for giving a viewpoint.
