부동산 거품의 교훈 - 리먼 사태 이후 일본 부동산 시장의 정책방향에서 얻은 교훈 - = Lessons from the Real Estate Bubble - Lessons Learned from the Policy Direction of the Japanese Real Estate Market after the Lehman Bankruptcy -

The purpose of this article is to look back at the period called this real estate bubble and fund bubble, and to summarize what caused real estate prices to fluctuate greatly and what was happening in the real estate market along with changes in the market. The hypothesis here is that during this period, “investment funds that were not suitable for investment were inflowed and investments were made in real estate that was not suitable for investment.” Looking back at the period of this fund bubble and the booing and the financial crisis, many common economic phenomena were observed.
When money flows into the real estate market, bubbles form, and conversely, when money starts to flow out of the real estate market, the bubble bursts. This study describes real estate bubbles that have occurred in the past in Japan and the United States. Aren’t real estate prices in Japan a bubble as of 2022? how about our country? Comparing Japan and the US during the past bubble period and examining whether it is a bubble based on statistical data will broaden our understanding.
Although there are some differences between Japan and the United States, both cases have the following in common. The reasons for the bubble are low interest rates, active lending by financial institutions, and an increase in speculative transactions to profit from rising real estate prices. Due to low interest rates and active lending by financial institutions, speculative transactions will increase more and more than actual demand, and eventually real estate prices will rise to a level separate from the real economy. This is the emerging trend of a real estate bubble. The bubble bursts because of high interest rates and when financial institutions are reluctant to lend.
When interest rates rise, the cost of acquiring real estate increases, which reduces demand. Also, if banks stop lending, it will be difficult to buy new properties. When real estate becomes difficult to buy, it becomes difficult to sell. There have already been previous studies examining the relationship between financial institutions’ lending attitude and real estate prices, and it has been found that there is a certain relationship between the financing environment of real estate brokers and real estate prices. The rise or fall of real estate prices depends on the policies of some banks. To clarify this point, it is necessary to investigate the relationship between loans and real estate prices based on statistical data.
When the central bank starts raising interest rates and banks are reluctant to lend to real estate, that’s when the tide turns. When money flows into the real estate market, bubbles form, and conversely, when money starts to flow out of the real estate market, the bubble bursts. An easy-to-understand indicator is central bank interest rate hikes and cuts. Therefore, researchers, investors, and bankers alike need to continue to pay close attention to the central bank’s interest rate policy.
이 글은 이 부동산 거품, 펀드 버블이라고 불리던 시기를 되돌아보며 무엇 때문에 부동산 가격이 크게 요동치고 부동산 실물시장에서 무슨 일이 일어나고 있었는지를 시장의 변화와 함께 정리하는 것을 목적으로 한다. 여기서의 가설은 이 시기에 부동산 투자에 “적합하지 않은 투자자금이 유입되고 투자에 적합하지 않은 부동산에 대한 투자가 이루어졌다”는 것이다. 이 펀드 버블과 야유를 받았던 시기와 금융위기가 닥친 시기를 되돌아보면 많은 공통의 경제현상이 관찰되었다.
부동산 시장으로 돈이 유입되면 거품이 발생하고, 반대로 부동산 시장에서 돈이 인출되기 시작하면 거품이 터진다. 이 연구에서는 과거에 일본과 미국에서 발생한 부동산 거품에 대해 설명했다. 2022년 현재 일본의 부동산 가격은 거품이 아닐까? 우리나라는 어떨까? 일본과 미국의 과거 버블기 동안의 비교와 통계 데이터를 기반으로 버블인지 여부를 조사하는 방식이 이해의 폭을 넓혀줄 것이다.
일본과 미국 사이에는 약간의 차이점이 있지만 두 사례 모두 다음과 같은 공통점이 있다. 버블의 이유는 저금리, 금융기관의 적극적인 대출 기조, 부동산 가격의 상승에서 이익을 얻기 위한 투기거래의 증가 때문이다. 저금리와 금융기관의 적극적인 대출로 인해 실질수요보다는 투기거래가 점점 더 증가할 것이고, 결국 부동산 가격은 실물경제와 별개의 수준으로 상승할 것이다. 이것은 부동산 거품의 출현 추세이다. 버블이 터지는 이유는 고금리와 금융기관이 대출을 꺼리는 경우이다.
금리가 상승하면 부동산 취득비용이 증가하므로 수요가 감소한다. 또한 은행이 대출을 중단하면 새로운 부동산을 매수하기가 어려울 것이다. 부동산을 매입하기가 어려워진다는 것은 매각하기가 어려워지는 것과 같다. 이미 금융기관의 대출 태도와 부동산 가격의 관계를 조사하는 선행연구가 있으며, 부동산 중개인의 자금조달 환경과 부동산 가격 사이에는 일정한 관계가 있음이 밝혀졌다. 부동산 가격의 상승 또는 하락은 일부 은행의 정책에 달려 있다. 이 점을 정확히 밝히려면 통계 데이터를 기반으로 대출과 부동산 가격의 관계를 조사하여야 한다.
중앙은행이 금리를 인상하기 시작하고 은행이 부동산 대출을 꺼리는 때가 조류가 바뀔 때이다. 부동산 시장으로 돈이 유입되면 거품이 발생하고, 반대로 부동산 시장에서 돈이 인출되기 시작하면 거품이 터진다. 이해하기 쉬운 지표는 중앙은행의 금리인상과 인하이다. 따라서 연구자, 투자자, 은행가 등 너나 할 것 없이 우리는 중앙은행의 금리정책에 계속 세심한 주의를 기울일 필요가 있다.
