The main focus of this study is what the specific construction process of water mills was like and who led the process. Problems like these convey important meanings not only because of the effect of polishing rice on everyday life but also because of the sccio-economic aspect related with the production of rice on a commercial scale and the possible appearance of new powers. However, we have not had specific findings about these matters. The equipment for polishing rice during the Chosun Dynasty was Jeol-gu(mortars), Didilbanga(mortars worked by treading), water mills and Yeonjamae(mil1stones worked by horse or ox). Water mills were recorded as Soochim, Scoyong, and Soodae and they were the most ecomomical equipment for polishing rice at that time. Studies of specific old documents revealed that the construction of water mills had required many labors and resources. Aside from the construction process, frequent maintenance and repairs also needed labors and resources. Under these circumstances the market price of water mills sometimes exceeded 2,000 nang. Therefore, in the 19th century, the construction of water mills was made possible by landlords or landed proprietors. People of lower classes like monks and villagers are also recorded as the leaders in the construction of water mills in old documents but it appears that these people could not overcome the material constraints as well as the interference from aristocrats. It is because the nobility solely possessed the nature(eg. mountains, forests, rivers, and ponds) needed to build water mills and the main customers of water mills were also the nobelmen and landlords. Old documents of nobelmen s families are somewhat specific but they do not show the general situations of the time. Under h s circumstance the owners of water mills and the possession of farm lands by Daejoo(owners of lands) are reviewed as recorded in (Gwangmooyang-an. According to the book, the owners of water mills were made up of not only landlords but also some Moojeonmin(those who have no farms) and petty farmers. However, it is highly likely that Mcojeonmin and petty farmers are not the actual owners. They were just the proxies of real owners. The probability was surmised based on the possessions of houses and lands by Yongjdowers of water mills) and Daejdowners of the lands for water mills). But more reviews need to be made for matters like these.
