It is often said that the coming 21st century will be a Pacific century is it believable that the Pacific century will come round as dominantly as the Mediterranean and the Atlantic century had been recorded in human history? In line with this question, this paper will examine the following issues.
1) If the Pacific era comes round, in what way will the tourism be developed in the Pacific area?
2) What will the tourism contribute to the formation of a Pacific Community which will emerge in the future?
3) Finally, as a companion in the emergence of a Pan-Pacific area, what role will Cheju and Hawaii play ? This issue will be examined from a point of view of the past historical experience.
It seems that the historical initiative which the Atlantic countries have enjoyed will be moved to the hand of the Pacific countries in the 21s1 century, along with a gradual shift of international economic center from the Atlantic to the Pacific. A basic reason for this point of view is that the Pacific countries show a remark- able increase in national income owing to a rapid industrialization and/or their position in terms of population in international setting However, a more important. sign is that the Pacific countries began to surpass the Atlantic countries in the volume of international trade.
It is, of course, true that cultural homogeneity or common identity is addition- ally necessary for the emergence of a Pacific community. Unlike the case of the European community, there are a lot of difficulties in conceptualizing the Pacific countries to be a community, because of a wide range of their heterogeneity in terms of racial background, religion, culture, and level of national income, etc. In other words, the increase in the economy of the Pacific countries is not a sufficient indication representing the emergence of the Pacific era, but may be a good indicator. Front a point of view of the political and economic weight which the Pacific countries have developed recently, it is no doubt that the Pacific era is coming round, and that the Pacific will be an significant center of history
However, it is also true that the Atlantic countries as a group are still superior to the Pacific countries in the market share of international tourists. Nonetheless, the growth rate of the tourists on the Pacific is highest and tourism industry in the Pacific area emerges as a significant factor creating a new demand. These signs seem to be a good indication representing that the era of the Pacific rim tourism, which will remain long in the history of tourism as the Mediterranean and the Atlantic era had enjoyed, is near at hand
Tourism is an effective and efficient medium of cultural interaction and exchange. This implies that the Pacific rim tourism will contribute greatly to the improvement in the relationship among the Pacific countries. However, in order for the Pacific rim tourism to perform a function of the cultural medium, each government in the Pacific area should support the development of tourism industry. In addition, each government should take a step necessary for expanding personal exchange between in and outside the Pacific area.
Geographically, Cheju and Hawaii islands are both away from continent. Historically, this geographic condition has caused the islands to be alienated. The two islands still keep their cultural and ecological peculiarity and an oceanic and Pacific characteristic, all of which are useful tourism resources. Also, the geographic location of the two islands has enabled them to play an important role in cultural interaction and exchange, connecting the continental culture with the oceanic culture. In these respects, it is beyond dispute that Cheju and Hawaii can play an important role as a cultural Eng in connecting Korea and the United States with other Pacific countries even in the coming Pacific era. Such a cultural connection seems to be a valuable base for Korea rooted in a continental culture, as well as for the United States based on a western culture
Cheju and Hawaii are emphasizing the development of tourism rather than industrial development. It is because the two islands keep an exotic mood and ' natural environment favored by nature Tourism is an appropriate industrial sector for both Cheju and Hawaii. For the two islands, the tourism industry not only will contribute to the improvement of the standard of living, but also will provide one of tile most effective channels to perform cultural interaction and exchange. In this context, however, what should be considered carefully is that development planning should be promoted without destroying the peculiarity of the two islands. If not se, the development will result in a fruitlessness and eventually Korea and the United States will lose the base of the Pacific cultural community.
Finally, it should be admitted that the relationship between Cheju and Hawaii is a future-inclined Pacific relationship. Their mutual cooperation in the process of promoting their own development will contribute to the improvement of cultural relationships in the coming Pacific era, and then, the Pacific era will be headed towards the formation of a Pan-Pacific community.
