This Study aims to suggest the improving ways of ordinance for the extension of resident s participation in local governing system.
While the late of 20th century is often represented the era as the reduction of local self government, retrocession of residence autonomy and weakening of local parliament, local self autonomy is as important as ever in Korea.
With the advent of the reviving local autonomy era, 1991, local autonomy in Korea newly begin to change, it has to deal with the needs of local residents as well as challenge of stable and prosperous local economy as strengthening capacity of local government. However it has many regional problems, they are not easy for the local government to solve many complicate matters by itself, so it make the best use of private sector which has creative thinking, enormous energy, and abundant resources. Such many issues and obstacles have come up about self government, But they will be the substantial and effective control to the local administration by the inhabitant. Up to date, residents participation have become important and urgent at the era of the modern representative crisis and the strengthening local administration.
Of course, there have been lots of studies related to citizen participation and they have attempted to find out the problems and alternatives to improve citizen participation. Both central and local government made an effort to solve these problems as considering the citizens policy opinion and realizing it into real local policy too. In spite of the effort, still residents participation in the local government is not satisfactory. It is a fundamental problem that the current discussion and judicial precedent generally consider the residents participation as supplementary status, the representative system as the first priority as focusing on the national constitution. In result, local residents participation is not a mechanism to control local government s administration and ordinance process.
Hence Residents participation is quite meaningful in that it not only achieves democratic local administration, but also contribute to problem-solving capacity and sense of local community, the subject have to resolve through ordinance. Participate Democracy should be realized at the level of local self government, and the starting point to this should be the realization of the residents participation through the enlargement and strengthening the ordinance. But if the rule making process and administration does not reflect from the real life of residents, local administration and residence autonomy will be at risk. Residents involvement makes opinion put into local politics and administration as well as enable the local government to correct their trial and error. Thus, local government ordinance have become very important subject.
This conversion of recognition is contribute to improve the local self-governing lacked of essential contents. It also can reduce the criticism against the incompetency of local assembly men and their ambiguity of administration. And the enforcing ordinance can enforce in real region too. Moreover this ordinance do good work and it is hoped that will be jointly and responsible the residents, the assembly and the local administration.
