결혼이민자 사회통합 정책의 부처 간 비교연구 : 법무부와 여성가족부 중심으로 = A Comparative study on the Social Integration Policy for Married Migrant Women between the Government Agencies :Focus on the Ministry of Justice and the Ministry

This study states some problems which married migrant women in Korea are facing. These drawbacks emerge from research on the married migrant women’s real-life situation in Korea and comparison analysis on government agencies of social integration policies for married migrant women. It also suggests solutions to improve social integration policies for married migrant women in Korea.
The main government agencies making the social integration policies are the Ministry of Justice and the Ministry of Gender Equality and Families. Therefore, this study first compares and analyzes firstly between ‘Act on the Treatment of Foreigners in Korea’ and ‘Multicultural Families Support Act’. Secondly, the policy for basic plans of foreigners and the policy for basic plans of multicultural families. - ‘The Acts on the Treatment of Foreigners in Korea’ and the policy for basic plans of foreigners are made by the Ministry of Justice. The ‘Multicultural Families Support Act’ and the policy for basic plans of multicultural family are made by the Ministry of Gender Equality and families. - Lastly, this paper compares and analyzes social integrated education which is provided by both agencies.
The problems as result of this study are; the paradigm towards to married migrant women which is full of pity, duplicated support for married migrant women, a lack of sympathy between married migrant women and Korean citizens, Korean husbands damage resulting from international marriage, shortage of education which meets requests from married migrant women and a limit of legislation and propulsion system.

Therefore, six remedial actions are suggested in this study to improve social integration as the number of married migrant women increases. First, it is necessary to change the way of seeing marriage migrant women who only need compassion. Second, it is urgent to reform the recipients for a social integration policy since the recipients are unfavorable. Third, it is important to form a bond of sympathy between married migrant women and Korean citizens. Fourth, making measures for the victims from international marriage is needed regarding the different victims. Fifth, tightening the education policy for social integration could be mentioned. Lastly, a statute revision related to social integration is needed and an implement system should be organized.

국문 초록 (Abstract)

본 연구는 우리나라 결혼이민자의 실태 파악과 결혼이민자 사회통합 정책의 부처 간 비교분석을 통하여 문제점을 도출하였고 그 문제점을 개선하기 위한 정책 방안을 모색하여 결혼이민자 사회통합 정책의 개선방안을 제시하였다.
우리나라의 결혼이민자 사회통합 정책 수립의 주요 부처는 법무부와 여성가족부이다. 따라서 본 연구는 이 두 부처의 결혼이민자 사회통합 정책과 관련된 재한외국인처우기본법과 다문화가족지원법, 외국인정책 기본계획과 다문화가족정책 기본계획, 그리고 이 두 부처의 사회통합교육을 비교분석하였다.
본 연구에서 도출된 한계(문제점)는 결혼이민자에 대한 온정적 패러다임, 결혼이민자 편중·중복지원, 국민과의 공감대 형성 결여, 국제결혼으로 인한 한국인 남성배우자의 피해, 결혼이민자 요구에 맞는 한국어 교육 부족, 법령과 추진체계의 한계 등이 있었다.
따라서 결혼이민자 사회통합을 위한 정책의 개선방안으로는 첫째, 결혼이민자를 온정적으로만 바라보는 시각에서 벗어나는 패러다임의 전환 둘째, 사회통합 정책 대상 집단 편중·중복 개선 셋째, 쌍방향 공감대 형성 필요 넷째, 국제결혼피해 대상자별 대책 마련 다섯째, 사회통합을 위한 교육정책의 강화 여섯째, 사회통합 관련 법령 개정 및 추진체계 정비 등을 제시하였다.
