사회ㆍ경제적 위기와 한국의 정치변동 = An Analysis on the Effect of the Socioeconomic Crisis on the Political Fluctuations of Korea

국문 초록 (Abstract)

한국사회는 군부에 의한 두 차례의 쿠데타에 따른 극심한 정치변동과 군부통치(military rule)를 경험하였다. 한국의 60년대 경제난과 70년대 2차례의 오일쇼크, 그리고 80년대 경제위기는 사회적 혼란 과 연계되면서 정치변동을 유발했다. 본 논문에서는 여기에 착안하여 사회경제적 위기가 정치위기와 정치변동으로의 전환과정을 거치는 추동과정과 정치적 함의를 도출하고자 한다. 정치변동의 결과, 국가가 경제와 시민사회를 강력하게 통제하는 사회구조가 형성되었으며 이러한 결과는 한국의 정치발전과 민주화를 저해시켰다. 정치변동은 대체적으로 정치사회적 혼란상황을 통해 정치에 개입하고자 하며, 따라서 두 번의 쿠데타를 통한 정치변동에 있어서 군부는 사회경제적 위기의 타개를 명분으로 내세웠다. 또한 정권위기의 원인이 되는 고유가와 물가성장 등의 경제적 위기, 그리고 이로 인해 파생되는 민심이반 등의 사회적 위기가 정치변동의 핵심적 요인이 되었다. 또한 시대가 바뀌어 감에 따라 정치변동의 양상이 과거의 쿠데타와 혁명 등에 의한 광범위한 정치변동에서 최근에는 비교적 안정된 체제 내의 정권변동을 가져옴을 알 수 있다. 향후 민주적 정치질서를 파괴시킬 수도 있는 정치변동을 차단시키기 위해서는 과거의 위기에서 파생된 정치변동을 반면교사로 삼아 사회경제적 위기를 억제할 수 있는 사회경제적 위기관리 시스템을 시급히 구축하여야 할 것이다.

다국어 초록 (Multilingual Abstract)

Korean society underwent the political fluctuations by two rounds of coup d'etat by the military since1961 and the concomitant military rule. This study attempted to analyze such cases as the oil shock of Korea in the 1970s, the socioeconomic crisis revolving around the economic crisis of the 1980s thereby seeking to elicit the transitional process that the socioeconomic crisis was converted into the political crisis and the political fluctuations, and its political implication.
With the political fluctuations of Korean society, it came to be oriented toward the stiff country under the divided regime by seizing the political power through the military involvement in politics and make stronger dependence on the US in terms of national security and economy. In addition, the political fluctuations contributed to the formation of the social structure in which the state exerted strong control over economy and civil society, resulting in derogating from the political development and democratization of Korea.
The military attempted to intervene in politics through the situation of political and social turmoil and accordingly adopted as the slogan the resolution of the socioeconomic crisis in relation to the political fluctuations through the coup d'etat. And it was found that the economic crisis such as high oil price, higher prices and the like that contributed to the crisis of the political regime, and the social crisis such as the public alienation from the government induced by it became the key factor of the political fluctuations. And with the change of the times, it was found that the aspect of the political fluctuations has recently brought about the change of the political regime within the stabilized regime from the extensive political fluctuation by the past coup d'etat and revolution.
