최근 중국의 민주화 담론에 대한 비판적 고찰: 당내 민주화론을 중심으로 = The Critical Analysis of Discussion on Democracy in Contemporary China: Focused on the Idea of the Intra-party Democratization

This paper analyses critically that the achievement of the intra-party democratization, including the CPC-led systemization of intra-party democratic systems and the party`s ruling system, can lead to achieve social democratization. The CPC call for realizing democracy in the party through intra-party democratization and then having it spread to the outside the party. CPC has made clear that the Chinese-style democracy should be achieved under the CPC leadership in a stable and gradual way, with intra-party democratization spreading to the civic society. And the following key tasks were suggested by CPC for the promotion of the intra-party democratization: First, it is necessary to guarantee and respect party members` democratic rights, or their sovereign rights; and second, as a measure to establish an intra-party democratic system, it is necessary to reform the intra-party election system, and introduce systems of intra-party supervision, party committees` consultations and policy-making authority, a party congress, and the opening of party affairs to the public. But intra-party democracy is not a type of broad political system, but only a device for the party system itself, given many obstacles in China to a multiparty democratic system. In other words, it is nothing but a form of party system, not a state system. And the CPC`s democratization process is basically different from the principle of democracy that targets variable interest entities in a pluralistic society based on the recognition of different interests. After all, the idea of the intra-party democracy resulting in social democratization seems impossible. This idea means after all that there is no other clear alternative visions for democratic development in China but to realize democracy gradually under the CPC leadership by promoting the CPC`s governance through the intra-party democratization.
