國際 反덤핑規制 對應實態 및 改善方案에 관한 考察 = A Reciew on the Problems and Countermeasures of Inteenational AD Restrictions against Korean Exports

Dumping is defined as a situation where a firm sells its product at a lower price in the firm's export market than in the firm's home-country market. But these activities have been considered as "unfair" trade practices in international context and thus prohibited by the GATT rules. In the U.S., the EC, and other developed countires, anti-dumping restrictions have become the most common means and popular forms of protectin against exports from foreign countries. So, major export countries like Korea are encountered with much problems in increasing the exports. Therefore, we should prepare some countermeasures in order to cope with the international ADRs effectively.
This paper focus on the AD behavior patterns to improve Korea's present countermeasures on international ADRs. The primary purpose of this paper is to prepare the effective countermeasures on ADRs and help Korean companies to increase the exports by studying the anti-dumping cases imposed on Korean exports. This study is based on literature review by examining the AD investigation related on Korea's semi-conductor and steel export cases.
This paper is organized as five sections. Section Ⅰ explains the problems on the international ADRs and the objective of this study. Section Ⅱ reviews the dumping and ADRs' behavior patterns theoretically. Section Ⅲ also reviews the motivations of ADRs and the interests of AD investigation parties concerned. And section Ⅳ prepares some countermeasures for improving Korea's export. Finally, section Ⅴ summarizes the above studies briefly.
The main conclusion of this study suggests that Korea should improve present countermeasures in accordance with the motivations of AD activities and the interests of AD investigation parties concerned to cope with international ADRs more effectively.
And some countermeasures improved are as follows:
(1) Changing the attitudes of trade negotiation, especially with the U.S.
(2) Understanding the differences of AD rules and practices by nation as well as the international trade environments
(3) Being well acquainted with the AD investigation practices and its procedures
(4) Establishing more effective policy for export pricing
