한국과 호주 이민 행정의 중앙-지방 정부간협력체계 비교 연구 = Comparison of Central-Local Government Cooperation in Immigration Administration between South Korea and Australia

(Purpose) This study compares central-local government cooperation in immigration administration between Korea and Australia to develop strategies for Korea’s immigration governance.
(Research methods) This study examined a central-local government cooperation in immigration administration of Korea and Australia across five criteria: historical context, legal authority, government roles by level, central-local councils, and cooperation structures. Based on this analysis, each country’s characteristics were compared to derive policy implications for Korea.
(Findings) Both countries emphasize cooperation-based immigration administration between central and local governments, and recognize the importance of attracting foreigners for regional development and immigrant settlement. However, they differ fundamentally in authority distribution: Korea concentrates authority in the central government, while Australia distributes it by domain. In entry-exit and residence management, both assign primary responsibility to central governments. In social integration, Korea is centrally led while Australia is led by state and territory governments. Both countries operate multiple central-local councils with limited legal enforceability, but Korea organizes councils by target groups covering all immigration areas, whereas Australia establishes domain-specific councils distingushing ministerial and working levels. Regarding cooperation structure, entry-exit and residence management shows central government lead- organization-governed networks in both countries. In social integration, Korea exhibits central government lead-organization-governed networks, while Australia demonstrates state and territory government lead-organization-governed networks alongside network administrative organization.
(Conclusion and recommendations) Korea’s immigration administration requires: establishing equal partnership between central and local government, expanding local governments (especially, metropolitan) authority in the social integration, strengthening legal foundations for central-local cooperation, and specializing central-local councils by immigration domain.
