일제시기 펄프제지 산업의 ‘확장’과 ‘개발재난’ : 王子製紙를 중심으로 = The ‘Expansion’ and ‘Development Disaster’ of the Pulp and Paper Industry under the Rule of Japanese Imperialism

Oji Paper Company dominated the pulp and paper industry in East Asia while monopolizing the paper industry in Japan. The company operated the Joseon Paper factory in Sinuiju in colonial Joseon by securing cheap labor and power using the abundant forest resources and hydroelectric power of the Amnokgang River. In 1935, the company established Bukseon Paper in Gilju, Hamgyeongbuk-do Province, monopolizing Joseon's pulp and paper industry and contributing to Japan's pulp policy. Oji Paper Company purchased raw wood cheaply from the Japanese Government-General of Korea through annual division sales. Meanwhile, the company established Oji Reforestation to purchase company-owned forests and secure raw wood in Joseon, and secured pulp raw materials from the national forest by participating as a major shareholder of Joseon Forestry Development, a state-run corporation. The expansion of Oji Paper Company's pulp and paper business eventually damaged many forests in the northern region of Joseon.
Hidden behind the pulp and paper industry's ‘expansion’ and ‘development’ were damages from various industrial pollution. The pulp and paper industry was a representative polluting industry. In colonial Joseon, where there was little supervision and regulation from the Japanese Government-General of Korea, companies made profits through production expansion while emitting smoke and wastewater under the pretext of ‘development’. Problems surrounding pollution were raised at Oji Paper Company's factories. Even though cases of damage caused by wastewater from paper factories occurred continuously in Japan, Oji Paper Company did not prepare wastewater purification treatment facilities at its factories in Joseon. Instead, the company advertised wastewater as ‘mineral water’ or ‘hot spring’ and thus, exploited the colonial situation and the ignorance of the Korean people.
The pulp and paper industry had a detrimental influence on human health. Factory workers in the northern regions suffered from low-paid and long labor amid the dust and toxic stench. Carbon disulfide poisoning was already the most common occupational disease in Japan in the 1930s. The poisoning of factory workers was severe, and the Japanese government struggled to devise countermeasures. Oddly, no record remains today showing the poisoning of pulp and paper workers in colonial Joseon. However, given the development and growth of Oji Paper Company's pulp and paper business in the 1920s and 1930s, it is very likely that workers at the pulp and paper factories in colonial Joseon were poisoned by carbon disulfide and hydrogen sulfide and complained of various abnormal symptoms. However, just as other companies in the northern region disregarded the damages caused by pollution ‘because of being in Joseon’, Oji Paper Company did not handle the occupational diseases of factory workers.
일본 최대 펄프제지 회사였던 王子製紙는 北海道, 樺太, 滿洲, 朝鮮 등지에서 국유림을 헐값에 불하받았고, 값싼 노동력을 기반으로 세계적인 인견시대와 일본의 펄프국책에 적극적으로 조응하면서 자본을 축적했다. 특히 조선에서 신의주 조선공장과 길주의 북선제지를 운영했던 왕자제지는 조선총독부로부터 年期賣却으로 원목을 값싸게 불하받는 한편, 왕자조림을 설립하여 조선 내 社有林을 매수하여 펄프제지의 원료로 사용하거나 조선임업개발의 대주주로 참여하여 국유림에서 원목을 확보했다. 왕자제지의 펄프제지산업의 확장은 결국 북부지역 많은 산림을 훼손시켰다.
한편, 펄프제지업의 ‘확장’과 ‘개발’의 이면에는 각종 산업공해에 따른 피해가 존재했다. 식민지 조선에서는 ‘개발’이라는 미명 아래 기업에 대한 조선총독부의 감독과 규제가 거의 없는 상태에서 기업들은 매연과 폐수를 마구 뿜어내면서 생산을 확대하고 이윤을 창출했다. 이미 일본에서 폐수의 위험성으로 주민과 회사간 분쟁이 발생하고, 보상계약이 이루어지고 있었음에도 불구하고 왕자제지는 식민지라는 상황과 조선인들의 무지를 악용하여 폐수를 ‘약수’로 선전하면서 정화처리시설을 마련하지 않았다.
펄프제지업은 폐수뿐만 아니라 직업병에서도 심각했다. 북부지역 공장 노동자들은 위생시설이 갖추어지지 않은 곳에서 먼지와 유독성 악취 속에서 저임금 장시간의 노동에 시달리고 있었다. 이미 일본에서는 1930년대 이황화탄소 중독이 가장 흔한 직업병이었을 정도로 이황화탄소와 황화수소에 의한 중독은 심각했고, 대책 마련에 부심했다. 그러나 식민지 조선에서의 대처는 달랐다. 1920, 30년대 펄프제지 산업의 성장과 인견의 수요증대를 염두에 둔다면 ‘식민지’ 조선의 펄프제지와 인견공장의 노동자들이 이황화탄소와 황화수소에 중독되어 각종 이상 증상을 호소했을 것으로 보이지만 회사와 조선총독부는 방관했다.
