한국 탁구선수 육성체계 개선방안 = Hierarchical and connective plan for a Korean table tennis player's growth system

다국어 초록 (Multilingual Abstract)

The purpose of this study was to classify into government control and regional control about the growth system of Korean table tennis player, to analyze present condition, problem-solving analysis, improvement plan, also, to analyze the actual condition of grade of rank between growth systems and to suggest the improvement alternative about the growth system.
To achieve this purpose, the study was done as follow orders: first, the present condition and problem analysis classified by young player-nation’s junior player-national candidate player-national team player as analyzing table tennis player selection, training system and problem of the government control. secondly, analysis of present condition and problem about the growth system of national table tennis players, thirdly, analysis of present condition and problem about the growth system of regional table tennis players, fourthly, analysis and implication about advanced table tennis country’s growth system, fifthly, improvement alternative about the growth system for Korean table tennis players, Literature investigation, field and oversea survey, and interview were done for this study. The results of this study was as follows.
The government control of growth system for Korea table tennis players should be hierarchic as sports talented person-young player-prospect-national candidate player-national team player for the national team player project, and young player project-prospect project-national candidate project should be hierarchic by age and performance ability for supporting the national team player project. Also, joint training with higher level of team, coach exchange and Data Base(DB) sharing between lower level of teams, and coaching talent donation from higher level of team members(coaches, playeres, and etc.) to lower lever of team members should be needed for the growth system.
Specifically, for table tennis’s talented player project, it is needed be hierarchic and under young player’s project after transferred from Korea foundation for the Next Generation Sports Talent to Korean Olympic Committee, and the age of players is needed to be from second grade to fourth grade of elementary school. The young player’s project is needed to be hierarchic as from fifth grade of elementary school to a first-year student of middle school, and after the name of prospect’s project is needed to be changed as youth player’s project, it is needed to be hierarchic from a second-year student of middle school to a first-year student of high school. The national candidate player’s project is needed to open about age of higher than second-year student of high school, so it should be ready as a constant candidate player under the national team player. The team of national player is needed to be open about the age, and the team should select a member of the team by selection match except method of drawing of lots.
In the regional control of growth system for table tennis players, the system should be founded by each school level such as elementary school-middle school-high school-university-works team, and also it is needed to be cooperated with the order rank of main regional table tennis team system although there was no concept about regional hometown. Especially, the system should carry forward the joint training with higher level of schools, coach’s exchange between hierarchic school levels, coaching talent donation from higher level of schools(coaches, players, and etc.) to lower lever of schools over school relations, and regionalism for the regional control of growth system.
To reinforce the growth system of regional table tennis players, Korean Olympic Committee, local athletic associations, schools, and business teams should need to make an effort and pay attention for the growth system. Strengthening plan of typical regional control of the growth system for table tennis players are expanding selection for participating a national athletic meet through high school’s selection match, foundation of regional school level’s joint table tennis training, expansion of including elementary school level’s match in the local athletic meet, invigoration of table tennis in school’s sports club league, improvement of salary for table tennis coaches, expansion of table tennis class(club) after school, development of youth table tennis club and business team.

국문 초록 (Abstract)

본 연구는 한국 탁구선수 육성체계를 국가관리와 지역관리로 구분하고 각각에 대하여 육성체계 현황 및 문제점 분석과 개선방안, 또한 육성체계 간 위계의 실태를 분석하고 개선대안을 제시하는 것이 목적이다.
이러한 목적으로 달성하기 위한 연구내용은 첫째, 국가관리의 탁구선수 선발 및 훈련체계와 문제점 분석으로서 꿈나무선수-청소년대표선수-국가대표 후보선수-국가대표선수로 구분하여 현황 및 문제점 분석, 둘째, 국가관리의 탁구선수 육성체계 현황 및 문제점 분석, 셋째, 지역관리 탁구선수 육성체계 현황 및 문제점 분석, 넷째, 선진 탁구강국의 탁구선수 육성체계 분석 및 시사점, 다섯째, 한국 탁구선수 육성체계 개선방안이었다. 본 연구에서 사용한 연구방법은 문헌조사, 현장 및 해외조사 그리고 면접조사였다.
연구결과, 국가관리의 탁구선수 육성체계는 체육영재-꿈나무-유망주-국가대표후보-국가대표 사업으로 위계화하고 꿈나무사업-유망주사업-국가대표후보사업을 연령, 경기력으로 위계화하여 국가대표사업을 바로 뒷받침할 수 있도록 하여야 한다. 또한 국가관리의 탁구선수 육성체계 연계를 위해 상급사업과의 합동훈련 실시, 위계 사업간 지도자 교류와 선수 DB 공유, 상급사업자(지도자, 선수 등)의 하위사업자에 대한 지도 재능기부 등이 필요할 것이다.
세부적으로 탁구영재사업을 위해 대한체육회가 체육인재육성재단으로부터 체육영재사업을 이관 받은 후 꿈나무사업의 하위사업으로 위계화하고, 연령은 초 1-3학년으로 한다. 꿈나무사업은 초4-초6학년 사업으로 위계화하고, 청소년대표사업을 유망주사업으로 명칭 개정한 후 중1-고2 사업으로 위계화한다. 국가대표후보사업은 고3이상 연령을 오픈하여 국가대표 밑의 상시 후보군으로 준비한다. 국가대표는 연령을 오픈하고 추천방식을 제외한 선발전을 통해 선수를 선발하도록 한다.
지역관리의 탁구선수 육성체계는 우리나라 지역의 탁구선수 육성체계가 초-중-고-대-실업인 만큼 누수 없이 학교급별로 창단되도록 하고, 지역의 학교급별 탁구부에 연고지 개념이 없지만 지역을 대표하는 탁구부 시스템 위계와 연계를 위해 상호 협력할 필요가 있다. 특히 지역관리 탁구선수 육성체계에서 탁구부지도자의 학연, 지연을 넘어 상급 학교급과의 합동훈련 실시, 위계 학교급간 지도자 교류, 상급 학교급(지도자, 선수 등)의 하위 학교급에 대한 지도 재능기부 등을 추진할 필요가 있다.
지역관리 탁구선수 육성체계 강화를 위해서는 대한체육회 및 시도체육회, 시도교육청 및 일선학교, 실업팀 등 상급탁구부 등 다양한 주체들의 관심과 노력이 필요하다. 대표적인 지역관리 탁구선수 육성체계 강화방안으로는 전국체전 고등부 시도탁구대표팀의 선발전을 통한 선발확대, 지역 학교급 합동 탁구훈련체계 구축, 전국 시도 도민체전에 탁구초등부 포함 확대, 학교스포츠클럽리그대회의 탁구종목 활성화, 탁구지도자 급여 개선, 방과 후 탁구교실 확대, 실업팀 등 유소년탁구클럽 육성 등이 필요하다.
