독일의 과학문화정책은 첫째로 과학과 사회의 소통과 대화, 그리고 대중의 과학기술에 대한 이해를 도모하며, 둘째로 과학 연구를 인문사회학적 맥락 속에서 이해함으로써 과학기술과 인간과의 관계에 대한 이해를 도모하며, 셋째로 독일은 과학문화사업과 활동에 있어 시민들의 광범위한 참여를 유도함으로써 ‘참여형’ 과학문화 패러다임의 전형으로 전 세계의 주목을 받고 있다.
독일은 연방정부의 후원과 수많은 연구기관(단체)을 회원으로 확보해 안정적이고 통합적으로 다양한 과학문화프로그램을 기획․운영하고 있다. 또한 과학과 사회의 소통을 위한 행사프로그램은 단발성, 이벤트성을 지양하고, 장기지속성을 담보하는 형태라는 점에 주목해야 한다. 이러한 노력 덕택에 독일의 과학소통 및 과학문화는 다른 유럽 국가들에 비해서 “안정”되어 있다고 평가받고 있다.
독일의 과학축전은 주로 연방정부에서 주도하는 대형과학축전의 형태이다. WiD재단이 주관하는 독일 최대의 과학축전인 ‘하계과학축전’은 일주일 동안 대형전시회 뿐만 아니라, 과학과 문화예술이 연계된 융합형 과학문화프로그램을 제공하고 있으며, 과학기술과 대중 간의 소통의 출구를 다각도로 마련함으로써 과학대중화에 큰 기여를 하고 있으며, 과학과 사회의 소통의 간극을 좁히는 데에 성공하고 있다. 또한 7년 동안 시행된 ‘과학도시’사업은 과학문화를 매개로 지자체, 시민, 대학, 기업, 자치단체 등 다양한 주체가 네트워크를 구축할 계기를 마련했으며, 한 해 동안 선택과 집중형으로 과학문화의 지역 확산과 과학에 대한 대중의 이해와 관심을 이끌어 내었다. 독일의 과학자 사회 또한 ‘대중의 과학과 인문의 이해’(PUSH)로 과학기술을 인문적 차원에서도 이해하려고 노력하고 있으며, 이러한 독일의 과학문화는 인간의 정체성에 총체적인 변화를 예고하고 있는 4차 산업혁명시대에 더욱 더 주목받고 있다.
독일의 과학교육은 학교교육에서 충실히 다루어지고 있지만, 다양한 기관에서 유소년과 청소년을 대상으로 한 학교 밖 융합형 교육프로그램을 제공하고 있다. 현재 독일의 대부분의 대학에서 시행하고 있는 ‘어린이대학(KinderUni)’은 과학기술과 인문사회예술이 연계된 융합형 교육프로그램을 마련함으로써 어린이들의 창의력을 높이고 문제해결능력을 향상시키는 크게 기여하고 있다. 드레스덴 공대도 과학기술에 관심이 있는 청소년들을 대상으로 대학과 연구소, 산업시설, 과학관 등 지역의 다양한 기관을 연계해 탐구체험형 과학문화프로그램인 주니어닥터(Junior Doktor) 프로그램을 지속적으로 시행하고 있다. 이 프로그램은 청소년들의 관심과 추후 연구자로서의 삶에 대한 긍정적인 동기를 갖게 하는 데에 성공적인 결과를 도출하였다.
독일의 과학관과 박물관들은 예외 없이 다양한 유소년 과학문화 프로그램을 제공하고 있으며, 과학관이나 박물관이 존재하면 그 공간에서 다루는 소재를 활용한 유소년 프로그램을 병행하여 만드는 것이 특징적이다. 독일의 과학문화 활동의 특징 중 가장 주목할 만한 영역은 민간 기업이 시행하고 있는 과학문화프로그램이다. 독일 기업의 경우 거의 대부분 기업의 홍보 및 기업의 이미지 제고를 넘어 다양한 과학문화 프로그램을 제공하고 있다.

Firstly, Germany's scientific and cultural policies promote communication and dialogue between science and society, and the public understanding of science and technology. Secondly, the policies promote understanding of scientific research and its relationship with humans by understanding it in a human and social context. Thirdly, the policies focus on promoting civic cooperation in scientific technology by encouraging citizens' voluntary participation. In particular, for its science and cultural activities, Germany is gaining global attention as a model of the 'participatory' science and culture paradigm through its extensive participation by citizens.
By securing support from the federal government and numerous research institutes, Germany is planning and operating a variety of scientific and cultural programs that are stable and integrated. Event programs for communication between science and society are also highlighted in that they are a form of monotonic-denial, event-denial, and long-term sustainability. Thanks to these efforts, Germany's scientific communication and culture are considered "consolidates" compared to other European countries.
Germany's science festival is mainly a form of a large scientific festival led by the federal government. Wissenschafssommer, Germany's largest science festival hosted by the ‘Wissenschaft im Dialog’(WiD) Foundation, offers a week-long exhibition and a converged science and culture program that links science and culture & arts. It contributes greatly to the popularization of science by establishing a multilateral outlet for communication between science and the public, and has succeeded in narrowing the gap between science and society. In addition, the seven-year-old ‘City of Science’(Stadt der Wissenschaft) project provided an opportunity for local governments, citizens, universities, businesses and local governments to build networks by means of scientific culture. The project has drawn public understanding and interest in science, with its choice and focus on expanding the area of science. Furthermore, scientific city events have spread to continuous scientific and cultural activities as well as one-off.
German scientist society is also taking an open position in PUSH(Public Understanding of Science and Humanities’. In particular, Germany is implementing a converged form of science culture by adding 'humanities' to the science and technology analysis of the public. Germany's science culture, which seeks to understand science and technology at the humanistic level, needs to pay more attention to the fourth industrial revolution, which is a sign of a sweeping change in human identity.
Science education in Germany is faithfully dealt with in school education, but various institutions offer convergence programs for youth and adolescents outside schools. A children university, KinderUni, which is currently being conducted at most universities in Germany, has greatly contributed to improving children's creativity and problem-solving skills by providing a converged education program that links science and humanities and social arts. Dresden Institute of Technology is continuing its ‘Junior Doktor’ program, an exploration and experience-based science and culture program that links universities, research institutes, industrial facilities and other local institutions. This program has produced successful results in creating positive motivations for youth interest and later life as researchers.
