全南地域의 觀光開發戰略樹立을 위한 實際的 考察 = A Practical Inquiry on the Tourism Development Strategies in Cheonnam Region

Cheonnam Region is backward region in which productions and employments of agricultural sector still dominates the other sectors of economic activities. In the meanwhile, various public policies and private recommendations were proposed and implemented to facilitate the development of this region.
In this papers, it is intended to appreciate practically the suitability and/or feasibility of tourism development strategies among many alternatives of regional development policies.
Generally, the tourism industry which contains various kind of services and modern leisure industries displays important industrial linkage effects and multiplier effects for regional development as follows;
① Increasement of resident's income accruing from direct tourists expenditure.
② Direct employment effects attending at regional tourism industries and indirect employment effects generating from increased interchange of persons, freights and informations between the other regions, cities and industries.
③ Primary improvement of transport facilities and public utilities constructed for tourists attraction, and secondary welfare effects of using these facilities.
④ Promotion effects of traditional manufactures and folkcrafts.
⑤ Increasement of regional government's tax revenue.
There are plentiful endowments of natural and cultural tourism resources in this region actually and potentially. But these resources were not so suffieiently exploitated and public facilities like roads, water supply, hotel, etc were not so fully provided that this region still stayed at tourism underdeveloped stage or tourists under-utilized phase.
Furthermore, both aspects of tourism underdevelopment and of tourists underutilization interact negatively, so to make vicious circle of underdevelopment that may not induce the public and private investments for active tourism development.
Therefore, it is necessary task to cast off the vicious circle prior to prepare practical tourism development projects, and there is urgent needs of large, full scale investments and administrative supports of national government in order to accelerate tourism development of this region at first stage. In this respects, several kinds of urgently needed infra-structure development projects and policy proposals for tourism development were recommended at this papers.
