19세기 삼척부 도하면의 세역과 민원 = Taxes and Labor Services Imposed on Residents of Doha-myeon, Samcheok-bu in the 19th Century

국문 초록 (Abstract)

이 글은 강원도 삼척부 도하면 송정동에 남아있던 1792년부터 1892년까지 작성된 민원관련문서 48건을 분석하여 송정동의 세역과 민원내용을 살펴본 글이다. 남아있는 문서의 종류는 等狀, 所志, 節目, 牒呈, 書目, 完文, 傳令 등이며 이를 통해 다음과 같은 내용을 확인할 수 있었다.
첫째, 관사에서 부과한 세역이 과하거나 혹 부과액수의 불공평한 문제가 발생했을 경우에는 동리·면·부차원에서 그 상부기관에 민원을 올렸다. 조선후기 부과체계의 가장 말단 단위가 면내의 행정동이 되었으므로 동리의 구성원들은 기존에 운영되던 동계를 활용하여 공동으로 부과된 세액을 마련하였다. 도하면내에는 3개의 대리와 3개의 소리라는 자연촌락이 있었지만 면내에서 세금을 부과하기 편하게 행정동을 만들었기에 경우에 따라 동리가 분동이 되거나 합동이 되기도 하였다. 동계의 동임들은 세액을 마련하는 도중 어려움이 있거나 혹은 세액이 다른 동리와 불공평하게 분배된 경우에는 서목, 첩정, 품목 등의 문서를 이용해 민원을 올려 이를 시정해 줄 것을 요청하였다. 동계의 대표자인 동임, 두민 등이 민원을 하는 경우에는 첩정이나 서목, 품목을 사용하였고 마을의 일반 구성원들이 함께 연명하여 민원을 제기할 경우에는 등장을 사용하였다. 대부분의 동임은 글을 잘 지을 수 있는 양반이 담당하였고, 세금의 견감을 위해 여러 차례 呈訴하기도 하였다.
둘째, 관에서 행정 면·동에 세금과 관련한 지시를 내릴 경우에는 傳令을 사용했으며, 환곡의 견감 등을 입증해주기 위해 完文, 立旨 등을 발급해 주었다.
셋째, 세역의 내용에는 환곡관련 세역과 잡역, 별공 등이 있었다. 환곡과 관련하여서는 統還, 起還, 結還 등이 매기어 졌다. 중앙에서 부과한 別貢에는 黃腸의 마련이 있었고, 지역 단위에서 부과한 잡역에는 新橋의 건설, 松脂의 채취, 행사 시 그릇과 잡물의 마련, 柴木의 채취, 刑具의 제작, 石役, 夜望, 轉遞, 轎軍, 將校 接待 항목 등이 있었다.
넷째, 沿海와 大路 옆에 입지한 송정동에는 교통이 편리한 탓에 黃腸의 운송, 장교접대, 唐峙轎軍, 夜望軍, 轉遞 등의 항목이 부과되었다.
다섯째, 환곡의 부과기준을 살펴보면, 도하면에는 19세기 말 이전까지는 계속해서 戶를 단위로 환자를 부과하다가 1891년에 이르러 田結을 기준으로 한 結還錢을 부과하고 있다. 또한 1860년을 전후로 관에서 환곡을 현물대신 동전으로 받고자 하였고 연안지방의 민인들은 이 분부에 대해 作錢 상의 어려움을 크게 호소하고 있었다.
여섯째, 민원 문서에서는 점차 각종 잡역까지도 돈으로 대납하고자 하는 의사가 표현되고 있다. 실제 柴役·松腸 채취·石役 등의 항목은 이미 돈으로 납부되고 있었다.

다국어 초록 (Multilingual Abstract)

This paper is about taxes and labor services and civil complaints on them, by analyzing existing 48 documents related with such civil complaints composed for one hundred years from 1792 to 1892 at Songjeong-dong, Doha-myeon, Samcheok-bu, Gangwon-do province. The findings are as follows.
First, if a tax or labor service imposed by the government was too heavy or if it was unfairly imposed, residents would submit their objection to it to the government office in the dong (洞), myeon (面), or bu (府) level.
In the tax and service imposition system in the late Joseon Dynasty, the lowest unit was administrative 'dong'. Dong residents prepared for the tax amount imposed on the dong using the existing 'donggae', mutual help group among dong residents. In Doha-myeon, there were 6 natural villages consisting of 3 big 'li'es and 3 small 'li'es. But, the local government changed them into administrative dongs for the convenience of tax imposition and collection. So, lies could be divided or combined into dongs.
If members of donggae had difficulty in preparing for the tax amount, or if they viewed that the tax amount imposed on them was unfairly higher than those of other dongs, dongim, the representative of the donggae, would submit a written petition asking the government to change the amount. Dongim used various forms such as cheopjeong (牒呈), seomok (書目), or pummok (稟目) to submit the petition. And, when he submitted a petition containing the names of other members, he would use deungjang (等狀). In most cases, dongim was taken by yangban who could read and write, and dongim would submit such petitions to reduce tax amounts, or to be exempted from a tax.
Second, when the higher government delivered directions related with tax to administrative dong and myeon, it used jeonryeong (傳令). And, to prove that the higher government reduced rhwangok, it would issue wanmun or ilji.
Third, on tax and labor service imposition, there were tax and service related with hwangok, miscellaneous labor services (japyeok), and beolgong, etc. On hwangok, the government imposed tonghwan, gihwan, and gyeolhwan, etc. to dong or li. For byeolgong imposed by the central government, there was preparation of hwangjang. And, for miscellaneous labor services, there were various items such as building of bridge, collection of pine resin, preparation of dishes and other utensils for specific events, collection of firewood, manufacturing of torture structures, masonry, night watch, relay delivery, gama bearing, and treatment of military officers.
Forth, to Songjeong-dong located on the beach and beside a big road, such items as transportation of hwangjang, treatment of military officers, dangchi gyogun (gama bearing), night watch, and relay delivery were imposed for its convenient location.
Fifth, in the standards of imposing hwangok, the government had imposed hwanja to Daha-myeon using ho (戶) as unit until the late 19th century. Then, in 1891, it began to impose geyolhwanjeon using jeongyeol as unit. And, in around 1860, as the government decided to collect hwangok not with grain but with coins, residents in coastal areas complained about difficulty of procuring coins.
Sixth, petition documents show that residents expressed their desire to pay with money even for miscellaneous labor services. Actually, they had already paid with money for the items like firewood collection, collection of songjang, and masonry, etc.
