FTA가 국내 먹는샘물,병입수 산업과 시장에 미치는 영향 및 그에 대한 규범적 대응방안에 관한 연구 = A Study on the Effects of FTAs on the Domestic Industries and Market of Bottled Water and Normative Countermeasures on Them

According to the improvement of income level and standard of living, increase of public concern respecting health and environment and elimination of trade barrier, both domestic and foreign drinking water industries and market, including bottled mineral water, have remarkably grown. Domestic mineral water industries and market of Korea have also highly increased by over 10% every year since the enactment of ?Drinking Water Management Act?in 1995, and Korean mineral water reached approximately five hundred sixty billion-won in 2011. As a result, drinking water industries and market have become very highly competitive place of foreign as well as domestic mineral water companies. Korea has also become an attractive market of large mineral water companies of major developed countries such as the USA, France, etc., particularly according the market opening because of WTO and FTAs. Moreover, in recent years, import into and sales in the Korean market of bottled mineral water goods produced by large mineral water companies of the USA and France have rapidly increased. Besides, It is expected that the access of these foreign large mineral water companies to domestic market will be propelled more actively. Above-mentioned changes surrounding trade environment and conditions of drinking water market urges to all-round review of Korean drinking water industries and market, through which institutional base should be established for advancement and competitiveness reinforcement of domestic industrial structure and companies of drinking water. Accordingly, this paper, starting from the consideration on existing regulations concerning Korean drinking/bottled mineral water industries, reviewed the effects of FTAs on the domestic industries and market of drinking water and suggested normative countermeasures on them. From this study, the authors drew the conclusion that the modification of existing legal system of domestic drinking/bottled mineral water industries, corresponding to the current changes surrounding trade environment and conditions, should be performed in the following directions: ① expansion of domestic industrial infrastructure preparing for market- opening pressure, ② establishment of integrated support and management system, ③ construction of environmentally-friendly base of industrialization, and ④ rational modification of legal regulations for of drinking/bottled mineral water products and industries.
