국방중소기업의 정보시스템 도입의 성공 요인에 관한 실증적 연구 = An empirical study on the success factors for the introduction of defense small and medium-sized enterprise information systems

국문 초록 (Abstract)

국가 방위산업은 국가안보와 직결되는 무기체계 및 일반군수품을 생산하는 분야로써, 시중에서 유통되지 않는 군이 요구하는 특수한 규격의 제품을 생산하는 산업이다. 방위사업은 자주국방의 기반이 되는 매우 중요한 핵심적인 영역으로써 국가예산의 6% 이상을 차지하는 국가경제와 매우 민접한 관련이 있는 분야이다. 그러나 최근 방위사업에 관한 계약과 관련하여 원가의 과다 계상, 하도급 업체와 이면거래를 통한 가격 부풀리기 등 부정비리가 지속적으로 발생하고 있는 등의 문제점이 발생하고 있는 추세이다. 이에 방위사업청에서는 ‘원가회계검증단’을 신설하고 방산원가에 대한 투명성을 제고하기 위해 원가자료 제출을 의무화하고 있으며, 이에 따라 국방중소기업의 원가관리업무에 대한 중요성이 날로 커지고 있는 추세이다. 대부분의 국방중소기업의 경우 영세한 환경으로 인력과 시스템이 미비하고 방산원가에 대한 전문성이 부족하여 실수와 착오에 의한 부정확한 원가자료 제출 등의 가능성을 내재하고 있다. 이에 국방중소기업에 대한 효율적인 원가관리를 위한 정보시스템 도입이 중요시되고 있으며, 이에 대한 지원방안의 필요성이 대두되고 있다. 그러나 아직까지 국방중소기업의 체계적인 원가자료 관리를 위한 정보시스템 도입에 관한 연구가 부족한 실정이다. 그동안 학계와 산업계에서 기업의 정보시스템 성공적 도입에 대한 많은 연구들을 지속적으로 수행되어 왔으나 대부분이 정보시스템 도입을 통해 경영혁신과 생산성 향상의 성공을 거둔 기업을 대상으로 한 사례연구가 주로 수행되어 왔다. 성공적인 정보시스템 도입을 위해서는 기업의 입장에서 초기에 목표했던 성과를 이루기 위해 중점 관리 대상인 핵심 성공요인의 식별, 정보시스템 도입의 성과를 주로 어떠한 차원에서 평가 할 수 있는지에 대한 실질적인 성공요인 식별을 위한 실증적 연구가 필요하다. 본 연구는 정보시스템 도입과 관련한 기존의 문헌연구를 바탕으로 각 연구문헌이 제시한 기업 정보시스템 도입의 핵심 성공요인을 바탕으로 국방중소기업의 정보시스템 도입 성공요인을 연구하기 위한 연구모델을 제안한다. 제안하는 연구모델은 이미 정보시스템을 도입한 국방중소기업에게는 지속적인 업무재설계 수행을 돕는 관리지침을 제공하고 새로이 정보시스템을 도입하려는 국방중소기업들에는 정보시스템 도입을 성공적으로 수행 할 수 있는 기초와 근거를 제공을 목적으로 한다.

다국어 초록 (Multilingual Abstract)

National defence industry is the field of industry where enterprises produce weapon systems and general munitions which are not circulated in a general market and have to meet unique specifications required by the military services. It plays an essential part of enhancing the nation’s independent defense, and considered as the core part of the national defense, taking over 6 percent of the government budget. However, recently, fraud scandals related to defense programs such as excessive cost accounting, price-fixing among subcontractors, and dual contracts have been occurring consistently. To promote transparency for its cost accounting systems, the Defense Acquisition Program Administration(DAPA) established ‘Cost Accounting and Verification Group’ requiring defense companies to mandatorily submit a cost accounting data if they want to participate in a bid. Therefore, the importance of cost account management for small and medium-sized defense enterprises is growing. In case of small and medium-sized defense enterprises, the possibility of submitting inaccurate cost data is high due to the lack of appropriate personnels and system and merely mistake/error from unsophisticated environment and lack of expertise in defense cost.
In this regard, it is important to support them by introducing an information system which will improve their efficiency of the cost management. However, there has been insufficient amount of researches done regarding the introduction of cost management information system for the small and medium-sized defense enterprises. Furthermore most of the researches have been focusing on case studies analyzing companies that made successful managerial innovation or improvement of productivity through cost management information system.
For the successful introduction of information system, from the companies’ perspective, it is necessary to conduct an empirical study on the critical success factors and research how we can analyze the outcomes of information system’s introduction and critical success factors. This doctoral dissertation suggests a new model implementing a successful cost accounting information system based on the analysis of actual proof in carrying out a survey targeting defense or information system experts and research literatures.
The purpose of this doctoral dissertation is to propose a reasonable cost accounting information system model and to provide a guidance on continuous Business Process Re-engineering(BPR) for the small and medium-sized defense enterprises that have already adopted the information system and basis and foundation to successfully introduce information system for those that plan to introduce the new information system.
