본 논문은 한국의 대표적인 고등교육 ODA 사업 중 하나인 국제협력선도대학육성지원사업(국제협력선도대학사업)의 성과에 미치는 영향요인을 탐색하는 데 목적을 두고 있다. 2020년 현재 사업이 종료된 6개 사업단을 연구대상으로 하였다. 국제협력선도대학사업이 여러 인적·물적 요소 간 상호작용을 통하여 사업이 진행된다는 점, 사업현장인 개도국의 정치, 경제, 사회, 문화 등 맥락적 요소들을 감안해야 한다는 점, 기존 자료에서는 드러나지 않은 사업 성과 영향 요인이 있을 가능성이 높다는 점 등을 고려하여 질적 연구방법을 적용하였다. 사업단 관계자, 컨설팅 및 평가에 참여했던 전문가, 정부 및 전문기관 관계자 등을 대상으로 한 심층면담을 실시하였다. 심층면담을 통해 수집된 자료는 Colaizzi의 질적 방법론을 적용하여 분석하였다.
그 결과, 각 항목별로 강조되거나 반복적인 의견을 찾아내 중심현상(요인)을 도출하였고, 이를 의미 구분과 범주화를 통하여 요인들을 압축․재정리하였다. 이어 변화이론의 세 가지 관점인 시간의 흐름(사업시기) 관점, 행위자(참여주체)의 역할 관점, 제도 관점을 재구조화하여 중복되거나 유사한 요인을 제거한 후 최종적인 사업성과 영향요인을 도출하였다.
이러한 과정을 거쳐 최종적으로 국제협력선도대학사업 성과 영향요인은 총 15개로 압축되었다. 사업개시 전에는 ①[사업단] 현지상황에 대한 이해와 수요조사, ②[사업단-협력대학] 상호이해와 협력기반 구축, ③[우리 정부 및 전문기관] 역량 있고 준비된 사업단의 선정을, 사업기간 중에는 ④[사업단] 사업단장과 현지 PM의 역량과 헌신, ⑤[사업단] 구성원들의 사업몰입 및 문제해결 능력, ⑥[사업단-협력대학] 성과목표 공유 및 견지, ⑦[소속대학] 사업(단)에 대한 이해와 지원의지 및 역량, ⑧[협력대학] 사업에 대한 관심과 호응, ⑨[우리 정부 및 전문기관] 사업단과의 소통 및 제도적 지원 강화, ⑩[전문가 그룹] 문제해결 및 사업의 방향 제시를, 사업종료 전후에는 ⑪[협력대학] 주인의식 및 자립노력, ⑫[협력대학-사업단] 교수임용, 학생취업 등 성과창출 및 홍보, ⑬[협력대학-사업단] 자립적 학과 운영을 위한 행정체계의 확립, ⑭[협력국 정부] 협력대학에 대한 현지 정부의 행정적․제도적 지원을 각각 사업성과 영향요인으로 도출하였다. 제도 관점의 요인은 ⑮[사업단] 우리 정부/전문기관이 제공하는 각종 제도에 대한 수용도 및 활용도이며, 사업개시 전부터 사업종료 전후에 이르기까지 전체 기간을 아우른다.
국제협력선도대학사업의 성과 제고를 위해 우선, 각 주체들이 투입에서 장기결과에 이르는 각 성과단계별 영향요인을 고려하여 사업에 참여할 필요가 있다. 둘째, 역량 있고 준비된 사업단을 선정할 수 있도록 관련 제도의 개선이 필요하다. 셋째, 사업 현장에 방문 및 체류하는 인력에 대한 지위와 안전 확보를 위한 노력이 필요하다. 넷째, 검증된 전문가들이 컨설팅 위원이나 성과평가 위원으로 참여할 수 있도록 관련 제도의 개선이 필요하다. 다섯째, 사업단과 협력대학의 지속가능한 협력을 장려하기 위해 사업단이 교육과 연계된 연구네트워크 프로그램을 운영할 수 있도록 정책의 방향을 개선할 필요도 있다. 마지막으로 중기결과 및 장기결과를 측정할 수 있도록 ‘영향력 평가’의 도입도 고려할 필요가 있다.
본 논문의 연구 결과는 학술적으로는 고등교육 ODA 사업의 성과 영향요인을 국제사회의 개발협력 성과이론을 바탕으로 탐색했다는 의의를 지니고 있으며, 실무적으로는 기존 사업단과 새롭게 진입하고자 하는 사업단은 물론 정부와 전문기관에게 사업을 성공적으로 이끌기 위한 기초 자료로 활용할 수 있다는 점에 의의가 있다.
This study aims to explore the factors affecting higher education ODA results focusing on Leading University Projects for International Cooperation. The research target is 6 project teams which ended their programs as of 2020. This study adopted a qualitative research approach considering interaction among personal/material resources, political, social, and cultural contexts of partner country, and the possibility of finding potential factors outside of existing literature.
This study conducted in-depth interviews targeting three groups : project team leaders, consultants and evaluators, and government and funding agency officials. These qualitative approaches were designed and executed on the basis of ‘Theory of Change’, one of main results-based management theories for development cooperation programs in the global society, which gives the three perspectives including timeline, change agents, and enabling actions conducive to exploring factors affecting the results of projects.
This study identified underlined or repeated opinions and presented core phenomena for each question item and then synthesized the factors through categorizing those opinions on the basis of Colaizzi’s qualitative research method. In conclusion, it presented final 15 factors affecting the results of the projects by restructuring the three aspects(timeline, change agents, and enabling actions) in a holistic approach and removing similar or overlapping factors.
Before the project, there are three factors : ①(the project team)conducting demand survey : the state of political, economical, social, cultural, institutional, administrative process aspects, and the needs in the partner country and university, ②(the project team and partner university)building networks from long before and mutual understanding, and ③(our government and funding agency)selecting a well prepared and qualified team. During the project, there are seven factors : ④(the project team needs)PI’s and PM’s devoting their time and capacity in the project, ⑤(the project team and partner university)sharing and keeping the objectives and goals of the project until the end of the project, ⑦(project team’s affiliated university)understanding and assisting its the project team with human and material resources, ⑧(partner university)attention and response to the project as the partner, ⑨(our government and funding agency)communication with the project teams and institutional assistances to them, ⑩(Consultants & evaluators)presenting solutions to the problems and the alternative direction for the projects. Before & after the end of the project, there are four factors : ⑪(partner university)leading the project with ownership and self-reliance, ⑫(partner university and project team)creating and publicizing results such as employing faculty members, student employment, etc., ⑬(partner university and project team)establishing the administrative system for fostering and securing professors, recruiting students, curriculum development, and so on, ⑭(partner country government)supporting the project through legalization of relevant institutions. Finally, throughout the whole duration, ⑮the project team has to accept and utilize all kinds of policies and institutions provided by our government & funding agency.
This study proposed several suggestions for improvement in a holistic approach. Firstly, all participants of the project have to ① prepare for and play their roles in the project by utilizing factors affecting the research chains from input through impact. Secondly, our government and funding agency have to ②improve the selection process and system in order to attract and select well-prepared and competent project teams, ③introduce the relevant institutions to protect the project participants staying in partner country from vulnerable security and health state, ④appoint eminently qualified experts to be consultants and reviewers, ⑤offer the opportunity for project teams to carry out the research network programs closely linked with education, ⑥adopt ‘impact assessment’ for the projects five years after termination to check and monitor the outcomes and impacts of the projects.
This study can contribute to exploring the factors affecting the results of Leading University Projects for International Cooperation on the basis of theory of change. On the other hand, this study can serve as a guide book for the university (teams) preparing to enter the project or existing project teams as well as government and funding agencies.
