What's happening now in Europe while we are turmoiled by the continuous internal problems? How is this world going towards 21st century? "The international struggles among classes have already finished", said the Minister of Foreign Affairs of USSR a few days ago, Don't Americans and Russians shake hands in the disarmament field behind the formal theater of international competition?
In Korea, there have been so few sources about the European Integration Movement that we could not have acknowledged what EC means exactly. Nowadays, this is called European Union that can be understood as Unification Movement of Federal Movement in Europe. Until the first of January of 1986 when Spain and Portugal entered the EC, it seemed to me that evne the Korean agents in those countries could not catch up with what;s going on with EC, or may be until now.
Briefly speaking, the European Integration Movement is going to get to the last stage or front of European Unification before the 31st of December, 1992. The European Single Act which was approved in 1985 is going on for this goal. Does it have anything to do with us? Surely! Europe will be, exactly speaking, now a big single common market. What is Common Market then? Economically, it can be understood as a state with a frontier and with common economic foreign policies. Moreover, European Single Act goes much beyond the economic affairs to the socio-political fields. It is spilled voer from the economic acconts to political integrations, possible to the United States of Europe.
This sign throws us very cautious attention. First, the international society faces with a new situation. Losing the bipolar system, we will confont with international multipolar system in the sense of economic bloc in the 21st century : more than 5 economic blocs according to Le Monde ; Europe, USSR and its Asia. But, if we comprise Latin America, Africa and Middle East in the long terms, there will be 8 economic blocs. Second, in the light of Center-periphery relations, while Europe is achieving success it's valuable to pay attention to the Integration Movement in Third World, say Capitalist Nations in Periphery. Africa, Asia and Latin America especially have been immitating the International Regionalism after World War Ⅱ. For example, Common Market of Latin America(ALALC, ALADI), of Central America, of Caribe and Andean Common Market(Pacto Andino) are those cases. As I have mvestigated the Andean Case, there were processes of advance and retreat, but in conclusion they couldn't escape from the actual international economic order ; in other words, from the dependency. With the internal problematical socio-econo-political structure, the acutal international structure makes them digging in the dependency. "Integration" or "Unification" is nearly nothing but "bonbons et chocolates" in the speeches of politicians in those countries, only to fail. Why? Because they are underdeveloped. more serious is the dependency. This can be noted in other regions. Who is responsible? Capitalism? Industrial Revolution? Or all mankind? Or their own blame? I will atribute to ourselves ; all mankinds.
Third, on the hypothesis that the Center has been moving from the Atlantic to the Pacific and that the ideologies could not be the principle criterian in the international relations, what can we learn from the lesson of European Ideal and how can we apply the Intergration Movement to the reality where the World will be destined to divide itself in economic blocs? Do we need our own economic bloc-? Why not, so far as we can not discard the capitalism which is the reality! And how? With a bridge head of Asian Common Market like European Movement. Who will lead it? It maybe the hasty conclusion but it seems practical between Japan, Taiwan and Korea. These three nations should be spear-head of Asian Integration Movement. Why these three nations? They are more integrated in culture, language, economy and communication. Above all, the political regimes are similar. What can we get from this Asian Integration Movement? Dependency upon Japan? We must evade with all cost the dependency. We can be free from the risk of Economic Panics and from the dangerous fluctuation constituting our own sufficient market. Who are afraid of the 1992 of Europe? and who will be afraid of the Triple Common Marketin the East Asia when it is in full function? When all the Asians constitute a single common Market after the preparatory process of cooperation in the technology, agriculture, industry or fishery, etc, who will be afraid of Asia? We are not puzzled by European economic foreign policies nowadays? Let's not forget that Integration comrises the national autonomy from the beginning.
Finally, there has been a corelation between the level of European Integration and the possibility of Unification Movement in Germany. It means that the more integrated the EC, the more effective can be the unification politics. What does it mean for us? The more developing the Asian Integration Movement, the more the possibility Korean Unification Movement? Nevertheless, there wait many problems which will drag down the Integration Movement for with the Triple Common Market : competition between economic sectors, the necessity of Integration Movementists in the economic, law, politics and sociology. Most of all, it needs more triple-cooperaton putting to account the existant ASEAN, ASPAC and other organization in order to have Triple Common Market. And it's needless to say that the politicians and the entreprisers ought to follow the Integrational ideal, a priori, in each nation.
