This thesis is about Goryo Dynasty's Gisulgwan's(technical officer of Goryo) responsibilities and role. Their responsibilities differed depending on their expertises. Euigwan was a medical officer of the time and their responsibilities were curing disease of the king, the royal family, and common people. Therefore their responsibilities were mostly related to curing the sick. Yokgwan was selected for their abilities to speak another language. Their work mostly involved in international relation activities. Ilgwan observed and recorded every natural phenomena and disaster. Based on these observation, they foretold the nation's future and served as a fortuneteller who prepared against bad fortune. Yulgwan contributed to maintaining the national order. Sogwan worked as a historian and also contributed to the nation's cultural affairs. Sangwan also played an essential role in processing works related to nation's economy and financial affairs.
When looking into the roles of Gisulgwan, Euigwan cured the sick and relieved the poor in order to attain the king's benevolent policy for the people. Also, they contributed in advancing medical science and promoted stability of the society. Yokwan served as mediator in foreign relation and promoted nation's advantage. Also, they contributed to Goryo's social status change. Ilgwan based on natural phenomena foretold the king's political crisis and gave advice to the king so he may prepare ahead and avoided it. They were also in charge of public welfare policies in order to gain public's heart. However, in times of political uproar, they took sides and rationalized the view of their favoring political party. However, they played an important role in advancement of Goryo's astrology. Yulgwan maintained country's laws and regulations and stabilized the society.
Gisulkwan of the Goryo dynasty was public officials who were in charge of national administrative work. They were essential in running the country and they played an important role in leading the Goryo society.
