Generally speaking, "diplomacy" means negotiations and management of relations between nations. It also means tact or techniques in negotiations, and in personal relations it means ability or technique to manage relations between person and person. And, today, management of international relations is conducted according to the international law arid the principle of equality of all nations.
However, in ice Orient the concept of diplomacy was different from that of the West. The nations in the Eastern Asia had a Confucian international order centered or China. These Eastern Asian nations accepted the Confucian's Five Fundamental Principles of Human Relations as the principles of human conduct, and based all human conduct, including diplomacy, on li which covers conduct of person, nation and international relations.
In the Far East, world meant an extended family, and to rule meant to make things correct and right according to the Will of Heaven, and the will of heaven was to be carried out by the Son of Heaven who ruled with the mandate of heaven and according to li. The Chinese emperor as Son of Heaven should be example and should educate the people with virtue and li and bring about harmony between man and the universe,
In this world order, the concept of diplomacy was to follow the li, and it was the diplomacy of tributary relations or the superior-inferior status relations. The traditional diplomacy of the Orient was to maintain this international li, and the snail nations or tributary nations regarded China as the father or elder-brother nation and respected and followed great nation China. And the great nation China in turn treated small nations with love as the father of a family treats his son or elder-brother treats his younger brother. Therefore, the emperor of China represented not only China but the Confucian world, and he, representing the Heaven, was to maintain natural world order.
The li in the Korea's diplomacy was the tributary li, and Korea's diplomacy was to maintain this li with China by sending tributary missions, receiving Chinese Emperor's approval of King's status, using Chinese calendar and reign name, etc. The li in the tributary relations was to prevent struggle and conflict between China and other tributary nations, and through trust and cooperation, peace and harmony were maintained between them.
The tributary li, therefore, was something like international law in modern international diplomacy, and the Confucian world was similar to the Catholic world or Islamic world, and the emperor of China was something like the Pope of Catholic world or the Caliph of Islamic world. Thus Emperor of China as Son of Heaven was the highest ruler of China and the Confucian world, and in the Confucian world there was no modern international law. There was no need for such law because the tributary li was the law of international relations in the Confucian world.
Therefore, in the traditional concept of East Asian diplomacy there existed neither international law nor equality of nations, and there was no concept of modern "state" or "sovereignty" . Thus, in the Confucian world. as long as tributary li was properly performed between China and tributary nations, there were no international problems, and China and the tributary nations followed very strictly their tributary li in their diplomacy as the international laws are observed and obeyed by the states in modern diplomacy.
In conclusion, the concept of diplomacy in traditional Korea was to observe and follow the tributary li, and its diplomacy was to follow the li in the Confucian order, and in practice Korea's diplomacy was to maintain tributary relations with China which was the center of the world and whose emperor was The Son of Heaven and the father of Confucian world family.
