6세기 前半 백제의 對가야·왜 정책 = The foreign policy of Baekje toward Gaya and Wa in the first half of 6th century
This paper examines how foreign policy of Baekje(百濟) toward countries of Gaya(加耶) and Wa(倭) has been developed in the process of Baekje's advance into Gaya in the 6th century, And examines also what kind of results it has produced. In this period, Baekje’s foreign policy toward both were closely linked with each other. The basic goal was to dismantle the relationship between Gaya and Wa so that Wa would not become an obstacle to the Baekje’s advance into Gaya.
In the 6th century Baekje’s advance to Gaya began in 512. Baekje extended its power to Kimun(己汶) and Daesa(帶沙). And clashed with Daegaya(大加耶). Baekje tried to improve the relationship with the Wa before the confrontation with Daegaya. Diplomatic activities such as dispatching royal families and providing advanced artifacts have been successful. Wa rejected the request of the Daegaya for salvation, and supported Baekje with military supplies and troops. Baekje secured the Seomjin River(蟾津江) basin based on the success of the diplomacy with Wa.
Anra(安羅) had have a sense of crisis with the advance of Baekje, and tried to find a solution in a diplomatic way. Anra invited the envoys of Baekje, Silla, and Wa by holding an ‘Anra international conference(安羅國際會議)’ in 532. Baekje was actively participating in the conference by dispatching high-ranking officials to expand its influence. However, in order to protest the advance of Baekje, Anra neglected envoys of Baekje and held a conference with Silla and Wa’s messenger.
This diplomatic attitude of Anra seems to have been made in connection with Wa. At that time, Wa had to maintain stable exchanges with the Korean Peninsula for social stability. If the situation of the Nakdong River(洛東江) basin became confused with the Silla’s expansion, Wa’s trading network could be damaged. So Wa wanted to intervene in the relationship between Gaya and Silla. Wa tried to mediate between Anra and Silla by attempting to improve relations with Silla. Anra made friendship with Silla with Wa for the purpose of checking Baekje using Silla.
In order for Baekje to resume its advance into Gaya, it was necessary to dissolve the relationship between Anra and Wa. Means of Baekje was a ‘Bureaucrats of Baekje from Wa(倭系百濟官僚)’. ‘Bureaucrats of Baekje from Wa’ was a Wa figure who became a bureaucrat in Baekje. They were mainly used in Baekje’s foreign policy toward Gaya and Wa from the 540s to the mid 550s.
‘Imnailbonbu(任那日本府)’ carried out the core diplomacy of Anra and Wa in the 540s. Although the nature of the ‘imnailbonbu’ is still controversial to this day, this study have seen it as an emissary or government official dispatched by Wa. They stayed in Anra and had diplomatic activities. They served as a bridge between Anra and Wa. Baekje hosted ‘Sabi international conferences(泗沘國際會議)’ in order to counteract the activities of ‘Imnailbonbu’ because they had developed pro-Silla diplomacy. Baekje said he would protect the countries of Gaya from Goguryeo(高句麗) and Silla. Baekje also distributed advanced artifacts acquired through exchanges with China.
Wa changed its attitude first. Anra felt a sense of crisis due to the change of Wa’s attitude. Anra tried to suppress Baekje using Goguryeo. However, the plan failed and the influence of Baekje became more firm. Since then, the activities of the ‘Imnailbonbu’ have been virtually neutralized, and Baekje has a firm edge over the Gaya. As a result, Baekje was able to mobilize Gaya and Wa’s army in the war against Goguryeo and Silla. Baekje tried to use the Wa’s army to control Gaya’s army. This can be confirmed through preparation of the Battle of Gwansanseong Fortress(管山城).
Considering these points, it can be concluded that Baekje’s foreign policy toward Wa was the basis for foreign policy toward Gaya. And then both policies were closely linked to each other. Baekje needed the success of the foreign policy toward Wa for the success of the foreign policy toward Gaya.
On the other hand, the success of the foreign policy of baekje toward Gaya and Wa gave a sense of crisis to Silla, whith resulted in Silla attacking Baekje in cooperation with Goguryeo. Baekje attacked Silla with the Gaya and Wa coalition. Baekje, however, lost control of countries of Gaya because of its defeat in Gwansanseong Fortress. Silla expanded its power by securing the Gaya and began to compete with Baekje and Goguryeo in earnest. The foreign policy of Baekje toward Gaya and Wa was a factor influencing the emergence of the new international situation that the three kingdoms confronted one another.
본 논문은 6세기 前半 백제가 가야로 진출하는 과정에서 가야 諸國과 왜에 대해 어떤 대외정책을 전개했으며, 그것이 어떤 결과를 낳았는지 살펴본 글이다. 이 시기 백제는 가야와 왜의 교류관계를 고려하여 對가야 정책과 對왜 정책를 연계하여 전개했다. 그 기본골자는 가야진출에 왜가 장애가 되지 않도록 가야와 왜의 관계를 해체시키는 것이었다.
6세기 백제의 가야진출은 512년부터 본격화됐다. 백제는 섬진강 유역의 己汶‧滯沙로 진출하는 과정에서 大加耶와 충돌했다. 백제는 왜가 大加耶의 편에 서는 것을 막기 위해 왕족외교, 선진문물 제공 등을 통해 적극적으로 포섭해갔다. 왜가 대가야의 구원요청을 거절하고 백제에게 군수물자와 병력을 지원해 줌으로써, 백제의 정책은 성과를 거두었다. 왜의 지원을 받은 백제는 대가야를 제압하고 섬진강유역 진출에 성공했다.
安羅는 백제의 세력 확장에 위기의식을 느껴, 외교를 통해 해법을 찾고자 했다. 이에 532년 ‘安羅國際會議’를 개최하여 백제, 신라, 왜의 사신들을 초빙했다. 백제는 회의를 이용해 영향력을 확대할 계획으로 고위직 인사들을 파견해 적극적으로 참여했다. 그러나 안라는 백제의 진출을 항의하는 차원에서 백제사신을 홀대하고 신라, 왜의 사신과 회의를 진행했다.
안라의 친신라 외교는 왜와의 연계 속에서 정립되었다. 당시 왜는 국내의 사회적 안정을 위해 한반도와의 교류를 안정적으로 유지해야했다. 신라가 가야로 진출하여 낙동강유역의 정세가 혼란해지면 왜의 기존 교역망이 훼손될 수 있었기에 왜는 가야와 신라의 관계에 개입하고자 했다. 왜는 신라와의 관계개선을 시도하여 안라와 신라 사이를 중재하고자 했다. 안라는 신라를 이용해 백제를 견제하려는 목적으로 왜와 함께 신라와 친선을 맺었다.
백제는 가야진출을 재개하기 위해 안라와 왜의 관계를 해체할 필요가 있었다. 이때 倭系百濟官僚가 등장한다. 왜계백제관료는 왜계 인물로서 백제의 관료가 된 자로 540년대∼550년대 중반에 걸쳐 백제의 對가야‧왜 정책에 기용되었다. 이들의 활동은 540년대 중엽을 기점으로 나누어져 전반에는 안라‧왜의 친신라 경향을 타파하기 위해, 후반에는 청병외교를 위해 활동했다.
540년대를 전후해서 안라와 왜의 친신라 외교를 핵심적으로 수행했던 것은 ‘任那日本府’였다. ‘임나일본부’의 성격은 현재까지도 논쟁적이지만, 이 글에서는 大和政權에 의해 파견된 使者 혹은 官人으로서 안라에 체재하며 외교 분야에서 활동했다고 보았다. 이들은 왜와 안라를 연결시켜 주는 가교 역할을 수행했다. ‘임나일본부’의 친신라 외교에 대응하는 한편 가야 제국에 대한 영향력을 확대하기 위해 백제는 541년과 544년에 ‘泗沘國際會議’를 개최했다. 백제는 고구려와 신라에 대한 위협을 강조하여 가야 제국의 보호를 위해 자신의 관여가 필요함을 역설했다. 梁과의 교류로 획득한 선진문물을 제공하며 설득하기도 했다.
먼저 태도를 바꾼 것은 왜였다. 왜의 태도변화에 안라는 위기의식을 느꼈고 ‘임나일본부’를 통해 고구려를 끌어들여 백제의 진출을 억제하고자 했다. 그러나 고구려군은 패배했고 안라와 고구려 사이의 密約도 공개되었다. 예기치 못한 상황에서 왜는 ‘임나일본부’에 대한 보호를 사실상 포기했고, 백제는 ‘임나일본부’를 무력화했다. 동시에 백제는 가야 제국에 대해서도 확고한 우위를 점한 것으로 보인다. 그 결과 백제는 고구려, 신라와의 전쟁에 가야의 군대를 동원할 수 있었다. 管山城 전투의 준비과정을 보면 백제가 가야군의 통제를 위해 왜군을 이용하는 모습도 확인 가능하다.
이러한 점들을 고려했을 때 백제의 對왜정책은 對가야정책을 위한 밑거름이었으며, 양 정책은 서로 긴밀하게 연동되어있었다고 결론 내릴 수 있다. 백제는 對가야정책의 성공을 위해 對왜정책을 구사했던 것이다.
한편 백제의 對가야‧왜 정책의 성공은 신라에게 위기감을 주어, 신라가 고구려와 협력하여 백제를 공격하는 결과를 낳았다. 백제는 가야‧왜와 연합군을 구성하여 신라를 공격했지만, 관산성에서 패배하여 가야 제국에 대한 주도권을 상실했다. 신라는 가야 제국을 확보함으로써 세력을 다졌고, 백제‧고구려와 본격적으로 경쟁하기 시작했다. 백제의 對가야‧왜 정책은 삼국의 정립이라는 새로운 국제정세의 탄생에도 영향을 준 요인이었던 것이다.
