고려인의 인권 보호 제고 방안 = Plans for Improvement of the Protection of Human Rights of Koryoin

Koryoin living in regions such as Russia and their lineal descendants receive various legal protections as 'Foreign Koreans' pursuant to Article 2, Number 2 of the Law on the Immigration and Legal Status of Overseas Koreans in Korea and Article 3 of the Enforcement Decree of the same law. However, there are still several problems that are somewhat insufficient in terms of human rights protection for these Koryoin and their lineal descendants. Accordingly, three desirable Plans of improvement are presented to enhance various human rights protection for these Koryoin and their lineal descendants in the future.
First, regarding the general naturalization requirements under Article 5, Paragraph 5 of the Korean Nationality Act, it is desirable to further ease the degree or level of testing and measuring basic knowledge as a Korean citizen, such as understanding the Korean language ability and Korean customs, to improve the nationality acquisition more easily than before.
Second, the Korean government etc., support for Koryoin residents should actively provide “Free Professional Interpretation Services” when they visit various public institutions, government offices, or hospitals, and improve “Real-Time Counseling Services in the Form of Online and Offline Counseling Services” in various fields such as other laws, labor, and psychology.
Third, insufficient or insufficient problems with the protection of the human rights of Koryoin related to the education of their children and identity confusion should be improved to actively support the children of Koryoin by hiring a new “Language Teacher for Koryoin” in education-related facilities of a certain size or larger in various education-related laws, and to actively expand and strengthen “Free After-School Care Classes” and “Learning Mentoring Programs” for the children of Koryoin. The Korean government etc., should carry out “Campaigns” or “Culture Festival Events of Koryoin” to resolve or overcome social discrimination and prejudice against Koryoin residents in Korea to improve their national identity.
