Coordination among departments has always been a problem for government, but it has become a more prominent concern in recent years. It is because public policy problems are cross-cutting, so that actions of one department or organization affect the programs of others, making it difficult to contain within the boundaries of the conventional ministerial structures. As policy issues coming into governments became more complex and interrelated with each other, the needs for coordination grew exponentially.Given that the cross-cutting problems are largely unprecedented, there are not the institutional structures available to cope with them directly. The usual case is that there are a number of institutions responsible for a part of the problem or another, but none responsible for it in its entirety. This presents the problem of coordination. It also presents the problem of obtaining a more holistic conceptualization of the problem that is more than a piecing together of the partial definitions presented by each department.Governments therefore must develop innovative mechanisms for coping with these issues. In particular, these issues appear to call for putting issues and institutions together, while much of the policy thrust for the past decade has been to disaggregate policies and administrative hierarchies.Against this backdrop, the purpose of this study is to find out major causes of intergovernmental conflict that have a significant impact on the shape of public policy, and to explore various strategies to enhance coordination ability among departments and problems of the central government. A survey was conducted to collect data for a quantitative analysis. For the survey sample, 640 civil servants from 15 departments of the central government were randomly selected. The data was analyzed by using some of SPSS subprograms such as Frequencies, Cross-Tabs, and Discriminant Functions.Based on findings of the survey results along with the case study results, it is recommended, among others, that the establishment of a information management system that can provide policy makers with policy relevant information in a readily usable form in accordance with policy issues across departments. Having right information in right place and right time reduces uncertainty and risk in decision making. Likewise, information that is available to policy makers in a readily usable form would enhance quality of policy making as well as coordination capabilities among government departments.
