수정법 보완에 따른 수도권 자연보전권역의 관리방향

The objectives of this paper are to analyze management situation of the Natural Conservation Area (NCA) in capital region and to suggest some measures for management improvement and residents in this area.
The problems of NCA management are as follow. ① The NCA has been categorized unreasonable geographical scope which is not proper defined by the objective article of the Capital Region Arrangement Planning Act(CRAPA), but by the administrative opportunism. ② The overlap of regulations covered this area occurs many civil appeals and ineffective administration demand. ③The overlap of regulations is at bottom of the reason on the underdevelopment of the area compare with other local cities or counties in Gyeonggi Province. ④ The regulation covered this area occurs the problem of equity among local governments.
It is to suggest some management measures for solving of these problems on the NCA. Firstly, the geographical scope of NCA should be rearranged along the waterway of Han River. Secondly, regional disparity between the local autonomies in NCA and the others should be relieved by deregulation and promotion of regional economic activities in this area. Thirdly, the urbanized area in NCA needs to be deregulated. Fourthly, the management of NCA should be changed from top-down style by government regulation to bottom-up style through listening and collecting of resident desires. Fifthly, the NCA should be managed two targets of sustainable development and environmental conservation. Finally, the NCA should be managed to minimization of conflicts among interest autonomies in capital region.
