미군정기 경제상황과 여순사건의 사회경제적 배경 – 순천지역을 중심으로 = Economic Situation on the U.S. Military Government Period and the Socio-Economic Background of the Yeosun Incident - Focusing on the Suncheon Area

The purpose of this study is to analyze the background of the participation of the popular class who participated in the Yeosu-Suncheon(Yeosun) incident(旅順事件). The Yeosu-Suncheon incident is not a case in which only 14th Regiment members were the main agents, but also has meaning as a public uprising in Yeosu and Suncheon. This public participation requires a clear analysis not only of the situation in which the public saw, but also of the experiences and perceptions before the incident. Existing studies on the participating class of the Yeosu-Suncheon case revealed that “anti-police (anti-police consciousness)” and economic conditions were one of the main reasons for public participation, but this was also conducted without sufficient analysis of the economic situation of the existing U.S. military period, especially regional conditions.
Therefore, this study first examined the economic situation of the U.S. military period, which was developed before the government was established. Just as the experience of Japanese colonial era influenced the later history, the socio-economic background and historical experience of the U.S. military period greatly influenced the public's perception. In this process, the Japanese colonial era control economic policy and the rice collection policy were reenacted even during the U.S. military season, and the public's antipathy toward the police as an enforcement body for rice collection continued. In particular, Jeollanam-do achieved a collection rate of 86.5%. In addition, during the period when the production of mixed grains decreased significantly, the collection of river valleys in Jeollanam-do came as a greater burden on farmers.
The ratio of tenant farming and self-growing farmers to the total number of farmhouses in Suncheon area reached 89.8%. This means that most farms in Suncheon belong to tenant farmers. It is clear that the actual state of rice production due to rice collection had a greater impact on tenant farmers, and from this, it can be inferred that most farmers in Suncheon at that time had a negative perception of rice collection. This socioeconomic background became the background for the public's participation at the time of the Yeosu-Suncheon Incident.

국문 초록 (Abstract)

여순사건은 14연대원만이 주체였던 사건이 아니라, 여수⋅순천지역의 대중항쟁으로서의 의미도 갖는다. 본고는 여순사건에 참여했던 대중계층의 참여 배경에 대해 분석하는 것을 목적으로 하였다. 대중의 참여는 대중이 목도했던 상황뿐만 아니라 사건 이전부터의 경험과 인식에 대해서도 분석의 필요성이 제기된다. 여순사건의 참가계층에 대한 기존 연구를 통해 ‘경찰집단에 대한 반감(반경의식)’과 경제적 상황이 대중의 참여에 주요한 원인 중 하나였음이 밝혀졌지만, 이 역시 기존 미군정기의 경제적 상황, 특히 지역의 상황에 대한 충분한 분석이 되지 않은 상태에서 진행되었다. 이에 본고는 우선 정부수립기 이전에 전개되었던 미군정기의 경제상황에 대해 살펴보았다. 이 과정에서 일제강점기 통제경제정책과 미곡수집정책이 미군정기에도 그대로 재연되었고, 미곡수집 집행 기구로서의 경찰에 대한 대중의 반감 역시 지속되었다. 특히 전라남도의 미곡수집율은 86.5%에 이르렀다. 더불어 전라남도의 하곡수집은 농민들에게 더욱 막대한 부담감으로 다가왔다.
순천지역은 전체 농가호수 대비 소작과 자소작농가 비율이 89.8%에 이르렀다. 이는 순천 대부분의 농가가 소작농에 속했음을 의미한다. 미곡수집으로 인한 공출이 소작 농가에 더욱 많은 영향을 끼쳤음은 분명한 사실이고, 이를 통해 당시 순천의 대부분 농가들은 미곡수집에 대해 부정적 인식을 갖고 있었음을 유추할 수 있다. 여순사건 당시 대중들의 참여에는 이러한 사회경제적 배경이 주요하게 자리하고 있다.
