새마을 ‘집단’운동의 성공 원리: 마을 간 성과 차이에 기반한 보상적 및 처벌적 선택적 유인 = Success Principles of the Saemaul Collective Movement: Rewarding and Punishing Selective Incentives Based on the Performance Differences Between Villages

This paper examines how the Saemaul collective action was successful through ‘rewarding and punishing selective incentives’ based on economically differentiated support policy, despite the free-riding desire of individuals that exists in large-scale collective action. It can be seen that the “principle of economic differentiation” of Saemaul Undong(Movement) is in line with the gain and loss framing of ‘behavioral economics’ and the rewarding and punishing selective incentives of ‘collective action theory’. The economic differentiation principle of the Saemaul movement was served to make the Saemaul collective movement successful in Korea by effectively solving the free-riding problem.
The success principles of Saemaul Undong relies on the concerted efforts of the trinity of (i) ‘village residents’, (ii) ‘village organization’ of residents led by ‘Saemaul leader’ who monitors and prevents residents’ desire to free ride, and (iii) ‘government’ that evaluates village performance and differentiates support policies. The government adopted an economic differentiation strategy that helps only those self-help and self-reliant villages. Therefore, the intersection of the economic differentiation functions of village residents, village organizations, and government was the success factor of the Saemaul Undong.
According to the core insight of collective action theory, if large groups with a clear common interest fail to provide selective incentives to members, collective action to realize the common interest will not occur due to the members’ desire to free ride. Despite this impossibility of collective action, the Saemaul collective movement was able to succeed through the four key factors: (1) collective goods of “let’s live well”, (2) collective spirit of “diligence, self-help, and cooperation”, (3) collective service called “Saemaul spirit(mindset) education,” and (4) selective incentives of rewards and punishments based on the “performance differentiation” between villages. Thus, the Saemaul collective action is a new and practical example that shows non-failing with the powerful incentive of ‘differentiation of support policy’.
