청소년관련학과 설립과정에 관한 연구 : 명지대학교 사례를 중심으로

국문 초록 (Abstract)

본 연구는 전문성을 갖춘 청소년지도자 양성과 청소년학의 기반조성을 위해 설립된 명지대학교 청소년지도학과의 설립과정을 역사적 접근방법을 통해 살펴보았다. 본 연구에서는 명지대학교 청소년지도학과의 설립과정에서 논의한 자료와 문서를 중심으로 사료를 수집했다. 특히 정부 및 국책연구기관에서 발행된 조사결과물이나 심의회 보고서, 대학 및 부설연구소등에서 발간된 논문 및 보고서와 자료를 중심으로 사료를 수집했다. 또 인터뷰 방법을 통해 명지대학교 청소년지도학과 설립과 관련된 관계자들을 인터뷰하여 인터뷰 내용을 분석했다. 분석대상으로 명지대학교 청소년지도학과를 선정한 것은 국내에서 최초로 설립된 청소년관련학과로 대표성을 가지고 있기에 명지대학교 청소년지도학과를 선정했다. 명지대학교 청소년지도학과의 설립과정을 살펴보기 위해 설정한 연구 문제는 첫째, ‘명지대학교 청소년지도학과 설립의 배경은 무엇인가?’ 둘째, ‘명지대학교 청소년지도학과의 설립과정은 어떻게 되는가?’셋째, ‘전문성 있는 청소년지도자 양성을 위한 명지대학교 청소년지도학과의 교육과정은 어떻게 되는가?’등 이다.
본 연구의 결과를 요약하면 다음과 같다.
첫째, ‘명지대학교 청소년지도학과 설립의 배경은 무엇인가?’를 알아보기 위해 명지대학교 청소년지도학과 설립의 정책적 토대가 된 한국청소년기본계획을 살펴봤다. 한국청소년기본계획을 준비하는 과정에서 전문가와 각 행정부처, 시·도, 국민공청회를 통해 의견수렴을 하는 과정에서 전문성 있는 청소년지도자를 양성해야한다는 의견이 나왔다. 이에 전문성 있는 청소년지도자 양성과 청소년학의 기반 조성을 위해 청소년 관련학과를 대학에 설립해야한다는 내용이 한국청소년기본계획에 반영되었다.
둘째, ‘명지대학교 청소년지도학과의 설립과정은 어떻게 되는가?’를 알아보기 위해 명지대학교 청소년지도학과의 설립과정을 살펴보았다. 명지대학교의 오치선 교수가 ‘청소년지도학과 신설 계획’을 명지대학교와 교육부로 학과인가 신청서를 제출했다. 제출한 후 한국청소년학회 회장과 체육청소년부 장관이 명지대학교 청소년지도학과의 필요성에 대한 의견을 교육부로 보냈다. 이에 교육부에서 ‘대학 25413-1041’의 인가번호로 인가했고 명지대학교 서울캠퍼스 인문대학에 명지대학교 청소년지도학과가 신설 및 인가되었다. 하지만 수도권정비계획법에 따라 학생정원에 대한 문제가 생겼는데 체육청소년부와 교육부의 협조로 91년 11월에 열린 수도권정비심의위원회에서 조건부 원안대로 가결함으로 학생정원을 확보했다.
셋째, ‘전문성 있는 청소년지도자 양성을 위한 명지대학교 청소년지도학과의 교육과정은 어떻게 되는가?’를 알아보기 위해 명지대학교 청소년지도학과의 교육과정을 살펴보았다. 먼저 명지대학교 청소년지도학과의 커리큘럼은 92년 1월 명지대학교 청소년지도학과의 커리큘럼에 대한 토론을 거쳐 만들었다. 이 토론에 참가한 인원을 살펴보면 정부 관계자와 국가연구시설, 청소년학계와 청소년 단체가 참여했다. 한국청소년정책연구원에서도 청소년지도자 양성방안과 교육과정을 마련하기 위해 연구를 1991년과 1992년 두 차례에 걸쳐 진행했다. 이에 한국청소년정책연구원에서 진행한 연구의 결과와 명지대학교 청소년지도학과의 교육과정을 비교했을 때 교육과정의 내용과 구성이 유사한 것을 확인했다.
본 연구는 전문성 있는 청소년지도자 양성과 청소년학의 토대를 마련하기 위해 설립된 명지대학교 청소년지도학과의 설립과정을 역사적 접근방법을 적용하여 살펴봤다. 본 연구를 통해 명지대학교 청소년지도학과 설립과정과 교육과정을 만드는 과정에 체육청소년부와 명지대학교 그리고 청소년 관련 학계 및 전문가가 긴밀하게 협의하면서 진행했음을 확인할 수 있다. 이때 만들어진 명지대학교 청소년지도학과의 교육과정의 과목들이 후에 국가공인자격인 청소년지도사 자격에 필요한 과목으로 지정되었기에 청소년학의 기반조성을 마련했음을 확인했다.

다국어 초록 (Multilingual Abstract)

This study examined the establishment process of the Department of Youth Guidance at Myongji University, established for the development of youth leaders with expertise and the foundation of youth studies, through a historical approach. In this study, fodder was collected based on the data and documents discussed during the establishment of the Department of Youth Education and Leadership at Myongji University. In particular, feed was collected mainly from research results, council reports, research papers published by governments and national research institutes, papers and reports published by universities and affiliated research institutes. In addition, through the interview method, the interviewees were analyzed by interviewing the persons involved in the establishment of the Department of Youth Education and Leadership at Myongji University . Myeongji University's Youth Education and Leadership Department was selected as the subject of analysis as it was the first established youth-related department in Korea. The research questions set to examine the establishment process of the Department of Youth Education and Leadership at Myongji University are as follows: First, ' What is the background of the establishment of the Department of Youth Education and Leadership at Myongji University? ' Second, ' What is the process of establishing the Department of Youth Education and Leadership at Myongji University? ' Third, ' What is the curriculum of the Department of Youth Education and Leadership at Myongji University to foster professional youth leaders? ' Etc.

The results of this study are summarized as follows.

First, ' What is the background of the establishment of the Department of Youth Education and Leadership at Myongji University? In order to find out, we looked at the basic plans for youth in Korea, which became the policy foundation for the establishment of the Department of Youth Education and Leadership at Myongji University. In the process of preparing the Korea Youth Basic Plan, it was suggested that experts and professional ministries should be nurtured in the process of collecting opinions through administrative ministries, municipalities , and public hearings. Therefore, it was reflected in the Korea Youth Basic Plan that it was necessary to establish a department related to youth in universities in order to cultivate professional youth leaders and establish a foundation for youth studies.

Second, ' What is the process of establishing the Department of Youth Education and Leadership at Myongji University? In order to find out, I looked at the establishment process of the Department of Youth Education and Leadership at Myongji University. The ohchiseon professor of Myongji University ' youth department map new plan , the application submitted an application to the Department of Myongji University and the Ministry of Education. After submission, the President of the Korean Youth Society and the Minister of Physical Education and Youth sent opinions about the need for the Department of Youth Education and Leadership at Myongji University to the Ministry of Education. In the Ministry of Education , University 25413-1041 " Is he the authorized number of Myongji Myongji University in Seoul campus has been applied to the new school youth Education and Leadership department and the College of Humanities. However, according to the Seoul Metropolitan Area Readjustment Planning Act, there was a problem with the student quota. In cooperation with the Ministry of Education, Youth and the Ministry of Education, the Metropolitan Area Reorganization Deliberation Committee, held in November 91, secured the student capacity by passing the conditional proposal.

Third, ' What is the curriculum of the Department of Youth Education and Leadership at Myongji University to train professional youth leaders? In order to find out, I looked at the curriculum of the Department of Youth Education and Leadership at Myongji University. First, the curriculum of the Department of Youth Education and Leadership at Myongji University was created in January 92 after discussion on the curriculum of the Department of Youth Education and Leadership at Myongji University. Looking at the number of people participating in this discussion, government officials, national research facilities, youth academia and youth groups participated. The Korea Youth Policy Institute also conducted two studies in 1991 and 1992 to prepare a youth leader training plan and curriculum . Therefore, when comparing the results of the research conducted by the Korea Youth Policy Institute with the curriculum of the Department of Youth Education and Leadership at Myongji University, it was confirmed that the content and composition of the curriculum were similar.

This study examined the establishment process of the Department of Youth Education and Leadership at Myongji University, which was established to cultivate professional youth leaders and lay the foundation for youth studies, by applying a historical approach. Through this study, it can be confirmed that the Youth Department of Myeongji University, Myongji University, and academia and experts related to youth were closely consulted in the process of establishing the curriculum for the establishment of the Youth Education and Leadership Department of Myongji University. At this time , it was confirmed that the subjects of the curriculum of the Department of Youth Education and Leadership at Myongji University were later designated as required courses for the qualification of a nationally qualified youth instructor.
