The purpose of this study was to delve into the social integration of hearing-impaired people. Existing studies have mostly dealt with the social integration of the disabled and made an academic contribution in one way or another. Yet few studies have ever centered around the social integration of hearing-impaired people, and this study made a new attempt to focus on it. Earlier studies on the disabled have primarily focused on labelling theory and the concepts of prejudice, discrimination, social isolation or estrangement in pursuit of the development of welfare policies and programs, and there is a tendency to overlook the hearing- impaired. In this study, the above-mentioned concepts and theory were applied, and 'the deaf culture' of the hearing-impaired was discussed in a profound manner at the same time. The word social integration has long been used over the past five decades without facing any significant challenges in the sectors of welfare for the disabled and special education, but that has mainly been used in association with the phases of academic development. In modern society, there is a more extensive and deeper understanding of the relationship between the disabled and society, and that term should consequently be replaced with another concept of social inclusion. As a matter of fact, the former was used in this study without any modification to avoid any possible conceptual confusion, but the latter was virtually given more weight. Besides, this study argued that the social inclusion of hearing-impaired people wouldn't be complete without letting them enjoy 'their citizenship' fully or almost fully in daily routine economic, social and cultural lives. That is the best explanation of the concept of social inclusion.
After this argument was selected as the framework of the study, several subjective and objective hypotheses about the social integration of the hearing-impaired were formulated. It's attempted to analyze what factors affected the successful social integration of the hearing-impaired and their life satisfaction, and how the interaction of the factors impacted their social inclusion was investigated to make it possible to devise efficient strategies geared toward stepping up their social inclusion, to make a suggestion about policy setting regarding the enlargement of social-inclusion opportunities for the hearing-impaired, and to lay the foundation for the development of relevant programs.
The subjects in this study were 300 people with hearing impairment who were at the age of 18 to 75 in Western age and selected from among congenitally and severely hearing-impaired people. They were surveyed at associations for the hearing-impaired and churches for the deaf and dumb across the nation, including Seoul and Gyeonggi province, for three months from late December 2006 through late March 2007. And the answer sheets from 248 people were analyzed.
The findings of the study were as follows:
First, as for general characteristics, those who were hearing-impaired due to disease made up the largest group that accounted for 63.2 percent. 71.7 percent didn't receive lip-reading education, whereas 82.9 percent received sign-language education, which showed that they universally relied more on sign language than on lip-leading for communication. Concerning the form of housing, the largest group that represented 55.5 percent resided in multifamily houses like apartment or row house, and their families were mostly nuclear families.
Regarding occupation, 28.5 percent, the greatest percentage, were unemployed and homemakers. 43.7 percent, the largest group, cited their own financial state as the biggest difficulty they faced, which had something to do with their occupation. As to income distribution, more than half were in the low-income brackets by earning one million won or less. So unemployment, financial trouble and low income were found as the common economic phenomena among them.
Second, whether their personal characteristics were linked to their social inclusion or not was investigated after social inclusion was divided into two: strong inclusion and weak inclusion. Involvement in local community and sustained employment were selected as the variables of the strong social inclusion, and satisfaction level with the quality of life was selected as a variable of the weak social inclusion. In regard to the influence of personal characteristics on their involvement in local community, activities of daily living, satisfaction with job and job stability made a statistically significant difference to that. As for what affected their sustained employment, the form of occupation made a statistically significant difference to that. In other words, what occupation they had exercised an influence on whether they currently worked or not. As a matter of fact, however, they weren't in the same situation, and it's not advisable to look at it as a decisive factor. It could just be interpreted that there was a close relationship between the two. Concerning the impact of the personal characteristics on life satisfaction level, only activities of daily living exerted an influence on it. Namely, activities of daily living was the only personal characteristic that affected the life satisfaction level. When only the personal characteristics were take into account, the strong social inclusion could be guaranteed by successful activities of daily living, strong job satisfaction and job stability, and their personal life satisfaction was under the influence of activities of daily living.
Third, multiple regression analysis was conducted to find out about the relationship of socio-environmental characteristics to social integration, and that produced somewhat different results. As for the impact of socio-environmental characteristics on the strong inclusion(involvement in local community), that was statistically significantly different according to relationship with family, relationship with friends and accessibility to amenities. Specifically, the hearing-impaired people were more involved with local community when they were more supported by their families, when they were closer to friends, and when they found it more satisfactory to have access to amenities. However, the environmental characteristics were found not to have any statistically significant relationship to their sustained employment, which was the other variable of the strong social integration. In other words, whether they continued to work or not wasn't affected by relationship with family and friends, support from others or accessibility to amenities. But it's not the case for the influence of the socio-environmental characteristics on the weak social inclusion(satisfaction with the quality of life). The relationship with family and accessibility to amenities exerted a significant influence on that, though the variables didn't have a strong impact.
Given the findings of the study, there is a suggestion about relevant policy setting. In a word, the social integration of the hearing-impaired is a very abstract task, and that it couldn't be achieved merely by improving their living standard or financial backing.
This task requires differentiated policies and strategies, and a supply of universal service or support ordinarily given to the disabled cannot guarantee the accomplishment of the task. The ways to expedite successful social integration could be suggested as below:
First, the hearing-impaired should be given more opportunities to receive education. Colleges should hire sign language interpreters who are knowledgeable about the major fields of study preferred by the hearing-impaired so that they could boost their expertise. Their improved expertise is likely to make it easier for them to get a job after graduation, to lead a more satisfactory life, and ultimately to be more swiftly integrated into society.
Second, the hearing-impaired should be given more opportunities to be employed. They should be helped to develop their potentials to fit into society as eligible members. There should be stepped-up efforts to have the right understanding of the hearing-impaired and to expedite their job expansion. It's needed to evaluate their abilities, provide them with job training and facilitate their employment to ensure even the job security of people with severe hearing impairment, and sustained post- management efforts should be made to keep helping working hearing-impaired people in consideration of the level of disability, work environments and adjustment level. Thus, the kinds of programs that could provide prolonged support for the hearing-impaired to be employed, stand on their own feet and lead a satisfactory life at work should be developed.
Third, strategic support should be provided to social welfare agencies. Not only job rehabilitation programs but extensive rehabilitation services that are comprehensive of socioeconomic, educational, medical and occupational aspects should be supplied to step up the social integration of hearing-impaired people.
Fourth, post-management policies should be formulated. A supply of sustained post-management services should be guaranteed, and organizations concerned should make concerted efforts to back up the job rehabilitation of the hearing-impaired. A variety of jobs should be developed in consideration of their abilities and characteristics by exploring relevant information and making a job analysis so that they could have more chances to work as professionals.
Fifth, the way people look at the hearing-impaired should be changed, and there should be more dynamic communication between them. A lack of mutual communication results in fortifying people's prejudice against them, and they have a lot of difficulties in relationship with colleagues because of that. They are left out in terms of vision sharing, information acquisition and promotion, and they have a harder time at work than non-disabled people. It's important to tackle problems such as underpayment and a shortage of employment opportunities, and what equally matters is to improve their communication at work. A smooth communication will allow them to be well informed, to show what they can do, to get promotion and eventually to lead a better life. Their improved life satisfaction will curb their turnover. Thus, institutional measures should be taken to guarantee their successful life at work to realize their social integration as early as possible.
Sixth, the kinds of environments that stimulate deaf-and-dumb people to stand on their own feet should be created. More amenities should be installed in the fields of transportation and communication to boost their activities of daily living, and mentoring projects and sign language interpretation services should be reinforced to bolster their relationship with colleagues. Local networks available should be put to use, and social welfare agencies and local community should offer better services both in quality and quantity to ensure the job security of the hearing- impaired.
Seventh, local community should join forces with organizations concerned in stepping up the social integration of the hearing-impaired. The social integration is the ultimate ideal and goal of the hearingimpaired. The government should earmark plenty of budget for the development of a variety of sociocultural, educational, medical, rehabilitation and welfare programs in order for them to benefit from more productive and differentiated services to lead a decent life as eligible members of society.
Eighth, the sorts of welfare services that address the needs of hearing-impaired women and back up their role performance at home and society should be provided. The government should take bold measures to lend extensive assistance to working hearing-impaired women in terms of marriage, pregnancy, childbirth, child raising and child education. They should be helped to work in a safe and satisfactory manner, and gender discrimination should be rooted out. At the same time, it's needed to take institutional measures for female hearing-impaired job seekers to be relieved in the event of facing any discrimination.
본 논문의 핵심 주제는 「청각장애인의 사회통합 요인에 관한 연구」이다. 종래의 연구는 일반적으로 장애인의 사회통합에 관한 것이 그 주류를 이루었고, 나름대로 학문적인 기여를 하였다. 그러나 아직까지 ‘청각장애’인의 사회통합에 관한 연구를 시도하지 않았다는 점에서 본 논문은 새로운 시도가 된다. 종전의 장애연구에서는 편견, 차별, 사회적 격리, 거리, 낙인론 등의 개념이 전반적인 장애인복지정책, 프로그램 개발을 위한 연구에 상당한 무게를 가지고 적용되었으나 청각장애인의 문제는 다소 소홀히 취급된 경향이 있다. 따라서 본 논문에서는 장애 영역에 관한 연구에서 사용되었던 이론과 개념을 사용함과 동시에 청각장애인의 ‘농문화’에 관한 심도 있는 논의도 시도 하였다. 특히 본 논문에서는 지난 50여년 간 장애인복지와 특수교육에 의해서 거의 독보적으로 도전을 받음 없이 사용되어 왔던 사회통합(social integration)의 개념은 나름대로 시대적인 학문적 발달의 단계를 제시하는 것이기 때문에 장애인과 사회와의 관계에 대한 이해의 폭이 넓어진 현대에 와서는 사회통합 보다 장애인의 사회통합 과제의 포괄적인 현상을 설명해주는 사회포함(social inclusion)이라는 개념으로 대체되어야 함을 주장하였다. 그러나 이 논문에서는 개념으로 대체되어야 함을 강조하였다. 그러나 이 논문에서는 개념상의 혼동을 피하기 위하여 사회통합을 그대로 사용하였으나 사회포함에 무게를 더 두었다. 동시에 이 개념을 가장 잘 설명해 주는 것이 ‘청각장애인의 시민적 권리’ 즉, 경제, 사회, 문화적인 생활면에서 완전한, 또는 완전에 접근하는 시민적 권리가 실현되어야 원만한 사회포함이 이루어질 것이라는 이론을 제시하였다.
위와 같은 이론을 연구의 기본 틀(framework)로 정하여 청각장애인의 사회통합에 관한 몇 가지 주관적 및 객관적 가설을 중심으로 연구를 진행하였다. 본 연구에서는 청각장애인들의 바람직한 사회통합에 미치는 여러 가지 요인들을 분석하고, 이 요인들이 현재 자신의 삶의 만족과 비교하여, 이것에 영향을 미치는 요인들을 분석하였다. 그리고 각 요인들 간의 상호작용으로 사회적 통합에 어떠한 영향을 미치는지를 파악하여 사회적 통합의 기회를 높이는 전략을 구상이 가능토록 하였다. 이것은 청각 장애인의 사회통합 기회를 확대시킬 정책 제안과 프로그램 개발의 적절한 기초 자료를 제시하는 것에 있다.
본 연구는 서울 ? 경기권 및 그 외 지방의 청각장애인협회 및 농아교회에서 2006년 12월 말 부터 2007년 3월 말 까지 3개월간의 기간에 걸쳐 선천적 또는 중도 청각장애인 중, 만 18세부터 만 75세까지의 청각장애인을 대상으로 조사하였다. 설문조사는 총 300 케이스를 조사하였으나 248 케이스를 최종분석에 사용하였다.
본 연구의 조사결과는 다음과 같다.
첫째, 일반적인 특성을 살펴보면, 응답자 중 질환에 의한 청각장애 발생자가 가장 많은 63.2%를 보였다. 또한 71.7%의 응답자가 구화교육을 받지 않은 반면, 82.9%가 수화교육을 받은 적이 있다고 응답하여 보편적 의사소통 방식이 구화보다는 수화에 의존하는 경향이 높음을 알 수 있었다. 주거형태는 아파트나 연립주택과 같은 공동주택이 55.5%로 가장 높았으며, 대체로 핵가족의 형태를 띠고 있었다.
직업의 경우 무직이나 무학의 주부인 경우가 30.4%로 가장 높았으며, 이와 연결하여 경제적인 어려움이 가장 크다고 응답한 비율이 43.7%로 가장 높았다. 응답자의 소득분포의 경우 과반 수 이상의 응답자가 100만원 이하의 저소득을 경험하고 있는 것으로 나타나 직업과 경제적 어려움, 저소득의 형태가 청각장애인의 일반적인 경제적 상황임을 알 수 있었다.
둘째, 개인적 특성과 사회통합과의 관계에 대해서, 먼저 사회통합을 강한 사회통합과 약한 사회통합으로 구분하였다. 강한 사회통합에는 지역사회에 대한 적극적인 참여여부와 직업의 유무를, 약한 사회통합에는 삶의 질에 대한 만족도를 설정하였다. 청각장애인의 지역사회 참여정도에 미치는 개인적 영향요인에는 일상생활 능력과 직장생활의 만족도, 그리고 직업의 안정성이 통계적으로 유의미한 결과를 보여주었다. 한편 직업 활동의 유무에 미치는 영향에서는 직업의 형태가 통계적 유의미성을 보여주었다. 즉 어떤 직업을 갖는지가 현재 직업 활동을 하고 있는지에 영향을 준다는 결과이지만, 변수의 성격이 단일하지 않기 때문에 이를 단선적인 결정요인으로 보기는 어려우며 밀접한 관련성이 있다는 정도의 제한적인 해석만을 가능하게 한다. 개인적 특성과 삶의 만족도와의 영향관계에 대해서는 오직 일상생활능력의 정도만이 영향을 주는 것으로 확인되었다. 즉 개인의 특성 중 일상생활의 능력의 정도가 삶의 만족도에 영향을 준다는 것이다. 결국 개인적 특성에 국한하여 볼 때, 사회통합에 미치는 요인에는 일상생활의 능력정도와 직장생활의 만족도, 직업의 안정성이 강한 사회통합으로 이끄는 반면, 개인의 사적인 만족감에는 일상생활의 능력이 영향을 주는 것으로 확인되었다.
셋째, 사회환경적 특성과 사회통합과의 관계에 대한 다중회귀분석의 결과는 이와는 다소 상이한 결과를 보여준다. 먼저 사회환경적 특성이 강한 사회통합(지역사회참여)에 미치는 영향을 살펴본 결과 가족과의 관계정도, 교우관계의 정도, 편의시설 이용의 용이성이 통계적으로 유의미한 결과를 보여주었다. 이를 자세히 살펴보면, 가족 내 지지체계의 형성 여부가, 교우관계의 밀착도가, 편의시설의 용이성에 대한 개인의 만족감이 높을수록 지역사회참여라는 사회통합 정도가 높다고 하겠다. 그러나 사회환경적 특성이 또 다른 강한 사회통합 변수인 직업 활동의 유무에 대해서는 통계적 유의미성을 발견할 수 없었다. 다시 말해 가족이나 교우관계, 타인원조의 정도, 편의시설 이용성이 직업 활동을 지속하는지에 영향을 미치지 않는다는 점을 보여준다. 사회환경적 특성이 약한 사회통합(삶의 질 만족도)에 미치는 영향을 살펴보면, 강한 사회통합과는 달리 가족과의 관계정도와 편의시설 이용 용이성이 높은 유의미성을 보여주었다. 그러나 그럼에도 불구하고 변수 간 영향력 관계가 크지는 않았다.
이러한 분석결과를 바탕으로 한 정책적 제언은 다음과 같다.
청각장애인의 사회통합은 매우 추상적인 과제이기 때문에 단순히 경제적인 향상이나 그 지원만을 통해 달성될 수 있는 것은 아니라는 점이다. 차별화된 정책에 따른 전략을 필요로 하는 과제이기 때문에 단순히 보편적인 장애인 서비스나 지원만을 통해 달성될 수 없다는 점이다. 사회통합과 긍정적으로 관계있는 요인들을 다음과 같이 제언한다.
첫째, 교육의 기회가 확대되어야 한다. 청각장애인들을 위한 전공분야의 전공과 관련된 수화통역사를 배치하여서 농인들의 전문지식이 충분하도록 하여야 하며 졸업 후 취업과 연계될 수 있어서 청각장애인들의 삶의 만족도도 높이질 것이고 사회통합이 더 빠른 속도로 이루어질 수 있기에 적극적인 정책이 마련 될 필요가 있다.
둘째, 청각장애인 취업의 기회가 확대되어야 한다. 잠재능력을 개발시켜 사회의 올바른 구성원으로 정착 할 수 있도록 기회를 제공해야 한다. 청각장애인에 대한 이해와 적극적인 고용창출을 도모하여야 할 것이다. 직업능력평가, 직업적응 훈련과 지원고용으로 중증청각장애인에게 안정된 직업생활을 유지하도록 하고, 취업이 확정된 청각장애인을 대상으로 개인의 장애정도, 직장환경, 직업적응도 등을 고려하여 사후관리 계획을 통하여 청각장애 근로자들이 직장생활에 만족하도록 지속적인 지원 프로그램을 연구?개발 할 수 있도록 정책적 방안이 마련되어야 한다.
셋째, 사회복지기관/시설의 전략적 지원이 있어야 한다. 전략적 지원은 단순히 직업 재활 프로그램에만 의존할 것이 아니라 사회 문화적?교육적?의료적?직업적 재활 서비스를 제공함으로써 청각장애인의 사회통합을 지원해야 할 것이다.
넷째, 사후 관리 정책이 있어야 한다. 지속적인 사후관리를 통한 지원강화가 요구 될 것이다. 특히 취업분야에서, 지역사회 내 직업재활지원의 개발 및 효율적 활용을 위한 연계활동을 모색하여야하며, 청각장애인에게 적합한 직종개발을 위한 관련 정보 및 직무분석과 전문직 취업을 위하여 청각장애인의 능력 및 특성을 고려한 직종개발을 하여야한다.
다섯째, 인식 개선과 의사소통(Communication) 개선이 되어야 한다. 의사소통 장애로 인하여 부정적인 사회인식을 고착화 시킬 뿐 아니라 아니라 동료들 간의 관계의 형성과 유지에 많은 어려움을 가중 시키고 직장에 대한 비전이나 정보에 대해서 소외당하고 있으며 승진 대상에서 제외 당하면서 비장애인들보다 더욱 힘든 직장생활을 하게 만든다. 따라서 ‘저임금’ ‘고용 기회의 창출’도 문제이지만 직장 내에서 의사소통의 장애를 없애고, 청각장애인 당사자가 차별 없이 회사에 대한 정보를 습득하고 경력과 능력을 인정받아 당당히 승진 할 수 있다면 청각장애인들의 삶의 만족도가 높여져서 ‘이직’도 줄어들 것이고, 건전한 직장생활을 영위할 수 있도록 제도적 장치를 마련한다면 보다 더 빠른 시일 내에 청각장애인의 사회통합이 실현될 수 있을 것이다.
여섯째, 농인의 자립 환경 개선이 되어야 한다. 기본적으로 일상생활이 가능할 수 있도록 교통, 통신 등의 편의시설을 확충하고 교우관계를 증진할 수 있는 멘토링 사업이나 완벽한 수화통역 서비스를 제공함에 보다 적극적으로 실시하여야 하며, 또한 지역사회 네트워크의 활성화 등의 사업이 요구되어야 하기에 적극적인 정책 방안이 필요하다. 사회복지기관 및 시설 면에서 청각장애인들의 직업에 안정성과 사회 환경적인 서비스의 질과 양의 요인들을 위한 정책적인 노력과 제언의 실질적인 방안이 마련되어야 한다.
일곱째, 지역사회의 참여를 강화하여야 한다. 청각장애인의 사회통합은 청각장애인에게 있어서 가장 궁극적인 이념과 목표로서 사회의 성원으로서 사회가 인정하는 생활양식과 기회에 참여하여 단순한 경제적 지원이 아니라 생활상의 주관적 경험을 보다 긍정적이고 적극적이며 생산적인 역할을 유도할 수 있는 차별화 된 서비스를 제공?지원하기 위해서 교육적, 의료적, 재활서비스 프로그램과 사회적, 문화적, 복지서비스 프로그램 개발비 등의 예산이 충당될 수 있도록 정부의 충분한 예산이 편성되도록 적극적인 정책방안이 필요하다.
여덟째, 여성청각장애인의 특별한 욕구를 반영하고 여성청각장애인이 가정에서 가정역할과 사회에서 사회역할을 원활하게 할 수 있도록 지원하는 복지서비스가 제공되어야한다. 직업농인여성일 경우에 결혼, 임신, 출산, 육아, 교육에 이르기까지 적극적인 정부의 정책이 마련되어야 하며 특히 청각장애 여성들에게 직장 내에 안전하고도 만족감을 줄 수 있도록 하며 성 차별을 예방하며 고용할 때도 여성농인에게 차별적 요인들이 발생했을 경우 문제를 제기하고 구제할 수 있는 조치도 마련되도록 제도적 방안이 마련되어야 한다.
