In MAFEZ which was established to increase employment and export, there have ~been 101 factories and enterprises in opration now with 20,097 employees in them up to now. The object estate of this study classified of light-industry stressed generally on outer expansoin in facilities such as factory buildings or environmental facilities, but it has since 1975 been at the stage of effective and reasonable administration. Therefore, some rationalized administrative method of operation ought to be found and -adopted to meet the various troublesome problems which may be possibly considered to occure due to harsh management during the earier period of its outer, enlargement. Considering the very purpose of MAFEZ establishment, the betterment of working conditions through administrative rationalization seems the most urgent problem at hand, grancing the data indicating that the average wage of MAFEZ workers male and female in 1974, was 28,717 won, far less than 35,738 won the then average wage of all kinds of industry across the nation, and still less than 30,843 won the then average wage of manufacturing industry workers1. The wage level of MAFEZ can be said to be terribly low.
Besides, another matter concerned with the payment lies in the great gap between male and female workers, especially seeing the number of the MAFEZ female worker which reaches as many as two thirds of all the employees there. This fact means that it is true the MAFEZ female workers have ever been so badly treated in the sense of payment.
The Korean labour productivity of all kinds of industry marked an improvement by 8.7% during the years, 1972 through 1974, and wage increase during the same period by 6.4%. From this side of view point the present MAFEZ status in wage has been considerably lagging behind that in its labour productivity. Considering these facts it is the most disirable that a minimum wage system should be adoptep in MAFEZ, or otherwise, some rational productivity-wage system should be brought into consideration. Even though it is also true that our realty has been little carrying out what is plainly specified in Labour Law to the effect that female worker shall be treated equally in. payment to the male, both the MAFEZ authorities and the employers are due urged on to show a trail-breaking example so that the serious gap in payment between male-andefmale may be dissolved reasonably as scon as possibly so as to approach somewhat toward the original goal of establishing MAFEZ by the concerned authorities.
MAFEZ has a system of management and labour council, but no labour or trade: unions according to the individual industrys. Therefore it is quite difficult or impossible to grope for such method as to improve wage level or working conditions and so on The management and labour system is nothing but an organization for one way for em. ployers only, originally not for the employees’ benefit or right to protect themselves, being less educated and young int age on the whole. This partial phaze of reality is to have no time for awaiting the administrative authroties’ haggling attention.
There seems no apparant issue of their working hour, eight-hour labour as specified, in the labour law. Strictly speaking, however, some pressing measures should have- been taken taken to meet the various problems they have confronted under the MAFEZ. situation for the female workers, caused from the particular characteristics of complicated female physological feature. The two-thirds of the all working in MAFEZ are the female who sooner or later are to be motherhood in this country. Then, it is obviously against the regulation and social morality to impose two additional hours of. working everyday to their standard working hours.
Now that there are within no more than fundamental welfare facilities, it goes nothing to say that the matters of expansion in quantity and improvement in quality in the area duely require much more expansion and enlargement in such facilities with better gears and equipments. When we refer to the data concerned in Korea, saying about 25%of all the female workers at present across the country are lodging in the dormitory, we can not but be surprised to see only three dormitory facilties available in MAFEZ. Especially comparing with the welfare favour the female workers in Pusan have ever recieved, such problems as MAFEZ should have had to meet is indeed beyond lunguage. Dormitory facilities for female workers will presumably contribute not only to improving employers’ morale and" welfare but to smooth solution of labourer-supply problem, with the surplus as the result of improvement in the woman’s social standard and position as well at the same time.
