사회문제해결 디자인의 정책 확산에 관한 연구 -서울시 사회문제해결 디자인 정책을 중심으로- = A Study on the Dissemination of Policies in Social Problem-Solving Design -Focusing on Seoul Metropolitan Government's Social Problem-Solving Design Policies-

국문 초록 (Abstract)

(연구 배경 및 목적) 서울시는 급변하는 사회적 환경과 다양한 도시 문제에 대응하기 위해 2012년부터 사회문제해결디자인을 적극 도입하였다. 이는 시민의 체감도를 높이는 프로그램과 서비스를 포함하는 포괄적 접근 방식을 강조하며, 도시의 복잡한 문제를 창의적이고 효과적으로 해결하고, 시민의 삶의 질을 향상시키는데 중점을 둔다. 2018년에 제정된 서울특별시 사회문제해결디자인 조례는 이러한 접근을 제도적으로 뒷받침하고 있으며, 이를 통해 체계적이고 일관된 정책 추진이 가능해졌다. 본 연구의 목적은 서울시의 사회문제해결디자인 정책의 확산 현황을 분석하고, 그 가치와 앞으로의 확산 가능성을 모색하는 것이다. (연구 방법) 본 연구는 서울시의 사회문제해결디자인 정책이 도입된 2012년부터 현재까지의 시계열적 변화를 분석하였다. 중앙행정기관, 지방자치단체 및 공공기관의 공식 홈페이지, 관련 연구 보고서, 학술 논문, 보도자료 등을 통해 자료를 수집하고, 타 지방자치단체 및 공공기관에서 수행한 서울시 사회문제해결디자인 관련 정책 및 계획 현황을 조사하였다. 범죄예방 디자인(CPTED), 인지건강디자인, 스트레스해소디자인, 청소년 문제해결디자인 등의 주요 사례를 중심으로 검토하였다. (결과) 서울시의 사회문제해결디자인 사업들은 시범사업을 통해 체계적인 효과성 검증과 높은 만족도를 기반으로 점진적으로 확산되었으며, 중앙 부처, 지자체, 자치구 및 타 기관의 관련 법 제도 수립에 주요한 근거 자료로 활용되었다. 서울시의 사회문제해결디자인 사례는 다양한 중앙부처 및 공공기관에서 선행 제도 및 사례로 언급되며, 타 지자체의 공공디자인 진흥계획에도 참고되고 있다. 이러한 연구 결과는 서울시의 사회문제해결디자인이 실질적인 효과를 발휘하고 있음을 시사하며, 다양한 지역에서의 사례 확산이 중요함을 나타냈다. 또한 공공디자인 진흥계획 수립 사례 60건 중 25건(41.6%)이 서울시의 사례를 참고 및 인용하였으며, 그 세부적인 내용은 아래 표와 같다. 또한, 생활안심 디자인 사업은 2012년 이후 관련 조례가 160건으로 나타나며, 이는 서울시의 사회문제해결디자인이 법 제도 수립에 미친 영향을 보여준다. (결론) 본 연구는 서울시의 사회문제해결디자인이 단순한 환경 개선을 넘어, 주민 참여와 협력을 통한 지속가능한 사회문제 해결 방안을 제공함을 확인할 수 있었다. 이러한 사업들은 시의성, 활용성, 선도성, 확산성, 효과성, 실현성과 같은 특성을 갖추어 다양한 지역에서 성공적으로 확산되었다. 앞으로도 서울시는 이러한 접근을 기반으로 더욱 포괄적이고 혁신적인 디자인 솔루션을 개발하고, 이를 통해 다양한 사회문제를 해결하며, 지역 발전에 기여할 것이다. 본 연구는 서울시의 사회문제해결디자인이 공공디자인의 중요성을 강조하고, 미래지향적인 방향성을 제시하는 데 중요한 의미를 갖는다. 향후 연구에서는 더 많은 사례와 데이터를 포함한 종합적인 분석을 통해 이러한 디자인 접근법의 가치를 더욱 심화시켜야 할 것이다.

다국어 초록 (Multilingual Abstract)

(Background and Purpose) Since 2012, Seoul has actively adopted a social problem-solving design to address its rapidly changing social environment and various urban issues. This approach emphasizes a comprehensive strategy that includes programs and services that enhance the citizen’s experience, aiming to solve complex urban problems creatively and effectively while improving the quality of life of its citizens. The Seoul Metropolitan Government’s Social Problem-Solving Design Ordinance, enacted in 2018, provides a legal framework supporting this approach, enabling systematic and consistent policy implementation. This study analyzes the diffusion status of Seoul’s social problem-solving design policies, evaluates their value, and explores future expansion. (Method) This study analyzed chronological changes from the introduction of Seoul’s social problem-solving design policies in 2012 to the present. Data were collected from the official websites of central administrative agencies, local governments, and public institutions, as well as from relevant research reports, academic papers, and press releases. The study examined major cases, such as crime prevention design (CPTED), cognitive health design, stress relief design, and youth problem-solving design. (Results) Seoul’s social problem-solving design projects have progressively expanded based on systematic effectiveness verification and high satisfaction with pilot projects, serving as key reference material for the establishment of related laws and regulations by central ministries, local governments, and other agencies. Examples of Seoul’s social problem-solving design have been cited as precedent systems and cases by various central ministries and public institutions and have been referenced in the public design promotion plans of other municipalities. This study indicates that Seoul’s social problem-solving design demonstrates practical effectiveness and highlights the importance of disseminating such cases across diverse regions. Additionally, 25 of the 60 cases (41.6%) in the public design promotion plan cited and referenced Seoul’s examples, as detailed in the table below. Since 2012, the Safe Living Design Project has led to the establishment of 160 related ordinances, demonstrating the impact of Seoul’s social problem-solving design on legislative development. (Conclusions) This study demonstrates that Seoul’s social problem-solving design provides sustainable solutions to social issues through resident participation and cooperation beyond simple environmental improvements. These projects possess attributes such as timeliness, usability, pioneering, diffusion, effectiveness, and feasibility and have successfully expanded across various regions. Seoul will continue to develop comprehensive and innovative design solutions based on this approach, addressing diverse social issues and contributing to regional development. This study underscores the importance of public design in Seoul’s social problem-solving initiatives and presents a forward-looking direction. Future research should include more cases and data for a comprehensive analysis to further highlight the value of this design approach.
