유럽연합의 문화협력과 그 시사점 = The European Cultural Cooperation and Its Lessons

The European Union (EU) is primarily known as the unified political and economical organization of Europe. Yet, in the mid-1990's EU began taking a more active role in the sphere of culture. EU recognizes that the integration of culture in all fields is very important and that it is indispensable for cultures to join together and give them an identity as European citizens.
In the European Union's Treaty, Article 128, which recognized the role played by cultural cooperation in the EU, it set out three main goals; contribution of the flowering of the cultures of the member states while respecting their national and reginal diversity, encouraging contemporary creations, and fostering international cooperation.
Many important cultural programs were implemented to help meet the goals of the Treaty, such as; the Kaleidoscope program, the Arian program, the Raphael program. The newest of these programs, Culture 2000, which combines these three earlier programs, was designed to help establish European cultural areas that Europeans can enjoy basic cultural life and gain cultural knowledge as to what it means to be a European citizen. This program also aims to develop artistic an literary creations, promote knowledge of European history and culture within the EU and beyond, develop heritage sites and cultural collections of European importance, and stimulate intercultural dialogue and social integration. The European Union is continuing to develop new programs that link education and culture. Some new impressive programs are; the Erasmus program, the Socrates program for European exchange students, and the Leonardo da Vinci program for the arts and cultural exchanges.
Using the European Unions examples, Northeastern Asia could learn a few lessons from their cultural cooperation. It would be in Asia's best interest to use the EU's programs as a possible blueprint to develop cultural exchange and cultural cooperation programs. Northeastern Asia needs to develop exchange programs to help promote mutual understanding and coexistence in peace. Although the European Union's programs are new, they know that it is essential for them to work towards a better understanding of each other in order to become a true Union. Northeastern Asia may feel that these ideas are too complex and would be difficult to implement in Asian society but in order for Asians to cooperate these programs are a necessity and should be implemented.
