A Qualitative Study of the Teaching Experiences of Secondary School Teachers in North Korea

Teachers are central to education in every society. In North Korea, secondary school teachers also have the status of “professional revolutionaries”, central to a society where education is prioritized as a means of cultivating characteristics desired by the state and raising overall cultural standards. However, existing research about the role of North Korean teachers has predominantly taken a structural and institutional approach, while limited studies have considered their actions from an insider perspective. This is primarily the result of environmental factors that make it difficult to access North Korean teachers in situ.
A practical approach to North Korean education not only sheds light on the structure of the education system, but also helps us understand the reality of teachers activities and the attitudes and values of these actors who play such a pivotal role in the education system. Based on these needs, this study aims to consider the teaching experiences of secondary school teachers in North Korea. It uses qualitative research methods to highlight the contradictions inherent in the uniform “truth” of North Korean education and portray things “as they are” to as great an extent as possible. This qualitative study of the teaching experiences of secondary school teachers in North Korea also potentially offers a realistic and practical means of approaching the future integration of the North and South Korean education systems.
This study focuses on the teaching experiences of North Korean secondary school teachers based on oral accounts from North Korean defectors. To this end, the research questions are as follows. First, what was your experience of the introductory teaching process as a North Korean secondary school teacher? Second, how did you experience North Korean “pedagogy”? Third, what was your experience of the teaching environment?
Based on these research questions, I selected as participants five North Korean defectors who had been secondary school teachers in North Korea, and I conducted an interview-based study about their teaching experiences. An interview-based study can facilitate an in-depth understanding of human behavior while preserving the meaningfulness of various events occurring in these complex educational sites. All five participants had graduated from colleges of education in North Korea, had more than three years of teaching experience in middle schools, and had entered South Korea since 2010. The in-depth interviews were conducted between June 2019 and February 2020. Additional materials about the role of North Korean teachers were collected from sources including research journals, official literature, educational newspapers, and government-issued teaching handbooks. My analysis of the data is based on Giddens “structuration theory” and prioritizes a focus on the perspectives of the actors in question. Therefore, the research analysis framework is based on three areas: how North Korean secondary school teachers are introduced to the teaching profession, the practice of pedagogy, and the teaching environment.
The research analysis produced the following findings. The first research focus, on secondary school teachers introductory teaching experiences, highlighted a tension between strict rules and idealism, and there experiences centered around four areas. First, although they felt great pride at entering colleges of education, the first step into the teaching profession, in reality the formal admissions procedures masked various forms of illegality. Unlike in the past, when only those designated by the state were able to attend university, powerful parents (with economic power, a wide social network, etc.) were now actively involved in determining their child's career. Second, they recognized the importance of political ideology within the college of education curriculum, such that they knew they should cover its content thoroughly. Although political thought was not an interesting subject, low grades could limit their prospects for promotion. Third, although “Educational Practice”, “Pedagogy”, and “Rural Mobilization” were essential university courses, they were affected by shortened training periods and indiscriminate mobilization depending on the economic state of the country. Fourth, competition was growing for placements after graduation. Graduates were happy to be assigned to their hometowns but, as the situation rapidly changed, there was growing competition to be assigned to a city school with a better educational environment.
North Korean secondary school teachers experiences of learning pedagogy, which was the second research issue, highlighted feelings which veered between passion and confusion. First, teachers verified the basic stages of the teaching process through teaching mock lessons, focusing on the “Enlightenment Teaching Method” and continually improving their skills by subdividing the teaching content, for example. Second, teachers cared for and loved their students like “their own children”, cultivating a positive emotional environment that was used to guide and control the students. Third, teachers had absolute authority in the classroom and exercised this in class management. Fourth, the teachers authority, honor, and professionalism were directly related to how well they could control their classes. Finally, teachers tried to adhere to national teaching guidelines with their teaching methods, but they had difficulties due to insufficient teaching materials and a heavy workload.
The third research focus, on the participants experience of teaching activities, emphasized the need for compromise between their vocation and the realities of the work. After the state stopped investing in education, most financial support came from parents which led to widespread illegal practice within the educational sector. In the absence of state support for teachers livelihoods, parents became responsible for the survival of their children teachers. There was also rivalry between fellow teachers, while showing unconditional submission to the principal who held authority for assigning classes. Finally, their teaching careers were exhausting and difficult but, nevertheless, the respect they received from students and parents made them extremely proud of their profession.
Based on these research findings, this study of North Korean teachers experiences has raised a number of significant points. First, perceptions of both the teaching profession and the college admissions process have changed in North Korea. Rather than a good social background, good grades and having financial means have become more important for students entering colleges of education. Although students are not permitted any choice in their course of study, they benefit from immediate job placement after graduation without the need to obtain a separate teaching qualification. They also recognize the honor of being considered an elite from a young age. Moreover, the perception that teachers rise to a professional position relatively quickly and are viewed as “politically loyal” has contributed to the recent popularity of the profession.
Second, at the same time as treating students like their own children, teachers prioritized their authority as their most effective means of properly educating students. The more control and authority teachers had over students, the more they believed students would respect and trust them. They believed that teachers should lead by example.
Third, the social perception of their profession was an important component of teachers commitment to teaching. Due to nominal state investment, teachers relied on parents to provide them with food, oil, firewood and money, rather than receiving this from the government. Nevertheless, teachers took pride in their profession because they were viewed positively. The prestige they received as graduates of colleges of education, compared to other graduates, led them to pledge their lives to the teaching profession. As teachers, they received respect and deep affection from students they taught from enrolment until graduation. Sharing a deeper bond than usual student-teacher relations, North Korean teachers were proud to be considered more of a “parent” than simply an educator delivering knowledge.
Fourth, teachers did not uncritically comply with the national curriculum but exerted autonomy over what they taught. While on the surface teachers did not reject or resist national educational policies, they reinterpreted and modified the curriculum based on their experiences and in accordance with conditions in their specific classrooms. Indeed, teachers focused more on developing the “individual abilities” of specific students than on “revolution” through education.
In conclusion, this study of the characteristics of North Korean secondary school teachers teaching experiences has several implications. First, teaching activities are intimately connected to wider society. In fact, the varying degree to which teachers implement national educational reform policies has produced unintended results. Although teachers are reliant on the state, they also exercise their own authority within the classroom.
Second, North Korean teachers are evaluated according to their “abilities” rather than their “intentions”. In order to be rated highly, teachers must ensure that any activities that can be visually identified are clearly demonstrated. However, much of their efforts go unacknowledged, as they struggle in competition against other classes and teachers, assessed on the basis of classroom learning, attendance, organization, class and student assignments, and extracurricular activities. The “abilities” which are evaluated through teaching activities span the whole potential curriculum.
As described above, this research is meaningful in revealing the realities of North Korean teachers daily activities, including the curriculum and teaching methods they employed, the process of educating students, and the forms of interaction that took place with educational officials. Nevertheless, this study has some limitations in understanding the teaching experiences of North Korean secondary school teachers, and the following are suggestions for follow-up research. First, this study analyzed the common early experiences of secondary school teachers embarking on a career in North Korea. However, while this research considered individuals on a case-by-case basis, it would also have been helpful to grasp the various contradictions that lie behind the appearance of a uniform North Korean education system. Second, there are concerns about whether conclusions drawn from the experiences of five participants can be generalized and applied to all teachers in North Korea. In future research, special attention should be paid to selecting participants suitable for qualitative research about North Korean education. Third, a large proportion of the teaching experiences analyzed in this study were in urban schools. However, the vast differences between North Korean urban and rural educational environments mean further qualitative research is needed that explores teachers activities in different regions. Qualitative studies are needed to contribute to providing objective data and to continue to promote practical understanding of the North Korean education system. Furthermore, we hope that this study will provide useful insights for the discussion of all aspects of North-South Korean educational integration.
어느 사회를 막론하고 교사는 교육의 핵심적인 위치에 있다. 북한 사회 역시 중등교사는 국가가 원하는 인재를 양성하고 사회의 전반적인 문화 수준을 높이기 위한 교육의 일선에서 ‘직업적 혁명가’라는 사회적 지위를 가지고 교육을 통한 재생산의 순환 고리 중심에 서있다. 그러나 북한 교사와 관련된 연구는 구조적·제도적인 관점에서 교사에게 요구되는 역할을 분석하는 데 초점을 맞추어 왔으며, 그들이 실제로 수행하는 행위를 내부자적 관점으로 접근하는 연구는 잘 이루어지지 못하였다. 이는 무엇보다 북한의 교사들에 대한 접근이 현실적으로 어렵다는 환경적인 요인에 의한 결과라고 볼 수 있다.
북한 교육에 대한 실제적인 접근은 교육의 구조뿐만 아니라, 교육에서 중추적 역할을 담당하고 있는 교사들의 교직활동의 실제와 행위자들의 의식이나 가치관, 태도 등을 이해할 수 있다. 이러한 필요에 따라 본 연구는 북한 중등교사의 교직활동 경험을 다루고자 하였다. 이는 교육의 획일적인 ‘진리’ 이면에 내재되어 있는 모순을 가급적 ‘있는 그대로’ 밝혀내기 위한 질적 연구를 필요로 한다. 북한 중등교사의 교직경험에 대한 질적 연구는 분단현실에서 남·북한의 교육통합을 위한 매우 현실적이면서도 실천적인 접근이라고 할 수 있다.
본 연구는 북한 중등교사들의 교직활동 경험에 주목하고, 교사출신 북한이탈주민들의 구술자료를 통해 교직경험에 대한 실제를 탐구하는 것을 목적으로 하였다. 이를 위해 연구문제는 다음과 같이 설정하였다. 첫째, 북한 중등교사의 교직입문과정에 대한 경험은 어떠하였는가? 둘째, 북한 중등교사의 ‘교수교양’ 실천과정의 경험은 어떠하였는가? 셋째, 북한 중등교사의 교직환경에 대한 경험은 어떠하였는가?
이러한 연구문제에 따라 본 연구에서는 북한에서 중등교사로 활동했던 다섯 명의 교사출신 북한이탈주민을 연구참여자로 선정하여 그들의 교직경험에 대한 면담 연구를 진행하였다. 면담 연구는 복잡한 교육현장의 일상생활 속에서 발생하는 여러 사건들의 의미 있는 상황을 그대로 보존하면서 그 경험 속에 존재하는 인간 행위에 대한 심층적 이해를 이끌어 내는 데 적합한 연구방법이기 때문이다. 연구참여자는 북한에서 사범대학(비사범대학 포함)을 졸업하고, 중학교에 배치되어 3년 이상의 교직경력을 가지고 있으며, 2010년 이후 남한에 입국한 북한이탈주민 전직 교사 다섯 명을 목적표본추출을 통해 선정하였다. 자료수집을 위한 심층면담은 2019년 6월부터 2020년 2월까지 이루어졌으며, 심층면담 녹취자료와 함께 북한 교사와 관련한 연구 저널, 공식문헌, 교육신문, 인민교육, 교원선전수첩 등의 자료를 수집하였다. 수집된 자료의 분석은 기든스의 ‘구조화 이론’에 기반하여 구조 안에서 이루어지는 행위자의 관점에 초점을 두었다. 이러한 관점에서 북한 중등교사의 교직입문, ‘교수교양’ 실천, 교직환경의 세 영역을 중심으로 연구 분석틀을 마련하였다.
이 과정을 통해 분석한 연구결과는 다음과 같다. 첫 번째 연구문제인 북한 중등교사들의 입문과정에 대한 경험은 엄격한 규칙과 낭만사이에서 줄다리기하는 과정이었으며, 그 경험을 크게 네 가지로 구분하였다. 첫째, 교직입문과정의 기초단계인 사범대학에 입학하는 것은 교사들에게 큰 자부심이었지만 입학과정의 현실은 형식적인 원칙아래 여러 형태의 불법현상들이 나타나고 있었다. 국가에서 지정해준 대학으로만 갈 수 있었던 과거와 달리 이제는 힘(권력, 경제력, 인맥 등)있는 학부모들이 자녀의 진로를 결정하는 데 적극적으로 개입하고 있었다. 둘째, 사범대학 교육과정에서 이들은 정치사상과목과 전공과목, 교직과목을 어느 것 하나 뺄 게 없을 정도로 중요하게 인식하고 있었다. 정치사상과목은 재미없지만 성적이 낮으면 진급에 지장이 있었고, 전공과목이나 교직과목은 앞으로 진로와 연관이 있기 때문이었다. 셋째, 대학 교육과정의 필수 과정인 ‘교육실습’, 군사교육인 ‘교도대’와 실천교육으로 활용되는 ‘농촌동원’의 과정은 국가의 경제사정에 따라 실습기간 축소, 무분별한 노력동원 등의 영향을 받는 것으로 나타났다. 넷째, 사범대학을 졸업하는 것에 대한 기쁨과 함께 배치 경쟁이 나타나고 있었다. 고향으로 배치 받는 것은 졸업생에게 기쁨이었지만, 시대 상황이 급변하면서 고향보다는 교육환경이 좋은 도시 학교에 배치 받으려는 경쟁이 암암리에 벌어지고 있었다.
두 번째 연구문제인 북한 중등교사들의 ‘교수교양’ 실천 경험은 열정과 혼란 사이에서 변주하는 과정이었으며, 그 경험을 크게 다섯 가지로 구분하였다. 첫째, 교사들은 모의수업을 통해 교수과정에 대한 기초단계를 검증받았으며, ‘깨우쳐주는 교수방법’을 핵심으로 전공지식을 잘 가르치기 위한 분과별, 분기별 모의수업, ‘방식상학’ 등을 꾸준히 진행하면서 자질 향상을 지속하고 있었다. 둘째, 교사들은 실제로 ‘어머니’와 같은 마음으로 담임한 학생들을 ‘내 자식’처럼 아끼고 사랑하면서 ‘긍정감화’ 교육을 생활화하고 있었다. ‘긍정감화’ 교육은 성적향상과 학생지도, 통제에 적절히 활용되고 있었다. 셋째, 교사들은 담임학급에 대한 절대적인 책임과 함께 학급임원 선출과 학급운영에서 독자적인 권한을 행사하고 있었다. 넷째, 교사들의 교과전문성은 수업을 통제하고 집중시키는 자질과 직결되었으며 그것을 교사의 권위와 명예로 생각하고 있었다. 다섯째, 교사들은 국가의 ‘교수요강’을 교수법에 적용하기 위한 노력을 하고 있지만 현장의 부족한 교구재, 업무가중 등으로 많은 딜레마를 안고 있었다.
세 번째 연구문제인 북한 중등교사들의 교직환경에 대한 경험은 천직과 현실 사이에서 타협하는 과정이었으며, 그 경험을 크게 네 가지로 구분하였다. 첫째, 교육사업에 대한 국가의 투자가 중단된 후 교사들은 대부분의 물질적 지원을 학부모들로부터 받게 되면서 교육현장의 불법 현상이 만연하고 있었다. 둘째, 국가가 교사들의 생활조건을 보장해주지 않게 되면서 담임교사의 생계는 학부모들이 감당하는 현상이 암묵적인 일상이 되었다. 셋째, 학급을 맡기 위해 동료교사들 사이에서 경쟁이 벌어지고 있었으며, 교사들은 학급 배정 권한을 가진 교장에게 무조건적으로 복종하는 현상이 나타나고 있었다. 넷째, 교사들에게 교직생활은 감당해야 할 무게로 인해 지치고 힘든 과정의 연속이었지만, 그럼에도 ‘선생님’을 존경하는 학생-학부모와 사회적 우대는 교직에 대한 높은 자긍심을 가지게 하였다.
이를 토대로 북한 중등교사들의 교직경험이 가지는 특징을 살펴보면 다음과 같다. 첫째, 북한 사회에서 사범대학 입학과 교직에 대한 인식이 변화되었다는 점이다. 사범대학을 진학 시 출신성분보다는 우수한 성적과 가정의 경제력이 영향을 미치고 있다. 대학의 교육과정에서는 학생의 선택권과 자율권이 허용되지 않지만, 졸업할 때 별도의 교사자격시험이 없이 바로 배치가 가능하고, 젊은 나이에 ‘간부과’ 대상이 되어 ‘민족간부’ 대열에 들어선다는 장점은 자부심과 명예로 인식되고 있다. 타 대학에 비해 ‘당의 신임’과 ‘전문직으로의 신분전환’이 상대적으로 빠르다는 인식은 교직을 선호하는 분위기로 바뀌었다.
둘째, 교사들은 학생과의 관계에서 ‘권위’를 중요하게 생각한다는 점이다. 물론 이들이 ‘어머니’와 같은 마음으로 학생들을 ‘내 자식’처럼 여기고 있었지만, 학생들을 올바르게 교육하기 위해서는 교사의 권위가 무엇보다 중요하다고 보았다. 교사가 학생에 대한 통제력과 권위를 가질수록 학생들에게 더 많은 존경과 신뢰를 받을 수 있다고 보는 것이다. 이때 교사의 이신작칙과 솔선수범의 모습은 학생들에게 거울이 된다고 믿었다.
셋째, 교사들이 교직에 헌신하는 데 있어서 사회적 인식이 매우 중요한 요소로 작용한다는 점이다. 그들의 생활에 필요한 물질적 보상은 국가를 대신하여 학부모들이 발 벗고 나서 식량, 기름, 부식물, 땔나무, 돈 등을 마련해주고 있다. 그럼에도 이들이 교직에 대한 자부심을 갖는 이유는 교사에 대한 사회적 인식이 긍정적이기 때문이다. 사범대학을 졸업할 때부터 타 대학의 졸업생들과는 차별화된 사회적 우대가 평생을 교사로 살 것을 다짐하게 만들었다. 여기에 ‘선생님’에 대한 애정과 존경은 ‘학급고정담당제’의 영향이 크다. 학급고정담당제로 학생과 교사 사이에는 사제지간 이상의 끈끈한 관계가 형성되면서, 교사가 단순히 교과 지식을 전달해주는 전달자 이상의 ‘어머니’와 같은 존재로 인식하게 만들었다.
넷째, 교사들은 국가의 교육과정에 무조건적으로 순응하지 않으며, 교육과정 운영에 있어 나름의 자율성을 발휘한다는 점이다. 이들은 표면적으로 볼 때, 국가의 교육강령이나 방침에 거부하거나 저항하지는 않지만, 교실 맥락에서 교육과정을 실행할 때는 나름의 전문성을 가지고 교육과정에 재해석과 변형을 가하고 있다. 실제로 교사들은 교육을 통한 ‘혁명’보다는 학생의 ‘개인의 능력’을 키워줄 수 있는 실력향상에 무게중점을 두고 있는 것이다.
결론적으로 북한 중등교사들의 교직경험에 대한 논의를 종합해볼 때, 이 연구가 시사하는 바는 다음과 같다. 먼저 북한 중등교사들의 교직활동은 사회 구조와 상호 배타적이지 않으면서 의존성이 강하다는 점이다. 실제로 북한 중등교사들의 실천행위는 국가의 교육개혁에 반해 의도하지 않은 결과로 나타나고 있다. 교사들은 국가에 의존하면서도 교실이라는 시공간에서 독자적인 권위를 행사하면서 행위의 이중성을 보여주고 있는 것이다.
다음으로 북한 중등교사들이 교직을 통해 실천하는 행위는 그것의 ‘의도’보다 그 일을 해낼 수 있는 ‘능력’에 의해 평가된다는 점이다. ‘의도’가 ‘능력’이라는 결과로 인정이 되려면 가시적으로 확인할 수 있는 행위가 뚜렷하게 나타나야 한다. 실제로 북한의 중등교사들은 학급의 학습실력, 출석률, 조직생활, 학급과제, 학생과제, 과외작업 등의 학급별, 교사별 경쟁으로 하루 24시간이 부족할 정도로 바쁜 일상을 보내면서도 자신의 ‘능력’을 인정받기 위해 고군분투하고 있다. 이들이 교직활동을 통해 평가 받는 ‘능력’은 그들이 잠재적으로 수행하는 교육과정의 전반에 해당되고 있으며 그들의 삶과도 직결되어 있다.
이상과 같이 본 연구는 북한 교육의 주 행위자였던 교사출신 북한이탈주민들의 생생한 목소리를 통해 그들이 수행했던 교육과정과 교수방법, 학생들을 교양하는 과정, 교육관계자들과의 상호작용 과정 등과 같은 교직활동의 실제를 드러냈다는 점에서 의의가 있다. 그럼에도 본 연구는 북한 중등교사들의 교직경험을 이해함에 있어서 몇 가지 한계를 가지고 있으며, 이에 후속 연구에 대한 제언을 덧붙이면 다음과 같다.
첫째, 본 연구는 북한 중등교사들의 교직경험 연구의 시작으로서 교직활동의 전반에 대한 공통적인 사례를 분석하였다. 그러나 이들의 교직활동에 대한 개별 사례를 선정하여 사례별로 연구를 진행한다면, 획일적인 북한 교육의 이면에 자리 잡고 있는 모순들을 다양하게 파악하는 데 도움이 될 것으로 본다. 둘째, 다섯 명의 연구참여자의 교직경험에 대한 논의가 북한의 모든 교사들의 활동처럼 일반화될 수 있는 우려가 있다. 추후 연구에서는 북한 교육에 대한 질적 연구를 설계함에 있어서 연구방법에 맞는 참여자 선정에 각별히 주의를 기울여야 할 것이다. 셋째, 본 연구의 참여자들은 도시 중심의 학교에서 교직을 수행한 비중이 높다. 그러나 북한의 도시와 농촌의 교육환경에 대한 격차가 눈에 띠게 나타나기 때문에 지역별 교사들의 교직활동을 다각적으로 드러낼 수 있는 질적 연구가 지속될 필요가 있다. 이렇게 북한 교육의 실제적인 이해를 도모하는 질적 연구들이 지속되어 객관적인 데이터를 구축하는 것이 필요하다. 나아가 이러한 연구들이 남·북한 교육통합을 위한 제반 사항을 논의하는 데 유용한 통찰을 제공해줄 수 있기를 희망한다.

RISS는 [표준개인정보 보호지침]에 따라 2년을 주기로 개인정보 수집·이용에 관하여 (재)동의를 받고 있으며, (재)동의를 하지 않을 경우, 휴면계정으로 전환됩니다.
