With a dramatic development in the techniques of computer data processing and telecommunications, the word, `information` implies very significant meaning. Industrialization in Britain in the late 18th century meant a rapid increase in productivity, but today`s highly developed IT network society is so called the time of information revolution enough to call it the second industrial revolution. Dramatic change in measures of sending and receiving information helps distribute fast diverse information and develop a network society, in which no one can deny that we must be aware of the importance of personal information and problems otherwise that can cause. Among diverse information in a society, personal information that identifies an individual person is the most important and it can damage personal benefits depending on how a person deals with the information. The technology of Telecommunications has a great deal of benefits in the sense that a user as an individual can receive service that is right for his hobbies or preference. At the same time, on the contrary, business people who provide the service can have an effective marketing tools using the technology. However most of these marketing tools might collect personal information without a person`s agreement and then be used in diverse ways the person can`t control. That means the person`s rights and interests are overlooked in a sense. If a marketer builds a personal information database to enhance users` convenience, it seems very beneficial. However behind the convenience, it can create a worst scenario in which any third person any time can breach a person`s privacy. When that happens on a regular basis, we can no longer call that a truly happy society. Speaking of personal information protection, protection means a lot. It is time to protect the information in accordance with the international standards.
